The text takes them seriously and provides a way out of them, and both halves are worth having.
On the seriousness: 76:7 lists performing the vow among the marks of the righteous, alongside fearing a day whose evil spreads wide. 2:270 says that whatever you spend in alms or whatever you vow, GOD KNOWS IT - which cuts both ways, since it means an unfulfilled vow is known too. And 22:29 places the paying of vows inside the pilgrimage rites themselves, between ending the consecrated state and circling the House.
On the way out: 5:89 distinguishes two kinds of undertaking. What is unintentional in your oaths is not held against you. What you swear in earnest is. And then, for the second kind, an expiation is provided - feeding ten of the needy, or clothing them, or freeing a slave; and for someone who cannot manage any of those, a fast of three days.
That structure is worth noticing. The text does not treat a binding undertaking to God as absolutely irrevocable. It provides a graded release, and the grades descend to something anyone can do.
A note on scope. 5:89 is about OATHS, and the study What does the Qur'an say about expiation for a broken oath? treats those as its own subject. It is carried here because a reader asking about vows will want to know whether there is any release from them, and this is the nearest thing the text provides. Whether the expiation for a broken oath applies to a vow in the technical sense is a question of law, and the schools distinguish the two more finely than the text does.
What the Qur'an does not give is a procedure for making a vow, a form of words, or a list of what may be vowed. The developed law of vows - the categories, the conditions, what happens to an impossible or a sinful one - is not in these verses.

Hierauf sollen sie ihre Riten (der Pilgerfahrt) und ihre Ungepflegtheit beenden, ihre Gelübde erfüllen und die Umrundung um das alt(ehrwürdig)e Haus vollziehen.

That (is the command). And whoso magnifieth the sacred things of Allah, it will be well for him in the sight of his Lord. The cattle are lawful unto you save that which hath been told you. So shun the filth of idols, and shun lying speech
That do. And whoso magnifies the sacred things of God it is better for him with his Lord. 'Cattle are lawful for you, except what is recited to you; and avoid the abomination of idols, and avoid speaking falsely
This do. And he that respecteth the sacred ordinances of God, this will be best for him with his Lord. The flesh of cattle is allowed you, save of those already specified to you. Shun ye, therefore, the pollutions of idols; and shun ye the word of falsehood
This let them do. And whoever shall regard the sacred ordinances of God; this will be better for him in the sight of his Lord. All sorts of cattle are allowed you to eat, except what hath been read unto you, in former passages of the Koran, to be forbidden. But depart from the abomination of idols, and avoid speaking that which is false: Being orthodox in respect to God

being 'Hanifs to God, not associating aught with Him; for he who associates aught with God, it is as though he had fallen from heaven, and the birds snatch him up, or the wind blows him away into a far distant place
Sound in faith Godward, uniting no god with Him; for whoever uniteth gods with God, is like that which falleth from on high, and the birds snatch it away, or the wind wafteth it to a distant place

Und was immer ihr an Spende ausgebt oder als Gelübde ablegt, so weiß es ja Allah. Und die Ungerechten werden keine Helfer haben.
Και ό,τι ελεημοσύνη ξοδεύετε (για χάρη του Αλλάχ) ή ό,τι τάμα κάνετε (π.χ. το να δίνετε χρήματα σε ελεημοσύνη) - πράγματι, ο Αλλάχ το γνωρίζει. Και για τους άδικους δεν θα υπάρχουν υποστηρικτές.
तथा तुम जो भी दान करो अथवा मन्नत[179] मानो, तो निःसंदेह अल्लाह उसे जानता है और अत्याचारियों के लिए कोई सहायक नहीं।
E ogni elemosina che avete fatto, o ogni voto a cui avete adempiuto, in verità Allāh di ciò è Sapiente, e gli ingiusti non hanno sostenitori.
270. Ir visa, ką jūs išleidžiate (pavyzdžiui, dėl Sadaka – labdaros vardan Allaho), ir kad ir kokius pažadus jūs duodate, - būkite tikri, Allahas žino visa tai. O Zalimūn (nusidėjėliams) nėra padėjėjų.

