But as for those who disbelieve and reject Our signs-these are the inmates of the Fire-wherein they will remain forever."
Does the Qur'an say non-Muslims are condemned to hell?
Key findingsEditorial
One finding for each passage this study carries, in the order the study reads them. Each is the reason that passage was signed into the study, in full and unedited - including, where the renderings disagree, the disagreement.
- 01 2:39 States the outcome for those who disbelieve and deny the signs - the Fire, abiding. The plainest form in the set.
- 02 2:257 Gives the same outcome, but reached through patronage: those whose patrons are false deities are brought from light into darkness.
- 03 3:10 Says wealth and children will not avail them, and calls them fuel for the Fire. In because it names what will not help rather than what will.
- 04 3:12 Addressed to disbelievers directly - ye shall be overcome and gathered to hell. In because it is the only one in the set spoken as an address rather than a description.
- 05 3:116 Repeats 3:10 almost word for word and adds abiding therein. Included as the pair to 3:10, not as a separate claim.
- 06 2:62 Those who believe, the Jews, the Christians and the Sabians, whoever believes in God and the Last Day and does right, have their reward and no fear in all five. Pickthall has "Those who believe (in that which is revealed unto thee, Muhammad)", and Rodwell has "they who believe (Muslims)".
- 07 5:69 Prints the same groups with the same condition. Itani gives it as "whoever believes in God and the Last Day, and does what is right". In all five no fear comes on them; Sale has "there shall come no fear on them, neither shall they be grieved". It is here as the pair to 2:62, without the word reward.
- 08 3:85 Whoever seeks a religion other than Islam will not have it accepted. Pickthall has "other than the Surrender (to Allah)" where Itani, Palmer, Rodwell and Sale write Islam, and the loss is in the Hereafter in Itani and Pickthall, in the next world in Palmer and Rodwell, and in the next life in Sale.
- 09 98:6 Puts those who disbelieve among the People of the Scripture, and the idolaters or polytheists, in the fire of hell, abiding. Palmer has "those who disbelieve" here, and Rodwell has "the fire of Gehenna", the only verse in the corpus with that word.
In plain wordsEditorial written by the editors, not a translation
These verses say plainly and repeatedly that those who disbelieve and deny the signs are of the Fire, and that they abide there (2:39, 2:257, 3:10, 3:12, 3:116). Two of them add that wealth and children will not help. One is spoken as a direct address rather than a description.
What none of them does is define who is meant, and the renderings do not agree on the word. Read at all five verses rather than at one, the disagreement is less tidy than the version of this study signed over four described it. Palmer says misbelieve at every one of the five, and Pickthall says those who disbelieve at every one; Itani, read now, says those who disbelieve at all five as well, so that wording reaches two of the five translators where it reached one of four. Sale and Rodwell are not consistent with themselves: Sale has unbelievers at 2:39 and 3:116 but infidels at 3:10, and at 2:257 and 3:12 no such noun at all, only those who believe not; Rodwell has infidels at 3:10, 3:12 and 3:116, and at 2:39 and 2:257 says only that they do not believe. Whether any of these words names a category of people or describes conduct is the question, and it is not settled inside these verses.
The word this study's question is asked in divides them too. At 2:39, 2:257, 3:10 and 3:116 four of the five say Fire, and Sale alone says hell fire; only at 3:12 do all five say hell. So in four of these five verses the word hell is one translator's.
And this set is not the whole of what the corpus says on it. 2:62 and 5:69, carried now, print those who believe, the Jews, the Christians and the Sabians, whoever of them believes in God and the Last Day and does right: at both, all five say that no fear shall come on them and that they shall not grieve, and at 2:62 all five give them their reward. Pickthall alone narrows the first group, with "Those who believe (in that which is revealed unto thee, Muhammad)", and Rodwell alone with "they who believe (Muslims)".
3:85 and 98:6, carried with them, print the other side. At 3:85 four of the five say that whoever seeks a religion other than Islam will not have it accepted, where Pickthall has "other than the Surrender (to Allah)", and that in the life to come he will be among the losers, or in Sale "of those who perish". At 98:6 those who disbelieve among the People of the Scripture, and the idolaters or polytheists, are in the fire of hell, abiding; here Palmer has "those who disbelieve", not the misbelieve he writes at the five verses above, and Rodwell alone has "the fire of Gehenna", so at 98:6 hell is four translators' word.
None of these verses states how 2:62 and 5:69 stand with 3:85 and 98:6. Reconciling them with each other and with the five above is exactly the work the interpretation layer would do, and that layer is blocked on rights.
Scope of this study
This platform shows the verse, its easy-read line, its translations, a plain-words reading, and each verse among its neighbours. It does not supply occasion of revelation, interpretation (tafsir) or history, and it never invents them.
What this study does not answer, and which uncleared source would be needed. It does not say on what occasion any of these verses was given: this study holds no source whose usage rights can be verified. It does not report how any commentator has read them: this study holds no either - the Arabic of , and is public domain by age, but no English edition with verifiable usage rights exists. And it offers no academic-historical reading: this study holds no such scholarship. Each of those is an absence with a named cause, not an omission.
What this rests on
Opens with 2:39, widening across 9 passages in all.
Easy-read is a simplified pronunciation, not authoritative — a rule-by-rule romanisation, not a reading. Each verse ends in its pause form, as it is said when you stop there. Pauses inside a verse and other tajwid rules are not shown. It is derived from the Tanzil Simple edition, while the Arabic above is the Uthmani edition; both are cleared, but they are not the same edition and their orthography differs.

