Is the Qur'an clear when only God knows its interpretation (3:7)?

The question sets the Book's claims to be clear beside 3:7, which says some of its verses are known in their interpretation only to God.
3:7 itself makes the division. Pickthall has "clear revelations" and "others (which are) allegorical". Sale has "some verses clear to be understood" and others "parabolical". The words about interpretation follow directly on those with deviation in their hearts, who seek to interpret the second kind. Itani has "they follow the unspecific part".
The renderings differ on one point. Pickthall has "None knoweth its explanation save Allah", and then a new sentence about those of sound instruction, who say they believe in it. Palmer, Rodwell and Sale also print a break there. Itani has "none knows its interpretation except God and those firmly rooted in knowledge say" with no break between the two.
The claims of clearness are said of other things. At 11:1 and 12:1 they are said of the Book and its verses. At 16:103 Itani has "a clear Arabic tongue", said of the language against a foreign one. At 54:17 Itani has "easy to learn", and Rodwell has "Easy for warning".
So in these renderings the Book calls itself clear, plain and easy to learn or remember, and in the same Book 3:7 sets apart a part whose interpretation is with God. The five verses do not state that the two claims cover the same verses. Where the sentence in 3:7 divides is printed differently by Itani and by the other four.

Është Ai që ta zbriti Librin (Kuranin). Në të ka ajete plotësisht të qarta, të cilat janë bazë e Librit, por ka edhe të tjera jo fort të qarta. Ata, zemrat e të cilëve anojnë nga e shtrembra, ndjekin ato që nuk janë krejtësisht të qarta, duke dashur të ngjallin huti dhe t'i shpjegojnë ato sipas dëshirës, ndonëse kuptimin e tyre të vërtetë e di vetëm Allahu. Er ist es, Der das Buch (als Offenbarung) auf dich hinabgesandt hat. Dazu gehören eindeutige Verse - sie sind der Kern des Buches - und andere, mehrdeutige (Verse). Was nun diejenigen angeht, in deren Herzen (Neigung zum) Abschweifen ist, so folgen sie dem, was davon mehrdeutig ist, (und dies) im Trachten nach Irreführung und im Trachten nach ihrer Missdeutung. Aber niemand weiß ihre Deutung außer Allah. Diejenigen aber, die im Wissen fest gegründet sind, sagen: „Wir glauben daran; alles ist von unserem Herrn.“ Und nur diejenigen bedenken, die Verstand besitzen.
Αυτός είναι που σου έστειλε (ω, Μωχάμμαντ), το Βιβλίο (το Κορ’άν). Και κανείς δεν ξέρει την (αληθινή) ερμηνεία τους, παρά μόνον ο Αλλάχ. Και αυτοί που είναι σταθεροί στη γνώση, λένε: «Πιστεύουμε σ’ αυτό (ολόκληρο το Κορ’άν). Όλο το (Κορ’άν) είναι από τον Κύριό μας.» Και δεν το λαμβάνουν υπόψη, παρά μόνο αυτοί που έχουν μυαλό (για να το συλλογιστούν) .
(ऐ नबी!) वही है जिसने आप पर[2] (यह) पुस्तक उतारी, जिसमें से कुछ आयतें मोह़कम[3] (स्पष्ट तर्क वाली) हैं, वही पुस्तक का मूल हैं, तथा कुछ दूसरी (आयतें) मुतशाबेह[4] (छिपे हुए और पोशीदा अर्थ वाली) हैं। फिर जिनके दिलों में टेढ़ है, तो वे फ़ित्ने की तलाश में तथा उसके असल आशय की तलाश के उद्देश्य से, सदृश अर्थों वाली आयतों का अनुसरण करते हैं। हालाँकि उनका वास्तविक अर्थ अल्लाह के सिवा कोई नहीं जानता। तथा जो लोग ज्ञान में पक्के हैं, वे कहते हैं हम उसपर ईमान लाए, सब हमारे पालनहार की और से है। और शिक्षा वही लोग ग्रहण करते हैं, जो बुद्धि वाले हैं।
È Lui che ha fatto discendere su di te il Libro in chiari versetti, che compongono la Matrice del Libro ﴿أُمُّ الْكِتَابِ﴾, e altri criptici; in verità quelli che hanno nel cuore una malattia, seguono i criptici per portare discordia e per cercare d’interpretarlo, ma nessuno sa come interpretarlo, tranne Allāh e quelli che sono sapienti nella scienza. Dicono: «Crediamo! Tutto viene dal nostro Dio!» Ma non se ne ricordano se non quelli che hanno intelletto.

Warri beekumsa keessa fagaatan immoo “itti amanne hundinuu Rabbii keenya biraayyii” jedhu. Warra sammuu qabu malee namni biroo hin gorfamu.

