They ask you about intoxicants and gambling. Say, "There is gross sin in them, and some benefits for people, but their sinfulness outweighs their benefit." And they ask you about what they should give: say, "The surplus." Thus God explains the revelations to you, so that you may think.
Does the Qur'an forbid insurance?
In short
- The verses usually cited are those on gambling: there is gross sin in intoxicants and gambling, which Pickthall and Rodwell call games of chance, Sale lots and Palmer el maisar, and some benefits for people, but their sin outweighs their benefit (2:219). And Satan wants to provoke strife and hatred through them, and to keep people from the remembrance of God and from prayer (5:91).
- The text does not say: anything about insurance.
- The rest comes from: a report outside the Qur'an, set out in full below: uncertain sales (Muslim 1513).

Where the renderings split
2:219, Itani: "intoxicants and gambling"
2:219, Pickthall: "strong drink and games of chance"
2:219, Palmer: "wine and el maisar"
2:219, Rodwell: "wine and games of chance"
2:219, Sale: "wine and lots"
Key findingsEditorial
One finding for each passage this study carries, in the order the study reads them. Each is the reason that passage was signed into the study, in full and unedited - including, where the renderings disagree, the disagreement.
In plain wordsEditorial written by the editors, not a translation
The Qur'an does not mention insurance. The nearest verses readers bring to the question are those on gambling, or games of chance.
At 2:219 the renderings name the game differently: Itani has "gambling", Pickthall and Rodwell "games of chance", Palmer keeps the Arabic word, "el maisar", and Sale has "lots". Pickthall has "In both is great sin, and (some) utility for men; but the sin of them is greater than their usefulness".
At 5:91 Itani has "Satan wants to provoke strife and hatred among you through intoxicants and gambling".
No verse says what counts as gambling, or whether an insurance contract does. Outside the Qur'an, a report that the Prophet forbade a transaction determined by throwing stones, and the kind which involves some uncertainty, is in Sahih Muslim, Book 21: The Book of Transactions (Muslim 1513).
Scope of this study
This platform shows the verse, its easy-read line, its translations, a plain-words reading, and each verse among its neighbours. It does not supply occasion of revelation, interpretation (tafsir) or history, and it never invents them.
What this rests on
Opens with 2:219, widening across 2 passages in all.
Easy-read is a simplified pronunciation, not authoritative — a rule-by-rule romanisation, not a reading. Each verse ends in its pause form, as it is said when you stop there. Pauses inside a verse and other tajwid rules are not shown. It is derived from the Tanzil Simple edition, while the Arabic above is the Uthmani edition; both are cleared, but they are not the same edition and their orthography differs.

They ask you about fighting during the Holy Month. Say, "Fighting during it is deplorable; but to bar others from God's path, and to disbelieve in Him, and to prevent access to the Holy Mosque, and to expel its people from it, are more deplorable with God. And persecution is more serious than killing. They will not cease to fight you until they turn you back from your religion, if they can. Whoever among you turns back from his religion, and dies a disbeliever-those are they whose works will come to nothing, in this life, and in the Hereafter. Those are the inmates of the Fire, abiding in it forever.
They question thee (O Muhammad) with regard to warfare in the sacred month. Say: Warfare therein is a great (transgression), but to turn (men) from the way of Allah, and to disbelieve in Him and in the Inviolable Place of Worship, and to expel His people thence, is a greater with Allah; for persecution is worse than killing. And they will not cease from fighting against you till they have made you renegades from your religion, if they can. And whoso becometh a renegade and dieth in his disbelief: such are they whose works have fallen both in the world and the Hereafter. Such are rightful owners of the Fire: they will abide therein
They will ask thee of the sacred month,- of fighting therein. Say, 'Fighting therein is a great sin; but turning folks off God's way, and misbelief in Him and in the Sacred Mosque, and turning His people out therefrom, is a greater in God's sight; and sedition is a greater sin than slaughter.' They will not cease from fighting you until they turn you from your religion if they can; but whosoever of you is turned from his religion and dies while still a misbeliever; these are those whose works are vain in this world and the next; they are the fellows of the Fire, and they shall dwell therein for aye
They will ask thee concerning war in the Sacred Month. They will not cease to war against you until they turn you from your religion, if they be able: but whoever of you shall turn from his religion and die an infidel, their works shall be fruitless in this world, and in the next: they shall be consigned to the fire; therein to abide for aye
They will ask thee concerning the sacred month, whether they may war therein: Answer, to war therein is grievous; but to obstruct the way of God, and infidelity towards him, and to keep men from the holy temple, and to drive out his people from thence, is more grievous in the sight of God, and the temptation to idolatry is more grievous than to kill in the sacred months. They will not cease to war against you, until they turn you from your religion, if they be able: But whoever among you shall turn back from his religion, and die an infidel, their works shall be vain in this world, and the next; they shall be the companions of hell fire, they shall remain therein for ever