He bringeth wisdom unto whom He will, and he who is brought wisdom is brought much good; but none will remember save those endowed with minds

If you give charity openly, that is good. But if you keep it secret, and give it to the needy in private, that is better for you. It will atone for some of your misdeeds. God is cognizant of what you do.
If ye publish your almsgiving, it is well, but if ye hide it and give it to the poor, it will be better for you, and will atone for some of your ill-deeds. Allah is Informed of what ye do
If ye display your almsgiving, then well is it; but if ye hide it and bring it to the poor, then is it better for you, and will expiate for you your evil deeds; for God of what ye do is well aware
Give ye your alms openly? it is well. Do ye conceal them and give them to the poor? This, too, will be of advantage to you, and will do away your sins: and God is cognisant of your actions
If ye make your alms to appear, it is well; but if ye conceal them, and give them unto the poor, this will be better for you, and will atone for your sins: And God is well informed of that which ye do

Their guidance is not your responsibility, but God guides whom He wills. Any charity you give is for your own good. Any charity you give shall be for the sake of God. Any charity you give will be repaid to you in full, and you will not be wronged.
The guiding of them is not thy duty (O Muhammad), but Allah guideth whom He will. And whatsoever good thing ye spend, it is for yourselves, when ye spend not save in search of Allah's Countenance; and whatsoever good thing ye spend, it will be repaid to you in full, and ye will not be wronged
Thou art not bound to guide them; but God guides whom He will; and whatever good ye expend it is for yourselves, and do not expend save craving for God's face. And what ye expend of good, it shall be repaid you, and ye shall not be wronged

لَا يُؤَاخِذُكُمُ ٱللَّهُ بِٱللَّغْوِ فِىٓ أَيْمَٰنِكُمْ وَلَٰكِن يُؤَاخِذُكُم بِمَا عَقَّدتُّمُ ٱلْأَيْمَٰنَ فَكَفَّٰرَتُهُۥٓ إِطْعَامُ عَشَرَةِ مَسَٰكِينَ مِنْ أَوْسَطِ مَا تُطْعِمُونَ أَهْلِيكُمْ أَوْ كِسْوَتُهُمْ أَوْ تَحْرِيرُ رَقَبَةٍ فَمَن لَّمْ يَجِدْ فَصِيَامُ ثَلَٰثَةِ أَيَّامٍ ذَٰلِكَ كَفَّٰرَةُ أَيْمَٰنِكُمْ إِذَا حَلَفْتُمْ وَٱحْفَظُوٓا۟ أَيْمَٰنَكُمْ كَذَٰلِكَ يُبَيِّنُ ٱللَّهُ لَكُمْ ءَايَٰتِهِۦ لَعَلَّكُمْ تَشْكُرُونَ

DIN 31635lā yuʾāḫiḏukumu llāhu billaġwi fī ʾaymānikum walākin yuʾāḫiḏukum bimā ʿaqqadttumu l-ʾaymāna fakaffāratuhu ʾiṭʿāmu ʿašarati masākīna min ʾawsaṭi mā tuṭʿimūna ʾahlīkum ʾaw kiswatuhum ʾaw taḥrīru raqabatin faman lam yaǧid faṣiyāmu ṯalāṯati ʾayyāmin ḏālika kaffāratu ʾaymānikum ʾiḏā ḥalaftum waḥfaẓū ʾaymānakum kaḏālika yubayyinu llāhu lakum ʾāyātihi laʿallakum taškurūna
God does not hold you accountable for your unintended oaths, but He holds you accountable for your binding oaths. The atonement for it is by feeding ten needy people from the average of what you feed your families, or by clothing them, or by freeing a slave. Anyone who lacks the means shall fast for three days. That is the atonement for breaking your oaths when you have sworn them. So keep your oaths. Thus God makes clear His Revelations to you, that you may be grateful.

