The instruction is real, and it is addressed to a named group of people the verse itself distinguishes from women in general.
33:33 does say: and stay in your houses. Nobody should pretend otherwise. But it is the middle verse of a three-verse address that opens, one verse earlier, with O WIVES OF THE PROPHET - and then, before any instruction is given at all, says YE ARE NOT LIKE ANY OTHER WOMEN. The passage begins by ruling out the generalisation the question asks about.
The rest of the address fits that frame. Do not be soft of speech, but speak customarily. Do not display yourselves as in the former time. Keep up prayer, pay the poor-due, obey God and His messenger. And 33:34: bear in mind what is recited in YOUR HOUSES of the revelations of God and wisdom - a household that was, on the text's own account, the place where revelation was being received and repeated.
So the honest answer is: the Qur'an tells the Prophet's wives to stay in their houses, in a passage that expressly says they are in a different position from other women. It does not contain a general command that women remain at home.
What it does contain elsewhere, and what this study does not reach, is a good deal of ordinary life going on outside a house - women trading, working, travelling, disputing with the Prophet, and pledging allegiance. A woman's right to own and to earn is taken up by the study What does the Qur'an say about a woman's right to own and to earn?; women working and holding office are not answered here. This study makes the narrower point, which is the one the question asks.
Whether 33:33 was later extended by scholars to women generally is a question about the history of interpretation, and no has cleared the rights audit.

Ω, σύζυγοι του Προφήτη! Δεν είστε σαν οποιαδήποτε άλλη γυναίκα, αν φυλαχθείτε από την τιμωρία του Αλλάχ (τηρώντας τις εντολές Του). Μη μιλάτε λοιπόν με σιγανή φωνή, μήπως και κάποιος με ασθένεια (δηλ. λαγνεία ή υποκρισία) στην καρδιά του, επιθυμήσει. Και πείτε καλά λόγια.

