One verse, six words, and everything turns on the last one.
21:107: WE SENT THEE NOT SAVE AS A MERCY FOR THE PEOPLES. Sale, Rodwell, Palmer and Pickthall render the final term as the peoples, the worlds, all creatures, and all the worlds. The Arabic is the same word used at the opening of the Fatiha of God as Lord of it. Whether the mercy is to humankind, to all nations, or to every created thing is a question about the scope of that noun, and the four renderings do not settle it.
The text supplies two things that bear on it, and they pull in different directions.
9:128 describes what the mercy consists of - a messenger from among yourselves, grieved that you should perish, ardently anxious over you - and then, in these renderings, narrows the recipients: FOR THE BELIEVERS FULL OF PITY, MERCIFUL.
17:82 uses the same word of the revelation and states an explicit limit: a healing AND A MERCY FOR BELIEVERS, though it increase the evil-doers in nothing but ruin.
So the widest verse is the shortest and the least qualified, and the verses that elaborate are narrower. This study does not decide between them. Deciding requires the lexicon and the commentators, and no has cleared the rights audit.
28:86 is carried because it shows the word attached to the revelation itself rather than to the man: it is a mercy from thy Lord that the Scripture was inspired in thee.

Und du hattest nicht erwartet, dass das Buch an dich gerichtet würde. Es ist nur aus Barmherzigkeit von deinem Herrn. Darum leiste den Ungläubigen ja keinen Beistand.
Δεν το περίμενες (πριν την αποστολή σου) να αποκαλυφθεί σε σένα το Βιβλίο (το Κορ’άν), αλλά ήταν έλεος από τον Κύριό σου (ότι το έστειλε σε σένα). Μην υποστηρίζεις λοιπόν ποτέ τους άπιστους.
और आप आशा नहीं करते थे कि आपकी ओर किताब[29] उतारी जाएगी। परंतु आपके पालनहार की दया से (वह अवतरित हुई)। अतः आप कदापि काफ़िरों के सहायक न बनें।

86. Ir tu nesitikėjai, kad Knyga (šis Koranas) bus nuleistas tau, tačiau tau yra tavo Viešpaties gailestingumas. Taigi niekada nebūk netikinčiųjų rėmėjas.
Rahmata Rabbii kee irraa ta’een [sirratti buufne malee] ati kitaabni gara keetti buufamuu kajeelaa hin turre. Kaafirootaaf gargaaraa hin tahin.

Neither let them turn thee aside from the signs of God after they have been sent down to thee, but bid men to thy Lord; and be not among those who add gods to God
neither let them turn thee aside from the signs of God, after they have been sent down unto thee: And invite men unto thy Lord. And be not thou an idolater
وَلَا تَدْعُ مَعَ ٱللَّهِ إِلَٰهًا ءَاخَرَ لَآ إِلَٰهَ إِلَّا هُوَ كُلُّ شَىْءٍ هَالِكٌ إِلَّا وَجْهَهُۥ لَهُ ٱلْحُكْمُ وَإِلَيْهِ تُرْجَعُونَ

And we will send down of the Qur'an that which is a healing and a mercy to the believers, but it will only increase the wrong-doers in loss

Juve ju ka ardhur tashmë një i dërguar nga mesi juaj. Atij i vjen rëndë për vuajtjet që përjetoni, jua dëshiron të mirën me gjithë zemër dhe është i dhembshur e i mëshirshëm me besimtarët.

Hakika amekwishawajia Mtume kutokana na nyinyi wenyewe; yanamhuzunisha yale yanayowataabisha, anawajali sana, kwa Waumini ni mpole na mwenye kuwarehemu.

Do they not see that they are tested once or twice every year? Yet they do not repent, and they do not learn.

And whenever a chapter is revealed, they look at one another, "Does anyone see you?" Then they slip away. God has diverted their hearts, because they are a people who do not understand.
And whenever a surah is revealed, they look one at another (as who should say): Doth anybody see you? Then they turn away. Allah turneth away their hearts because they are a folk who understand not
And whenever a surah is sent down, some of them look at the others - 'Does any one see you?' - Then they turn away! God has turned their hearts, for that they are a people who do not discern
And whenever a Sura is sent down, they look at one another. . . . "Doth any one see you?" then turn they aside. God shall turn their hearts aside, because they are a people devoid of understanding

But if they turn their backs, then say, 'God is enough for me! there is no god but He! upon Him do I rely, for He is Lord of the mighty throne

Read across the four public-domain translations - Sale 1734, Rodwell 1861, Palmer 1880, Pickthall 1930 - of 21:107, 28:86, 17:82, 9:128, in full, and nothing else. This study consults no , no , no occasion of revelation and no biography, because none is yet available in an edition whose usage rights can be verified. Itani 2012, the fifth translation shown with these verses, was not consulted for this study.
How this set was arrived at. The verses were found by a word search of the four public-domain translations, using terms chosen by the editor and listed here as they were searched - mercy + for + the + peoples; mercy + unto + all + creatures; mercy + to + the + worlds; sent + thee + not + save + as + a + mercy. The search was a way of finding passages, not a judgement about what they mean: that several translators chose the same English word is not evidence about the Arabic. A different choice of terms gives a different set.
Verses carried by more than one study. Some passages here also serve another study. Each carries its own reason in each place, and the reason states where else it appears.
Where the translations part company, named rather than resolved. How differently the translations word each verse is shown on that verse's page, and the study names the differences it turns on rather than choosing between them.