Yeye ndiye aliyeteremsha juu yako Kitabu hiki. Ndani yake zimo Aya muhkam (zenye maana wazi). Hizo ndizo msingi wa Kitabu hiki. Na zimo nyingine Mutashabihat (zenye maana zisizo wazi). Ama wale ambao katika nyoyo zao umo upotovu, wao wanafuata zile zenye maana zisizo wazi kwa kutafuta fitina, na kutafuta kupotoa maana yake. Na wala hapana ajuaye maana yake isipokuwa Mwenyezi Mungu. Na wale waliokita katika elimu husema: Sisi tumeziamini, zote zimetoka kwa Mola wetu Mlezi. Lakini hawakumbuki (hayo) isipokuwa wenye akili ya hali ya juu.

Och de som är djupt förankrade i kunskap säger: ”Vi tror på den. Allt är från vår Herre.” Men endast de med förstånd låter sig påminnas.
Sana kitabı indiren O’dur. Onun bir kısmı, muhkem ki bunlar kitabın özüdür. Bir kısmı da müteşabih ayetlerdir. Kalplerinde eğrilik olanlar, fitne çıkarmak ve (kendilerine göre) onun tevilini yapmak için onun müteşabih olanlarına uyarlar. Oysa, onun tevilini Allah’tan başkası bilmez. İlimde derinleşenler ise “Biz, ona iman ettik, onun hepsi Rabbimizin katındandır.” derler. Temiz akıl sahiplerinden başkası düşünmez.
وہی اللہ تعالیٰ ہے جس نے تجھ پر کتاب اتاری جس میں واضح مضبوط آیتیں ہیں جو اصل کتاب ہیں اوربعض متشابہ آیتیں ہیں[1] ۔ پس جن کے دلوں میں کجی ہے وه تواس کی متشابہ آیتوں کے پیچھے لگ جاتے ہیں، فتنے کی طلب اور ان کی مراد کی جستجو کے لئے، حاﻻنکہ ان کے حقیقی مراد کو سوائے اللہ تعالیٰ کے کوئی نہیں جانتا[2] اور پختہ ومضبوط علم والے یہی کہتے ہیں کہ ہم تو ان پر ایمان ﻻچکے، یہ ہمارے رب کی طرف سے ہیں اور نصیحت تو صرف عقلمند حاصل کرتے ہیں۔

رَبَّنَا لَا تُزِغْ قُلُوبَنَا بَعْدَ إِذْ هَدَيْتَنَا وَهَبْ لَنَا مِن لَّدُنكَ رَحْمَةً إِنَّكَ أَنتَ ٱلْوَهَّابُ

"Our Lord, do not cause our hearts to swerve after You have guided us, and bestow on us mercy from Your presence; You are the Giver."
Our Lord! Cause not our hearts to stray after Thou hast guided us, and bestow upon us mercy from Thy Presence. Lo! Thou, only Thou, art the Bestower
O Lord! pervert not our hearts again when Thou hast guided them, and grant us mercy from Thee, for Thou art He who grants
O our Lord! suffer not our hearts to go astray after that thou hast once guided us, and give us mercy from before thee; for verily thou art He who giveth
O Lord, cause not our hearts to swerve from truth, after thou hast directed us: And give us from thee mercy, for thou art he who giveth

O Lord! Thou shalt gather together men unto the day wherein is no doubt. Verily, God will not depart from His promise
O our Lord! For the day of whose coming there is not a doubt, thou wilt surely gather mankind together. Verily, God will not fail the promise
O Lord, thou shalt surely gather mankind together, unto a day of resurrection: There is no doubt of it, for God will not be contrary to the promise

Μόνο ο Αλλάχ γνωρίζει τη σημασία τους. That you shall worship none but God. "I am a warner to you from Him, and a bearer of good news."
(Saying): Serve none but Allah. Lo! I am unto you from Him a warner and a bringer of good tidings
that ye worship not other than God,- verily, I am to you from Him a warner and a herald of glad tidings
That ye worship none other than God - Verily I come to you from Him charged with warnings, announcements
That ye serve not any other than God; -- verily I am a denouncer of threats, and a bearer of good tidings unto you from Him
وَأَنِ ٱسْتَغْفِرُوا۟ رَبَّكُمْ ثُمَّ تُوبُوٓا۟ إِلَيْهِ يُمَتِّعْكُم مَّتَٰعًا حَسَنًا إِلَىٰٓ أَجَلٍ مُّسَمًّى وَيُؤْتِ كُلَّ ذِى فَضْلٍ فَضْلَهُۥ وَإِن تَوَلَّوْا۟ فَإِنِّىٓ أَخَافُ عَلَيْكُمْ عَذَابَ يَوْمٍ كَبِيرٍ