God! There is no god except He, the Living, the Everlasting. Neither slumber overtakes Him, nor sleep. To Him belongs everything in the heavens and everything on earth. Who is he that can intercede with Him except with His permission? He knows what is before them, and what is behind them; and they cannot grasp any of His knowledge, except as He wills. His Throne extends over the heavens and the earth, and their preservation does not burden Him. He is the Most High, the Great.
Allah! There is no deity save Him, the Alive, the Eternal. Neither slumber nor sleep overtaketh Him. Unto Him belongeth whatsoever is in the heavens and whatsoever is in the earth. Who is he that intercedeth with Him save by His leave? He knoweth that which is in front of them and that which is behind them, while they encompass nothing of His knowledge save what He will. His throne includeth the heavens and the earth, and He is never weary of preserving them. He is the Sublime, the Tremendous
God, there is no god but He, the living, the self-subsistent. Slumber takes Him not, nor sleep. His is what is in the heavens and what is in the earth. Who is it that intercedes with Him save by His permission? He knows what is before them and what behind them, and they comprehend not aught of His knowledge but of what He pleases. His throne extends over the heavens and the earth, and it tires Him not to guard them both, for He is high and grand

God! There is no God but he; the living, the self-subsisting: Neither slumber nor sleep seizeth him; to him belongeth whatsoever is in heaven, and on earth. There is no compulsion in religion; the right way has been distinguished from the wrong, and whoso disbelieves in Taghut and believes in God, he has got hold of the firm handle in which is no breaking off; but God both hears and knows

Or like him who passed by a town collapsed on its foundations. He said, "How can God revive this after its demise?" Thereupon God caused him to die for a hundred years, and then resurrected him. He said, "For how long have you tarried?" He said, "I have tarried for a day, or part of a day." He said, "No. You have tarried for a hundred years. Now look at your food and your drink-it has not spoiled-and look at your donkey. We will make you a wonder for mankind. And look at the bones, how We arrange them, and then clothe them with flesh." So when it became clear to him, he said, "I know that God has power over all things."
Or (bethink thee of) the like of him who, passing by a township which had fallen into utter ruin, exclaimed: How shall Allah give this township life after its death? (He) said: Nay, but thou hast tarried for a hundred years. Just look at thy food and drink which have not rotted! Look at thine ass! And, that We may make thee a token unto mankind, look at the bones, how We adjust them and then cover them with flesh! He said, "Nay, thou hast waited an hundred years. Or hast thou not considered how he behaved who passed by a city which had been destroyed, even to her foundations? He said, how shall God quicken this city, after she hath been dead? And God caused him to die for an hundred years, and afterwards raised him to life. And God said, how long hast thou tarried here? He answered, a day, or part of a day. God said, nay, thou hast tarried here an hundred years. The bismillah is delivered as a separate `bismillah` attribute on ayah 1 and is NOT fused into the ayah text. 112 surahs carry one: every surah except al-Fatiha, where the bismillah is ayah 1:1 itself, and at-Tawba, which has none. Say to the infidels: ye shall be worsted, and to Hell shall ye be gathered together; and wretched the couch
Say unto those who believe not, ye shall be overcome, and thrown together into hell ; an unhappy couch shall it be