Allah will not take you to task for that which is unintentional in your oaths, but He will take you to task for the oaths which ye swear in earnest. The expiation thereof is the feeding of ten of the needy with the average of that wherewith ye feed your own folk, or the clothing of them, or the liberation of a slave, and for him who findeth not (the wherewithal to do so) then a three days' fast. This is the expiation of your oaths when ye have sworn; and keep your oaths. Thus Allah expoundeth unto you His revelations in order that ye may give thanks
God will not catch you up for a casual word in your oaths, but He will catch you up for having what ye make deliberate oaths about; and the expiation thereof is to feed ten poor men with the middling food ye feed your families withal, or to clothe them, or to free a neck; but he who has not the means, then let him fast three days. That is the expiation of your oaths, when ye have sworn to keep your oaths; thus does God explain to you His signs, - haply ye may be grateful
God will not punish you for a mistaken word in your oaths: but he will punish you in regard to an oath taken seriously. Its expiation shall be to feed ten poor persons with such middling food as ye feed your own families with, or to clothe them; or to set free a captive. But he who cannot find means, shall fast three days. This is the expiation of your oaths when ye shall have sworn. Keep then your oaths. Thus God maketh his signs clear to you, that ye may give thanks

Allahu nuk ju merr në llogari për betimet që i bëni pa dashje, por ju merr në llogari për betimet e qëllimshme. Shlyerja (e gjynahut) për to[8] është të ushqeni dhjetë të varfër nga ushqimi mesatar me të cilin ushqeni familjet tuaja, ose t'i vishni ata, ose të lironi një rob. Ai që nuk ka mundësi, le të agjërojë tri ditë. Kjo është shlyerja për thyerjen e betimeve tuaja, nëse betoheni. Mirëpo, ruani betimet tuaja! Kështu Allahu jua sqaron ajetet e Tij, që të jeni mirënjohës.
তোমাদের অর্থহীন শপথের জন্যে আল্লাহ তোমাদেরকে পাকড়াও করবেন না; কিন্তু যে শপথ তোমরা জেনে বুঝে ইচ্ছাকৃতভাবে করো সে শপথের জন্যে তোমাদেরকে পাকড়াও করবেন। সুতরাং এর কাফফারা হলো: দশ জন মিসকীনকে মধ্যম ধরনের খাবার খাওয়ানো, যা তোমরা তোমাদের পরিবারকে খাইয়ে থাকো, অথবা তাদেরকে বস্ত্র দান করা, কিংবা একজন দাস-দাসী মুক্ত করা। অতঃপর যে সামর্থ্য রাখে না, তবে সে তিন দিন সিয়াম পালন করবে। তোমরা শপথ করলে এটাই তোমাদের শপথের কাফফারা। আর তোমরা তোমাদের শপথ রক্ষা করো। এমনিভাবে আল্লাহ তোমাদের জন্যে তাঁর আয়াতসমূহ সুস্পষ্টভাবে বর্ণনা করেছেন, যাতে তোমরা কৃতজ্ঞতা প্রকাশ করতে পারো।
Allah vas neće kazniti ako se zakunete nenamjerno, ali će vas kazniti ako se zakunete namjerno. Otkup za prekršenu zakletvu je: da deset siromaha običnom hranom kojom hranite čeljad svoju nahranite, ili da ih odjenete, ili da roba ropstva oslobodite. A onaj ko ne bude mogao – neka tri dana posti. Tako se za zakletve svoje otkupljujte kada se zakunete; a o zakletvama svojim brinite se! Eto, tako vam Allah objašnjava propise Svoje, da biste bili zahvalni.