დარჩით თქვენს სახლებში [მიზეზის გარეშე ნუ გახვალთ] და ნუ გამოაჩენთ თქვენს თავს, როგორც გამოაჩენდნენ [ქალები] პირველ უმეცრებაში [ისლამამდე, როდესაც ქალები აჩენდნენ თავიანთ სილამაზესა და მორთულობას]. და აღასრულეთ ლოცვა წესისამებრ, გაიღეთ ზაქათი [სავალდებულო მოწყალება] და დაემორჩილეთ ალლაჰს და მის მოციქულს. ჭეშმარიტად, ალლაჰს სურს მხოლოდ ის, რომ თქვენგან, სახლის მცხოვრებნო (ო, მოციქულის ოჯახო), განაშოროს სიბინძურე და სრულად განგწმინდოთ.
Und haltet euch (überwiegend) in euren Häusern auf; und stellt euch nicht zur Schau wie in der Zeit der früheren Unwissenheit (arab. „Jahiliyyah“). Und verrichtet das Gebet und entrichtet die Pflichtabgabe und gehorcht Allah und Seinem Gesandten. Wahrlich, Allah will ja nur die (moralische) Unreinheit von euch entfernen, ihr Angehörigen des Hauses, und euch völlig rein machen.
Καθήστε (με αξιοπρέπεια και ηρεμία) στα σπίτια σας και (όταν βγείτε) μη στολίζεστε όπως (έκαναν οι γυναίκες) στην εποχή της πρώτης άγνοιας (προ-ισλαμική εποχή). Τελέστε την προσευχή και δώστε τη Ζακά (ετήσια υποχρεωτική ελεημοσύνη) και υπακούστε τον Αλλάχ και τον Αγγελιαφόρο Του. Ο Αλλάχ θέλει (με ό,τι σας διέταξε) να κρατήσει το κακό μακριά σας, ω, μέλη της οικογένειας (του Προφήτη), και να σας εξαγνίσει πλήρως.
और अपने घरों में ठहरी रहो, और विगत अज्ञानता के युग की तरह श्रृंगार का प्रदर्शन न करो, तथा नमाज़ क़ायम करो, ज़कात दो तथा अल्लाह और उसके रसूल की आज्ञा का पालन करो। ऐ नबी की घर वालियो! अल्लाह चाहता है कि तुमसे मलिनता को दूर कर दे और तुम्हें पूर्ण रूप से पवित्र कर दे।
E statevene in casa e non mostrate le vostre grazie, come al tempo del passato oscuro, e praticate la preghiera con devozione e osservate la Zekēt e obbedite ad Allāh e al Suo Messaggero: in verità Allāh vuole allontanare da voi l’impurità, o parenti del Profeta, e purificarvi completamente.
33. Ir likite savo namuose, ir nesirodykite kaip tais neišmanymo laikais, ir atlikite As-Salat (Ikamat as-Salat), ir duokite Zakat ir pakluskite Allahui ir Jo Pasiuntiniui. Allahas nori tik panaikinti Ar-Ridžs (blogus darbus ir nuodėmes) nuo jūsų, (Pranašo ﷺ) šeimos nariai, ir ištyrinti jus visišku ištyrinimu.
Manneen keessan keessa taa’aa; akka mul’ifannaa bara wallaalaa duriitti miidhagina keessan hin mul’isinaa; salaata sirnaan dhaabaa; zakaas kennaa; Rabbiifi ergamaa Isaatiifis ajajamaa,Yaa maatii nabiyyichaa! Wanti Rabbiin fedhu xurii isin irraa deemsisee qulqulleessiinsa isin qulqulleessuu dha. [7]
Пребывайте в своих домах и не выставляйте себя напоказ, как это было во [времена] прежнего невежества. Выстаивайте молитву, выплачивайте закят и повинуйтесь Аллаху и Его Посланнику. Воистину, Аллах лишь желает удалить от вас скверну, о семейство [Пророческого] дома, и очистить вас полностью.
У својим кућама боравите и своју лепоту, као што је било у прво паганско доба, не показујте, и обављајте молитву и дајте милостињу, и покоравајте се Аллаху и Његовом Посланику! Аллах жели да од вас, о Посланикова породицо, отклони грехе, и да вас потпуно очисти.
Na kaeni majumbani kwenu, wala msijishauwe kwa majishauwo ya kijahilia ya kizamani. Na shikeni Swala, na toeni Zaka, na mtiini Mwenyezi Mungu na Mtume wake. Hakika Mwenyezi Mungu anataka kuwaondoleeni uchafu, enyi Watu wa Nyumba ya Mtume, na kukusafisheni sawasawa.
Bli kvar i era hus och visa inte upp er så som man gjorde under den förislamiska tiden. Förrätta bönen och skänk den obligatoriska allmosan och lyd Gud och hans sändebud. Gud vill ta bort allt osedligt från er – ni som hör till [profetens] hushåll – och rena er fullkomligt.
Evlerinizde oturun, eski cahiliye âdetinde olduğu gibi açılıp saçılmayın. Namazı dosdoğru kılın, zekâtı verin, Allah'a ve Rasûlüne itaat edin. Ey ehli beyt (Ev halkı)! Allah sizden, sadece günahı gidermek ve sizi tertemiz yapmak istiyor.

O ye wives of the Prophet! Ye are not like any other women. If ye keep your duty (to Allah), then be not soft of speech, lest he in whose heart is a disease aspire (to you), but utter customary speech
O ye women of the prophet! ye are not like any other women; if ye fear God then be not too complaisant in speech, or he in whose heart is sickness will lust after you; but speak a reasonable speech
O wives of the Prophet! ye are not as other women. If ye fear God, be not too complaisant of speech, lest the man of unhealthy heart should lust after you, but speak with discreet speech
O wives of the prophet, ye are not as other women: If ye fear God, be not too complaisant in speech, lest he should covet, in whose heart is a disease of incontinence; but speak the speech which is convenient

আর তোমাদের ঘরে আল্লাহর যে, আয়াতসমূহ ও হিকমত (১৭)পঠিত হয়, তা তোমরা স্মরণ রেখো। নিশ্চয় আল্লাহ অতি সূক্ষ্মদর্শী, সম্যক অবহিত। (১৭) এখানে হিকমত বলতে রাসূলের সুন্নাহকে বুঝানো হয়েছে।