There was a sign for you in the two parties that met. One party fighting in the way of God, and the other was disbelieving. They saw them with their own eyes twice their number. But God supports with His help whomever He wills. In that is a lesson for those with insight.
There was a token for you in two hosts which met: one army fighting in the way of Allah, and another disbelieving, whom they saw as twice their number, clearly, with their very eyes. Thus Allah strengtheneth with His succour whom He will. Lo! herein verily is a lesson for those who have eyes
Ye have had a sign in the two parties who met; one party fighting in the way of God, the other misbelieving; these saw twice the same number as themselves to the eye-sight, for God aids with His help those whom He pleases.' Verily, in that is a lesson for those who have perception
Ye have already had a sign in the meeting of the two hosts. The one host fought in the cause of God, and the other was infidel. Ye have already had a miracle shewn you in two armies which attacked each other: One army fought for God's true religion, but the other were infidels; they saw the faithful twice as many as themselves in their eye-sight; for God strengtheneth with his help whom he pleaseth. Adorned for the people is the love of desires, such as women, and children, and piles upon piles of gold and silver, and branded horses, and livestock, and fields. These are the conveniences of the worldly life, but with God lies the finest resort.
Beautified for mankind is love of the joys (that come) from women and offspring; and stored-up heaps of gold and silver, and horses branded (with their mark), and cattle and land. That is comfort of the life of the world. Allah! With Him is a more excellent abode
Seemly unto men is a life of lusts, of women, and children, and hoarded talents of gold and silver, and of horses well-bred, and cattle, and tilth;- that is the provision for the life of this world; but God, with Him is the best resort
Fair-seeming to men is the love of pleasures from women and children, and the treasured treasures of gold and silver, and horses of mark, and flocks, and cornfields! Such the enjoyment of this world's life. But God! goodly the home with Him
The love and eager desire of wives, and children, and sums heaped up of gold and silver, and excellent horses, and cattle, and land, is prepared for men: This is the provision of the present life; but unto God shall be the most excellent return

And recall when Moses prayed for water for his people. We said, "Strike the rock with your staff." Thereupon twelve springs gushed out from it, and each tribe recognized its drinking-place. "Eat and drink from God's provision, and do not corrupt the earth with disobedience."
And when Moses asked for water for his people, We said: Smite with thy staff the rock. And there gushed out therefrom twelve springs (so that) each tribe knew their drinking-place. Eat and drink of that which Allah hath provided, and do not act corruptly, making mischief in the earth
When Moses, too, asked drink for his people and we said, 'Strike with thy staff the rock,' and from it burst forth twelve springs; each man among them knew his drinking place. 'Eat and drink of what God has provided, and transgress not on the earth as evildoers
And when Moses asked drink for his people, we said, "Strike the rock with thy rod;" and from it there gushed twelve fountains: each tribe knew their drinking-place : - "Eat and drink," said we, "of what God hath supplied, and do no wrong on the earth by licentious deeds
And when Moses asked drink for his people, We said, strike the rock with thy rod; and there gushed thereout twelve fountains according to the number of the tribes, and all men knew their respective drinking-place. Eat and drink of the bounty of God, and commit not evil in the earth, acting unjustly