Alla Nanngitirtaa on ko faljuɗon ka gooɗndooje mon, kono Homo Nanngitira on kon ko piɓɗon e gooɗndoodooje ɗe e muuɗum. Kaffaara mum on, ko ñammingol miskineeɓe sappo immorde ko hakindii e ko ñamminton ɓeynguureeji mon, maa koltu maɓɓe, maa rimɗin gol daande. On mo heɓaali [ɗuum], ko koorgol ɓalɗe tati. Ɗuum ɗoon ko kaffaara gooɗndooje mon si on ngooɗndii. Ndeenee gooɗndooje mon ɗe .Ko nii Alla Ɓannginiranta on Aayeeje Makko ɗen, belajo'o, on njetta [Mo].
ალლაჰი არ მოგთხოვთ პასუხს [არ დაგსჯით] თქვენს ფიცებში წარმოთქმული უაზრო სიტყვებისთვის [ფიცისთვის, რომელიც უნებლიეთ ითქვა], მაგრამ მოგთხოვთ პასუხს იმაზე, რაც თქვენ ფიცით განზრახ დაამტკიცეთ. მისი [ფიცის შეუსრულებლობის] გამოსასყიდი არის: ათი ღარიბის გამოკვება იმ საშუალო საკვებით, რითაც თქვენ თქვენს ოჯახებს კვებავთ, ან მათი შემოსვა, ან მონის გათავისუფლება. ხოლო ვინც ვერ შეძლებს [ამ სამიდან რომელიმეს შესრულებას], მან უნდა იმარხოს სამი დღე. ეს არის თქვენი ფიცების გამოსასყიდი, რომლითაც თქვენ დაიფიცეთ. და დაიცავით თქვენი ფიცები. ასე განგიმარტავთ ალლაჰი თავის ნიშნებს, რათა მადლიერნი იყოთ.
Allah wird euch nicht für etwas Unbedachtes in euren Eiden belangen. Jedoch wird Er euch für das belangen, was ihr mit euren Eiden fest abmacht (und dann nicht einhaltet). Die Sühne dafür besteht (entweder) in der Speisung von zehn Bedürftigen in dem Maß, wie ihr eure Angehörigen im Durchschnitt speist, oder ihrer Bekleidung oder der Befreiung eines Sklaven. Wer nun keine (Möglichkeit) findet, (der hat) drei Tage (zu) fasten. Dies ist die Sühne für eure Eide, wenn ihr schwört. Und bewahrt eure Eide. Auf diese Weise macht Allah euch Seine Zeichen klar, sodass ihr dankbar sein möget!
Ο Αλλάχ δε θα σας τιμωρήσει για όσα είναι ακούσια στους όρκους σας, αλλά θα σας τιμωρήσει για τους σκόπιμους όρκους σας (που δεν τους εκπληρώσατε)• των οποίων η εξιλέωση είναι το τάισμα δέκα ενδεών, από το μέσο φαγητό που ταΐζετε τις δικές σας οικογένειες• ή το ντύσιμό τους• ή η απελευθέρωση ενός δούλου (ή αιχμαλώτου). Αλλά όποιος δεν βρίσκει (τα μέσα να εκτελέσει κάτι απ' αυτά), τότε ας νηστέψει για τρεις μέρες. Αυτή είναι η εξιλέωση των όρκων σας όταν ορκίζεστε (και δεν τους εκπληρώνετε). Διαφυλάξτε τους όρκους σας (από το να ορκίζεστε ψευδώς και από το να ορκίζεστε συχνά στο Όνομα του Αλλάχ). Έτσι ο Αλλάχ σάς διευκρινίζει τα Εδάφιά Του, μήπως και γίνετε ευγνώμονες.
अल्लाह तुम्हें तुम्हारी व्यर्थ क़समों[57] पर नहीं पकड़ता, परंतु तुम्हें उसपर पकड़ता है जो तुमने पक्के इरादे से क़समें खाई हैं। तो उसका प्रायश्चित[58] दस निर्धनों को भोजन कराना है, औसत दर्जे का, जो तुम अपने घर वालों को खिलाते हो, अथवा उन्हें कपड़े पहनाना, अथवा एक दास मुक्त करना। फिर जो न पाए, तो तीन दिन के रोज़े रखना है। यह तुम्हारी क़समों का प्रायश्चित है, जब तुम क़सम खा लो तथा अपनी क़समों की रक्षा करो। इसी प्रकार अल्लाह तुम्हारे लिए अपनी आयतें (आदेश) खोलकर बयान करता है, ताकि तुम आभार व्यक्त करो।
Allāh non vi persegue per le lievi mancanze nei giuramenti, ma vi persegue se mancate ai giuramenti fatti in modo completo: l’espiazione in questo caso è nutrire dieci bisognosi con la media di ciò che voi date ai familiari, o vestirli, o liberare uno schiavo; per chi non ne dispone, è prescritto digiunare tre giorni per espiare un falso giuramento pronunciato. E mantenete i vostri giuramenti. Così Allāh vi mostra i Suoi precetti, perché possiate esserGli grati.
89. Allahas nebaus jūsų dėl to, kas yra netyčia jūsų priesaikose, tačiau Jis baus jus už jūsų sąmoningas priesaikas. Išpirkai už tai pamaitinkite dešimt Masakin (vargingųjų) tokiu kiekiu kokiu vidutiniškai maitinate savo pačių šeimas, arba aprenkite juos arba išlaisvinkite vergą. Tačiau kas neišgali (to), tada jis turėtų pasninkauti tris dienas. Tai išpirka už priesaikas, kai jūs prisiekėte. Ir saugokite savo priesaikas (t. y. neprisiekinėkite dažnai) [16]. Taip Allahas išaiškina jums Savo Ajat (įrodymus, įkalčius, eilutes, pamokas, ženklus, apreiškimus ir t. t.), kad jūs būtumėte dėkingi.