და გაიხსენეთ ის, რაც იკითხება თქვენს სახლებში ალლაჰის ნიშნებიდან [ყურანის აიათებიდან] და სიბრძნისგან [მოციქულის ნათქვამებიდან] (და იმოქმედეთ მათ მიხედვით). ჭეშმარიტად, ალლაჰი არის კეთილი, ყოვლისმცოდნე.
Und gedenkt dessen, was in euren Häusern von den Zeichen Allahs und von der Weisheit (des Propheten) verlesen wird. Wahrlich, Allah ist feinfühlig und allkundig.
Και θυμηθείτε (αναφέρετε και τηρήστε) ό,τι απαγγέλλεται στα σπίτια σας από τα Εδάφια του Αλλάχ και τη σοφία (τη Σούννα του Προφήτη). Πράγματι, ο Αλλάχ είναι Λατείφ (Ευγενής προς τους δούλους Του) και Χαμπείρ (Αυτός που γνωρίζει πλήρως τα πάντα).
तथा तुम्हारे घरों में जो अल्लाह की आयतें और हिकमत[21] पढ़ी जाती हैं, उन्हें याद रखो। निःसंदेह अल्लाह सूक्ष्मदर्शी, हर चीज़ की खबर रखनेवाला है।

34. Ir atminkite (Pranašo šeimos nariai, savo Viešpaties Malones) tai, kas recituojama jūsų namuose iš Allaho eilučių ir Al-Hikma (t. y. Pranašo sunnos – teisinių tradicijų, taigi dėkokite Allahui ir garbinkite Jo Šloves už šį Koraną ir sunną). Iš tiesų, Allahas yra Paslaugiausias, Gerai informuotas apie visus dalykus.

Na kumbukeni yasomwayo majumbani mwenu katika Aya za Mwenyezi Mungu na hekima. Kwa hakika Mwenyezi Mungu ni Mjuzi wa mambo ya siri, na Mwenye habari.

And stay in your houses. Bedizen not yourselves with the bedizenment of the Time of Ignorance. Be regular in prayer, and pay the poor-due, and obey Allah and His messenger. Allah's wish is but to remove uncleanness far from you, O Folk of the Household, and cleanse you with a thorough cleansing
And stay still in your houses and show not yourselves with the ostentation of the ignorance of yore; and be steadfast in prayer, and give alms, and obey God and His Apostle;- God only wishes to take away from you the horror as people of His House and to purify you thoroughly
And abide still in your houses, and go not in public decked as in the days of your former ignorance, but observe prayer, and pay the impost, and obey God and the Apostle: for God only desireth to put away filthiness from you as his household, and with cleansing to cleanse you
And sit still in your houses; and set not out your selves with the ostentation of the former time of ignorance: And observe the appointed times of prayer, and give alms; and obey God, and his apostle; for God desireth only to remove from you the abomination of vanity, since ye are the houshould of the prophet, and to purify you by a perfect purification
33:34 — the verse above
إِنَّ ٱلْمُسْلِمِينَ وَٱلْمُسْلِمَٰتِ وَٱلْمُؤْمِنِينَ وَٱلْمُؤْمِنَٰتِ وَٱلْقَٰنِتِينَ وَٱلْقَٰنِتَٰتِ وَٱلصَّٰدِقِينَ وَٱلصَّٰدِقَٰتِ وَٱلصَّٰبِرِينَ وَٱلصَّٰبِرَٰتِ وَٱلْخَٰشِعِينَ وَٱلْخَٰشِعَٰتِ وَٱلْمُتَصَدِّقِينَ وَٱلْمُتَصَدِّقَٰتِ وَٱلصَّٰٓئِمِينَ وَٱلصَّٰٓئِمَٰتِ وَٱلْحَٰفِظِينَ فُرُوجَهُمْ وَٱلْحَٰفِظَٰتِ وَٱلذَّٰكِرِينَ ٱللَّهَ كَثِيرًا وَٱلذَّٰكِرَٰتِ أَعَدَّ ٱللَّهُ لَهُم مَّغْفِرَةً وَأَجْرًا عَظِيمًا
Easy-read (simplified)inna l-muslimeena wal-muslimaati wal-mu'mineena wal-mu'minaati wal-qaaniteena wal-qaanitaati was-saadiqeena was-saadiqaati was-saabireena was-saabiraati wal-khaashi'eena wal-khaashi'aati wal-mutasaddiqeena wal-mutasaddiqaati was-saa'imeena was-saa'imaati wal-haafizeena furoojahum wal-haafizaati wadh-dhaakireena llaaha katheeran wadh-dhaakiraati a'adda llaahu lahum maghfiratan wa'ajran 'azeemaa