And recall when you said, "O Moses, we cannot endure one kind of food, so call to your Lord to produce for us of what the earth grows: of its herbs, and its cucumbers, and its garlic, and its lentils, and its onions." He said, "Would you substitute worse for better? Go down to Egypt, where you will have what you asked for." They were struck with humiliation and poverty, and incurred wrath from God. That was because they rejected God's revelations and wrongfully killed the prophets. That was because they disobeyed and transgressed.
And when ye said: O Moses! We are weary of one kind of food; so call upon thy Lord for us that He bring forth for us of that which the earth groweth - of its herbs and its cucumbers and its corn and its lentils and its onions. He said: Would ye exchange that which is higher for that which is lower? Go down to settled country, thus ye shall get that which ye demand. And humiliation and wretchedness were stamped upon them and they were visited with wrath from Allah. That was because they disbelieved in Allah's revelations and slew the prophets wrongfully. That was for their disobedience and transgression
And when they said, 'O Moses, we cannot always bear one kind of food; pray then thy Lord to bring forth for us of what the earth grows, its green herbs, its cucumbers, its garlic, its lentils, and its onions.' Said he, 'Do ye ask what is meaner instead of what is best? Go down to Egypt,- there is what ye ask.' Then were they smitten with abasement and poverty, and met with wrath from God. That was because they had misbelieved in God's signs and killed the prophets undeservedly; that was for that they were rebellious and had transgressed
And when ye said, "O Moses! we will not put up with one sort of food: pray, therefore, thy Lord for us, that He would bring forth for us of that which the earth groweth, its herbs and its cucumbers and its garlic and its lentils and its onions:" He said, "What! will ye exchange that which is worse for what is better? Get ye down into Egypt; - for ye shall have what ye have asked:" Vileness and poverty were stamped upon them, and they returned with wrath from God: This, for that they disbelieved the signs of God, and slew the Prophets unjustly: this, for that they rebelled and transgressed
And when ye said, O Moses, we will by no means be satisfied with one kind of food; pray unto thy Lord therefore for us, that He would produce for us of that which the earth bringeth forth, herbs, and cucumbers, and garlick, and lentils, and onions; Moses answered, will ye exchange that which is better, for that which is worse? Get ye down in Egypt, for there shall ye find what ye desire: And they were smitten with vileness and misery, and drew on themselves indignation from God. This they suffered, because they believed not in the signs of God, and killed the prophets unjustly; this, because they rebelled and transgressed

But after that you turned away. Were it not for God's grace and mercy towards you, you would have been among the losers.
Then, even after that, ye turned away, and if it had not been for the grace of Allah and His mercy ye had been among the losers
Then did ye turn aside after this, and were it not for God's grace towards you and His mercy, ye would have been of those who lose
But after this ye turned back, and but for God's grace and mercy toward you, ye had surely been of the lost
After this ye again turned back, so that if it had not been for God's indulgence and mercy towards you, ye had certainly been destroyed

Those who were given the Scripture did not splinter, except after the Clear Evidence came to them.
Nor were the People of the Scripture divided until after the clear proof came unto them
Nor did those who were given the Book divide into sects until after there came to them the manifest sign
Neither were they to whom the Scriptures were given divided into sects, till after this clear evidence had reached them
Neither were they unto whom the scriptures were given divided among themselves, until after the clear evidence had come unto them

They were commanded only to worship God, devoting their faith to Him alone, and to practice regular prayer, and to give alms. That is the upright religion.
And they are ordered naught else than to serve Allah, keeping religion pure for Him, as men by nature upright, and to establish worship and to pay the poor-due. That is true religion
But they were not bidden aught but to worship God, being sincere in religion unto Him as Hanifs, and to be steadfast in prayer, and to give alms: for that is the standard religion
Yet was not aught enjoined on them but to worship God with sincere religion, sound in faith; and to observe prayer and pay the stated alms. For this is true religion
And they were commanded no other in the scriptures than to worship God, exhibiting unto him the pure religion, and being orthodox; and to be constant at prayer, and to give alms: And this is the right religion