Namni hin argatin, guyyaa sadi soomuu qaba. kuni adabbii kakuulee keessaniiti yogguu kakattan. Kakuulee keessan tiksaa. Rabbiin akka kanatti keeyyattoota Isaa isiniif ibsa akka isin galateeffattaniif jecha.[36]
Аллах не взыщет с вас за неумышленные клятвы, но взыщет с вас за то, что вы скрепили клятвы [осознанно]. А искуплением этого является накормить десять бедняков из того среднего, чем вы кормите свои семьи, или одеть их, или освободить раба. Кто же не найдёт [такой возможности], то [пусть соблюдает] пост в течение трёх дней. Это — искупление ваших клятв, если вы поклялись. Берегите же свои клятвы! Так Аллах разъясняет вам Свои знамения, — быть может, вы будете благодарны.
Аллах неће да вас казни ако се ненамерно закунете, али ће да вас казни ако се намерно закунете. Откуп за прекршену заклетву је: да десет сиромаха нахраните уобичајеном храном којом храните своју децу, или да их обучете, или да ослободите роба ропства. А онај ко не буде могао - нека пости три дана. Тако се откупљујте за своје заклетве када се закунете; и о заклетвама својим брините се! Ето, тако вам Аллах објашњава Своје прописе, да бисте били захвални.
Mwenyezi Mungu hawachukulii dhambi kwa viapo vyenu vya upuuzi, lakini atawachukulia dhambi kwa mnavyoapa kweli kweli kwa makusudio. Basi kafara yake ni kuwalisha masikini kumi kwa chakula cha wastani mnachowalisha ahali zenu, au kuwavisha, au kumkomboa mtumwa. Na asiyepata, basi na afunge siku tatu. Hii ndiyo kafara ya viapo vyenu mnapoapa. Na hifadhini viapo vyenu. Namna hivyo ndivyo Mwenyezi Mungu anawabainishia Aya zake ili mpate kushukuru.
Gud håller er inte ansvariga för tanklösa eder, men han håller er ansvariga för de eder som ni medvetet binder er vid. Soningen är att ge tio behövande mat av samma slag som ni ger er egen familj, eller att ge dem kläder, eller att frige en slav. Den som inte har möjlighet till detta ska fasta i tre dagar. Detta är soningen för de eder ni svurit när ni bryter dem. Håll fast vid era eder! Så klargör Gud sina bestämmelser för er, för att ni ska visa tacksamhet.
Allah, boş bulunarak ettiğiniz yeminlerlen sizi sorumlu tutmaz. Bilip, kasıtlı olarak yaptığınız yeminlerden dolayı sorumlu tutar. Bu durumda yeminin keffareti, ailenize yedirdiğinizin orta hâllisinden on yoksulu doyurmak yahut onları giydirmek ya da bir köle azat etmektir. Kim (bu imkânı) bulamazsa, onun keffareti üç gün oruç tutmaktır. İşte yemin ettiğiniz vakit yeminlerinizin keffareti budur. Yeminlerinizi tutun. Şükredesiniz diye Allah, ayetlerini işte böyle açıklıyor.
اللہ تعالیٰ تمہاری قسموں میں لغو قسم پر تم سے مؤاخذہ نہیں فرماتا لیکن مؤاخذہ اس پر فرماتا ہے کہ تم جن قسموں کو مضبوط کردو[1] ۔ اس کا کفاره دس محتاجوں کو کھانا دینا ہے اوسط درجے کا جو اپنے گھر والوں کو کھلاتے ہو[2] یا ان کو کپڑا دینا[3] یا ایک غلام یا لونڈی آزاد کرنا[4] ہے اور جس کو مقدور نہ ہو تو تین دن کے روزے ہیں[5] یہ تمہاری قسموں کا کفاره ہے جب کہ تم قسم کھا لو اور اپنی قسموں کا خیال رکھو! اسی طرح اللہ تعالیٰ تمہارے واسطے اپنے احکام بیان فرماتا ہے تاکہ تم شکر کرو۔