DIN 31635waʾani staġfirū rabbakum ṯumma tūbū ʾilayhi yumattiʿkum matāʿan ḥasanan ʾilā ʾaǧalin musamman wayuʾti kulla ḏī faḍlin faḍlahu waʾin tawallaw faʾinnī ʾaḫāfu ʿalaykum ʿaḏāba yawmin kabīrin
"And ask your Lord for forgiveness, and repent to Him. He will provide you with good sustenance until a stated term, and will bestow His grace on every possessor of virtue. But if you turn away, then I fear for you the punishment of a grievous Day."
And (bidding you): Ask pardon of your Lord and turn to Him repentant. He will cause you to enjoy a fair estate until a time appointed. He giveth His bounty unto every bountiful one. But if ye turn away, lo! (then) I fear for you the retribution of an awful Day
and that ye seek pardon from your Lord, then turn again to Him! He will cause you to enjoy a good provision to a named and appointed time, and will give His grace to every one deserving grace; but if ye turn your backs, I fear for you the torment of a great day
And that ye seek pardon of your Lord, and then be turned unto Him! Goodly enjoyments will He give you to enjoy until a destined time, and His favours will He bestow on every one who deserves his favours. But if ye turn away, then verily I fear for you the chastisement of the great day
and that ye ask pardon of your Lord, and then be turned unto Him. He will cause you to enjoy a plentiful provision, until a prefixed time: And unto every one that hath merit by good works, will He give his abundant reward. But if ye turn back, verily I fear for you the punishment of the great day

We have revealed it an Arabic Quran, so that you may understand.
Lo! We have revealed it, a Lecture in Arabic, that ye may understand

An Arabic Koran have we sent it down, that ye might understand it
which We have sent down in the Arabic tongue, that peradventure ye might understand
نَحْنُ نَقُصُّ عَلَيْكَ أَحْسَنَ ٱلْقَصَصِ بِمَآ أَوْحَيْنَآ إِلَيْكَ هَٰذَا ٱلْقُرْءَانَ وَإِن كُنتَ مِن قَبْلِهِۦ لَمِنَ ٱلْغَٰفِلِينَ

We are well aware that they say, "It is a human being who is teaching him." But the tongue of him they allude to is foreign, while this is a clear Arabic tongue.

Ne e dimë fort mirë që ata thonë: "Atë (Muhamedin) është duke e mësuar një njeri!" Por, gjuha e atij për të cilin flasin është e huaj, ndërsa ky (Kuran) është në gjuhën e pastër arabe.
আর (হে নবী,) আমি অবশ্যই জানি যে, (তোমার এবং আল-কুরআনের বিষয়ে এদের ধারণা কী ?) তারা (মুশরিকরা) বলে, তাকে তো শিক্ষা দেয় একজন মানুষ(৩৫), যার দিকে তারা ইঙ্গিত করছে, তার ভাষা হচ্ছে অনারবী। অথচ এটা (আল-কুরআন) হচ্ছে, সুস্পষ্ট আরবী ভাষা।

და ჩვენ უკვე ვიცით, რომ ისინი [მრავალღმერთიანები] ამბობენ: «მართლაც, მას [მოციქულს] ასწავლის (ყურანს) (მხოლოდ) (ჩვეულებრივი) ადამიანი». თუმცა, ენა იმისა (ადამიანისა), ვისზეც ისინი [მრავალღმერთიანები] მიუთითებენ, უცხოა [არაბული არ არის], ხოლო ეს [ყურანის ენა] – ცხადი არაბული ენაა.

Na Sisi hakika tunajua kwamba wanasema: "Hakika yuko mtu anayemfundisha." Lugha ya huyo wanayemuelekezea ni ya kigeni, na hii ni lugha ya Kiarabu iliyo bainifu.
Vi vet att de säger: ”Det är en människa som lär honom [Koranen]!” Den de syftar på talar ett främmande språk, medan detta är ren och tydlig arabiska.

When We substitute a verse in place of another verse-and God knows best what He reveals-they say, "You are an impostor." But most of them do not know.
And when We put a revelation in place of (another) revelation, - and Allah knoweth best what He revealeth - they say: Lo! thou art but inventing. Most of them know not
And whenever we change one verse for another,- God knows best what He sends down. They say, 'Thou art but a forger!' - Nay, most of them do not know
And when we change one (sign) verse for another, and God knoweth best what He revealeth, they say, "Thou art only a fabricator." Nay! but most of them have no knowledge
When We substitute in the Koran an abrogating verse in lieu of a verse abrogated, -- and God best knoweth the fitness of that which He revealeth, -- the infidels say, thou art only a forger of these verses: But the greater part of them know not truth from falsehood