Muslim men and Muslim women, believing men and believing women, obedient men and obedient women, truthful men and truthful women, patient men and patient women, humble men and humble women, charitable men and charitable women, fasting men and fasting women, men who guard their chastity and women who guard, men who remember God frequently and women who remember-God has prepared for them a pardon, and an immense reward.
Lo! men who surrender unto Allah, and women who surrender, and men who believe and women who believe, and men who obey and women who obey, and men who speak the truth and women who speak the truth, and men who persevere (in righteousness) and women who persevere, and men who are humble and women who are humble, and men who give alms and women who give alms, and men who fast and women who fast, and men who guard their modesty and women who guard (their modesty), and men who remember Allah much and women who remember - Allah hath prepared for them forgiveness and a vast reward
Verily, men resigned and women resigned, and believing men and believing women, and devout men and devout women, and truthful men and truthful women, and patient men and patient women, and humble men and humble women, and almsgiving men and almsgiving women, and fasting men and fasting women, and men who guard their private parts and women who guard their private parts, and men who remember God much, and women who remember Him,- God has prepared for them forgiveness and a mighty hire
Truly the men who resign themselves to God (Muslims), and the women who resign themselves, and the believing men and the believing women, and the devout men and the devout women, and the men of truth, and the women of truth, and the patient men and the patient women, and the humble men and the humble women, and the men who give alms and the women who give alms, and the men who fast and the women who fast, and the chaste men and the chaste women, and the men and the women who oft remember God: for them hath God prepared forgiveness and a rich recompense
Verily the Moslems of either sex, and the true believers of either sex, and the devout men, and the devout women, and the men of veracity, and the women of veracity, and the patient men, and the patient women, and the humble men and the humble women, and the alms-givers of either sex, and the men who fast, and the women who fast, and the chaste men, and the chaste women, and those of either sex who remember God frequently; for them hath God prepared forgiveness, and a great reward
وَمَا كَانَ لِمُؤْمِنٍ وَلَا مُؤْمِنَةٍ إِذَا قَضَى ٱللَّهُ وَرَسُولُهُۥٓ أَمْرًا أَن يَكُونَ لَهُمُ ٱلْخِيَرَةُ مِنْ أَمْرِهِمْ وَمَن يَعْصِ ٱللَّهَ وَرَسُولَهُۥ فَقَدْ ضَلَّ ضَلَٰلًا مُّبِينًا

It is not for any believer, man or woman, when God and His Messenger have decided a matter, to have liberty of choice in their decision. Whoever disobeys God and His Messenger has gone far astray.
And it becometh not a believing man or a believing woman, when Allah and His messenger have decided an affair (for them), that they should (after that) claim any say in their affair; and whoso is rebellious to Allah and His messenger, he verily goeth astray in error manifest
It is not for a believing man or for a believing woman, when God and His Apostle have decided an affair, to have the choice in that affair; and whoso rebels against God and His Apostle has erred with an obvious error
And it is not for a believer, man or woman, to have any choice in their affairs, when God and His Apostle have decreed a matter: and whoever disobeyeth God and His Apostle, erreth with palpable error
It is not fit for a true believer of either sex, when God and his apostle have decreed a thing, that they should have the liberty of choosing a different matter of their own: And whoever is disobedient unto God and his apostle, surely erreth with a manifest error