DIN 31635yā ʾayyuhā llaḏīna ʾāmanū lā tuḥarrimū ṭayyibāti mā ʾaḥalla llāhu lakum walā taʿtadū ʾinna llāha lā yuḥibbu l-muʿtadīna
O you who believe! Do not prohibit the good things God has permitted for you, and do not commit aggression. God does not love the aggressors.
O ye who believe! Forbid not the good things which Allah hath made lawful for you, and transgress not, Lo! Allah loveth not transgressors
O ye who believe! forbid not the good things which God has made lawful for you, nor transgress; verily, God loves not the transgressors
O ye who believe! interdict not the healthful viands which God hath allowed you; go not beyond this limit. God loveth not those who outstep it
O ye who believe! make not unlawful the good things which God has made lawful for you, and do not transgress. Surely God loves not the transgressors
وَكُلُوا۟ مِمَّا رَزَقَكُمُ ٱللَّهُ حَلَٰلًا طَيِّبًا وَٱتَّقُوا۟ ٱللَّهَ ٱلَّذِىٓ أَنتُم بِهِۦ مُؤْمِنُونَ

O you who believe! Intoxicants, gambling, idolatry, and divination are abominations of Satan's doing. Avoid them, so that you may prosper.
O ye who believe! Strong drink and games of chance and idols and divining arrows are only an infamy of Satan's handiwork. Leave it aside in order that ye may succeed
O ye who believe! verily, wine, and el maisar, and statues, and divining (arrows) are only an abomination of Satan's work; avoid them then that haply ye may prosper
O believers! surely wine and games of chance, and statues, and the divining arrows, are an abomination of Satan's work! Avoid them, that ye may prosper
O ye who believe! wine and the game of chance and idols and divining arrows are only the abomination of Satan's handiwork. So shun each one of them that you may prosper

Satan wants to provoke strife and hatred among you through intoxicants and gambling, and to prevent you from the remembrance of God, and from prayer. Will you not desist?
Satan seeketh only to cast among you enmity and hatred by means of strong drink and games of chance, and to turn you from remembrance of Allah and from (His) worship. Will ye then have done
Satan only desires to place enmity and hatred between you by wine and maisar, and to turn you from the remembrance of God and from prayer; but will ye not desist
Only would Satan sow hatred and strife among you, by wine and games of chance, and turn you aside from the remembrance of God, and from prayer: will ye not, therefore, abstain from them

This study consults no , no , no occasion of revelation and no biography, because none is yet available in an edition whose usage rights can be verified. Itani 2012, the fifth translation shown with these verses, was not consulted for this study.
How this set was arrived at. The verse set was chosen by the Editor before the study was written, and is NOT a search result. No word search was run, because on this question a word search would have found the wrong verses or missed the point of the passage. Every verse in that set was read in full before use and checked against the claim made for it; a verse whose text did not carry that claim was left out rather than forced.
Verses carried by more than one study. Some passages here also serve another study. Each carries its own reason in each place, and the reason states where else it appears.
