No. The Qur'an does not command it, does not recommend it, and does not mention it.
That is not an inference. The declared probe set - circumcise, circumcised, circumcision, and cut flesh - was run as whole words, case-insensitively, over all 31,173 rendering rows of the five cleared renderings and returned ZERO verses: not one verse where a single translator uses any of these words, let alone a majority. The stem circumcis is not a word, so under whole-word matching it is reported through the one word that carries it: 'uncircumcised' returns six rows in two verses, 2:88 (Palmer, Rodwell and Sale), 4:155 (Palmer, Rodwell and Sale), where Sale, Rodwell and Palmer write that hearts are uncircumcised - a figure of speech about hearts, not a practice. Pickthall renders the same clause "hardened", and Itani "sealed" at the first verse and "closed" at the second. None of the five renderings names circumcision, of either sex, as a practice.
Because a reader deserves better than a bare denial, two verses are carried as CONTEXT and marked as such. Neither is evidence for the practice; both are cited in arguments against it. 95:4 says man was created in the best stature. 30:30 contains the clause there is no altering the creation of God. A reader should know that the second verse's own subject is religion and the upright nature, not surgery, and that using it as a legal argument either way is a reading laid over it.
Where does the practice come from, then? From CUSTOM in particular regions, and from a small number of reports whose authenticity has been disputed within the tradition itself. This study cannot report on those, quote them, or weigh their gradings: no hadith collection has cleared the rights audit. That absence has a named cause and it should not be read as though the reports do not exist.
What CAN be said flatly, from the text this platform holds and can show: the practice has no basis in the Qur'an. Anyone who tells a reader otherwise can be asked for the verse, and there is none.

So richte dein Gesicht aufrichtig zur Religion hin als Anhänger des rechten Glaubens, - (gemäß) der natürlichen Veranlagung Allahs, in der Er die Menschen erschaffen hat. Keine Abänderung gibt es für die Schöpfung Allahs. Dies ist die richtige Religion, aber die meisten Menschen wissen nicht.

Read across the four public-domain translations - Sale 1734, Rodwell 1861, Palmer 1880, Pickthall 1930 - of 95:4, 30:30, in full, and nothing else. This study consults no , no , no occasion of revelation and no biography, because none is yet available in an edition whose usage rights can be verified. Itani 2012, the fifth translation shown with these verses, was not consulted in choosing this study's verses. Where a sentence here counts or compares the renderings, it has been checked against all five.
How this set was arrived at. The verses were found by a word search of the four public-domain translations, using terms chosen by the editor and listed here as they were searched - circumcis; circumcise; circumcised; circumcision; cut + flesh. The matching rule, stated for the re-run over five, is whole word and case-insensitive over rendering rows: circumcis is a stem and not a word, and stands for the word 'uncircumcised', reported in the answer above. 'Cut' and 'flesh' together in one verse: zero verses. The search was a way of finding passages, not a judgement about what they mean: that several translators chose the same English word is not evidence about the Arabic. A different choice of terms gives a different set.