Do not marry idolatresses, unless they have believed. A believing maid is better than an idolatress, even if you like her. And do not marry idolaters, unless they have believed. Marry not idolatresses until they believe; a slave who believeth is better than an idolatress, though she please you more. And wed not your daughters to idolaters until they believe; for a slave who is a believer, is than better an idolater, though he please you. They invite to the Fire; but God inviteth to Paradise, and to pardon, if he so will, and maketh clear his signs to men that they may remember
Marry not women who are idolaters, until they believe: Verily a maid servant who believeth, is better than an idolatress, although she please you more. And give not women who believe, in marriage to the idolaters, until they believe; for verily a servant, who is a true believer, is better than an idolater, though he please you more. They invite unto hell fire, but God inviteth unto paradise and pardon through his will, and declareth his signs unto men, that they may remember

God does not hold you accountable for your unintended oaths, but He holds you accountable for your binding oaths. The atonement for it is by feeding ten needy people from the average of what you feed your families, or by clothing them, or by freeing a slave. Anyone who lacks the means shall fast for three days. That is the atonement for breaking your oaths when you have sworn them. So keep your oaths. Thus God makes clear His Revelations to you, that you may be grateful.
Allah will not take you to task for that which is unintentional in your oaths, but He will take you to task for the oaths which ye swear in earnest. The expiation thereof is the feeding of ten of the needy with the average of that wherewith ye feed your own folk, or the clothing of them, or the liberation of a slave, and for him who findeth not (the wherewithal to do so) then a three days' fast. This is the expiation of your oaths when ye have sworn; and keep your oaths. Thus Allah expoundeth unto you His revelations in order that ye may give thanks
God will not catch you up for a casual word in your oaths, but He will catch you up for having what ye make deliberate oaths about; and the expiation thereof is to feed ten poor men with the middling food ye feed your families withal, or to clothe them, or to free a neck; but he who has not the means, then let him fast three days. That is the expiation of your oaths, when ye have sworn to keep your oaths; thus does God explain to you His signs, - haply ye may be grateful
God will not punish you for a mistaken word in your oaths: but he will punish you in regard to an oath taken seriously. Its expiation shall be to feed ten poor persons with such middling food as ye feed your own families with, or to clothe them; or to set free a captive. But he who cannot find means, shall fast three days. This is the expiation of your oaths when ye shall have sworn. Keep then your oaths. Thus God maketh his signs clear to you, that ye may give thanks
God will not take you to task for such of your oaths as are vain, but He will take you to task for breaking the oaths which you take in earnest. The expiation thereof, then, is the feeding of ten poor persons with such average food as you feed your families with, or the clothing of them or the freeing of a slave. But whoso finds not the means shall fast for three days. That is the expiation of your oaths when you have sworn. And keep your oaths. Thus does God explain to you His Signs that you may be grateful

The translators word this verse differently
Those who believe and do righteous deeds will not be blamed for what they may have eaten, provided they obey, and believe, and do good deeds, then maintain piety and faith, then remain righteous and charitable. God loves the charitable.
There shall be no sin (imputed) unto those who believe and do good works for what they may have eaten (in the past). So be mindful of your duty (to Allah), and believe, and do good works; and again: be mindful of your duty, and believe; and once again: be mindful of your duty, and do right. Allah loveth the good
There is no crime in those who believe and do right, for having tasted food, when they fear God, and believe, and do what is right, and then fear Him, and believe, and then fear, and do good, for God loves those who do good
No blame shall attach to those who believe and do good works, in regard to any food they have taken, in case they fear God and believe, and do the things that are right, and shall still fear God and believe, and shall still fear him, and do good; for God loveth those who do good
On those who believe and do good works there shall be no sin for what they eat, provided they fear God and believe and do good works, and again fear God and believe, yet again fear God and do good. And God loves those who do good

The selection above and this account of it are part of what was signed. Where the renderings disagree it says so; where the question runs past what has cleared the rights audit it says that too.
The question asks whether the Qur'an forbids insurance. The probe 'insur' returns two rows, at 2:265 and 33:60, neither of them about insurance; they are recorded as not carried.
Gambling is read in the study What does the Qur'an say about gambling? This study names one report outside the Qur'an and does not grade it.