But they who believe, and do good works; these are the best of creatures

What this study rests on, and what it refusessigned with it6 of the 7 paragraphs signed with this study; the paragraph naming what it does not answer is at the top of the page
The selection above and this account of it are part of what was signed. Where the renderings disagree it says so; where the question runs past what has cleared the rights audit it says that too.
Read across all five cleared translations - Sale 1734, Rodwell 1861, Palmer 1880, Pickthall 1930, Itani 2012 - of 2:39, 2:257, 3:10, 3:12, 3:116, in full, and nothing else. This study consults no , no , no occasion of revelation and no biography, because none is yet available in an edition whose usage rights can be verified.
Extended by four verses. The version before this one named 2:62 as bearing directly on the question but did not carry it. It is now carried, with 5:69, which prints the same groups with the same condition, and with 3:85 and 98:6, the verses the opposite reading of the question is put on. All four were read across all five renderings in full. The probe 'Sabians', 'Sabaeans', 'Sabeans' or 'Sabeites' returns 3 verses over the five: 2:62, 5:69, and a third that names those groups beside others without the clause on belief and right conduct, which this study does not carry. The probe 'Islam' returns 17 verses and reaches 3:85 in four of the five; Pickthall writes the Surrender there. The probe 'Gehenna' returns one verse in the whole corpus, 98:6, in Rodwell alone. The probe figures in the record below were measured against the five verses the study carried before, and the added verses are not placed on the divergence measure below.
RE-DERIVED OVER FIVE ON 2026-09-08, superseding the version signed 2026-09-05 over four. Itani 2012 cleared on 2026-09-07, after that signing, and this study has now been read against him at every anchor. He enters as a fifth voice and is not promoted to the reading that settles the word. What changed: Itani writes those who disbelieve at all five verses, joining Pickthall, so the wording that reaches most translators now reaches two of five where it reached one of four. And reading every verse against every rendering, which this re-check over five translations required, shows that the sentence signed over four - unbelievers in Sale, infidels in Rodwell, misbelievers in Palmer, those who disbelieve in Pickthall - gave each translator a single word when only Palmer and Pickthall use one throughout: Sale uses two of those words and neither of them at two of the verses, and Rodwell uses one at three verses and none at two. THAT CORRECTION IS OWED TO THE READER AND DOES NOT DEPEND ON ITANI; it was found by re-reading, and the version signed when four translations were cleared was over-tidy about four renderings it had. A second division is now named: at four of the five verses Sale alone writes hell where the others write Fire. The divergence figures below are restated on the five-based measure, and 3:116 moves down a band. What did not change: the verse set, the reasons per verse, and the finding that these verses do not define who is meant.
How this set was arrived at. Candidates came from a conjunctive word search over all four renderings, returned in mushaf order with no relevance ordering, and verses matched in all four were carried forward. THE TERMS OF THAT SEARCH WERE NOT RECORDED IN THE SIGNED STUDY and cannot be recovered, so it has not been re-run; what follows is a fresh probe, recorded in full, whose results were read but from which nothing was taken. One verse that matched the search on wording alone was proposed for removal and confirmed out: it matched on hell + disbelieve. It is primarily about warfare in the sacred month and about turning from religion, and it is already carried, with its reason, by the study Does the Qur'an set a death penalty for leaving Islam? The re-check over five translations added and removed no verse. Why each verse is in the study is stated per verse in the selection, and is signed with this prose.
PROBE VOCABULARY OF THIS RE-DERIVATION, RECORDED SO IT CAN BE RE-RUN. The version signed when four translations were cleared named no search terms; this re-check over five translations records its own, and they are the words the study's finding is about. Run 2026-09-08 over all five cleared renderings, conjunctive, mushaf order: ["unbelievers"] - 210 verses, reaching two of this study's five anchors, in Sale alone; ["infidels"] - 220, reaching three, in Sale at one and Rodwell at three; ["misbelieve"] - 152, reaching all five, in Palmer alone at every one; ["disbelieve"] - 230, reaching all five, in Pickthall and Itani at every one and in nobody else; ["hell"] - 219, reaching all five, but in Sale alone at four of them; ["fire","abide"] - 17, reaching three, the two words together only in Pickthall at 2:39, in Itani, Pickthall and Rodwell at 2:257, and in Pickthall and Rodwell at 3:116. Union 599 verses, of which 594 are not anchors of this study. THE UNION IS NOT A CANDIDATE SET FOR THIS STUDY and no verse was taken from it: the set was confirmed by the Editor, not by the union. These six probes are recorded together because between them they are the study's subject - no single one of them reaches every anchor in more than two renderings, which is the finding stated in the synthesis, measured rather than asserted.
Where the renderings part company, named rather than resolved. Across this set the derived divergence measure, recomputed over five renderings on 2026-09-07, runs from band 1 at 2:257 (0.52), where the five stand closest, to band 4 at 3:116 (0.68), where they stand furthest apart. The version signed when four translations were cleared named the same two verses, at 0.50 and 0.68, but put 3:116 in band 5. The verse did not become less divergent - its score is 0.68 on both measures - and the band beneath it moved because the corpus was rescored over five renderings and the quintile cut moved with it. The study names the differences it turns on and does not choose between them.
