The distinction is real and the text supports it, but not by using two words cleanly - and a reader should be told that up front.
What the verses show is two DIFFERENT SHAPES of giving.
One is fixed. 9:60 names eight categories of recipient, closes the list with the word only, and calls the whole thing a duty imposed by God. It is administered - 9:103 tells the Prophet to take it. It is a mark of membership - 9:11, rendered by the companion study on how much is required rather than here, pairs it with prayer as what makes someone a brother in religion. That is a tax-shaped obligation: fixed recipients, an authority to collect, and a stated status.
The other is open. 2:271 says if you give openly it is well, but if you conceal it and give to the poor it is BETTER for you - a rule with a better and worse way of performing it, which the first kind does not have. 2:274 praises those who spend by night and day, secretly and openly, and names no recipients and no amount at all.
You cannot get the distinction from vocabulary alone. The word rendered alms or charity in these verses comes from one root and covers both, and 9:60 - the classic verse for the obligatory kind - uses it. The distinction is in what the verses DO with the giving: whether they close the list of recipients and call it a duty, or leave it open and talk about the manner and the reward.
The formal separation - zakat as a defined obligation with a rate and a threshold, sadaqa as everything voluntary beyond it - is the settled position of the law, and it is a fair reading of these verses. But the sharp terminology is the jurists', worked out on top of the text. This platform holds no work of fiqh, so we can show the shapes the verses make and not the system built from them.

In verità l’elemosina (Sadeqàt الصَّدَقَاتِ) è solo per i poveri, i bisognosi, per chi la amministra, per quelli di cui bisogna conquistare i cuori, per liberare gli schiavi e aiutare gli indebitati, e per la causa di Allāh ، e per i viandanti. 60. Hakika sadaka ni za mafakiri tu, na masikini, na wanaozitumikia, na wa kutiwa nguvu nyoyo zao, na katika kukomboa watumwa, na waliogharamika, na katika Njia ya Mwenyezi Mungu, na wasafiri. Huu ni waajibu uliofaridhiwa na Mwenyezi Mungu. Na Mwenyezi Mungu ni Mwenye kujua vyema, Mwenye hekima.

And of them are some who are by the ears with the prophet, and say, 'He is all ear.' Say, 'An ear of good for you!' he believes in God, and believes in those who do believe, and is a mercy unto such of you as believe; but those who are by the ears with the Apostle of God, for them is grievous woe
There are some of them who injure the Prophet and say, "He is all ear." Say: An ear of good to you! He believeth in God, and believeth the believers: and is a mercy to such of you as believe: But they who injure the Apostle of God, shall suffer a dolorous chastisement

თუ ღიად გასცემთ მოწყალებას — ეს მშვენიერია; ხოლო თუ დამალავთ მას (მაგალითად, როცა ღარიბებს აძლევთ), ეს თქვენთვის უკეთესია. თქვენთვის ხდება თქვენი ცუდი საქმეების გამოსყიდვა. და ალლაჰმა უწყის ყველაფერი, რასაც აკეთებთ.
Wenn ihr die Almosen offen zeigt, so ist es trefflich. Wenn ihr sie aber verbergt und den Armen gebt, so ist es besser für euch, und Er (also Allah) wird euch etwas von euren schlechten Taten tilgen. Und Allah ist dessen, was ihr tut, kundig.
Εάν φανερώνετε τις ελεημοσύνες, είναι (οι ελεημοσύνες) το καλύτερο πράγμα (εφόσον είναι για χάρη του Αλλάχ), και αν τις αποκρύπτετε και τις δίνετε (κρυφά) στους φτωχούς, είναι καλύτερο γι' εσάς (από το να τις φανερώνετε), και (ο Αλλάχ) θα σβήσει για σας από τις αμαρτίες σας. Και ο Αλλάχ για ό,τι κάνετε έχει απεριόριστη γνώση.
यदि तुम खुले तौर पर दान करो, तो यह अच्छी बात है और यदि उन्हें छिपाओ और उन्हें ग़रीबों को दे दो, तो यह तुम्हारे लिए ज़्यादा अच्छा[180] है। और यह तुमसे तुम्हारे कुछ पापों को दूर कर देगा तथा अल्लाह उससे जो तुम कर रहे हो, पूरी तरह अवगत है।
Se mostrate Al-Sadeqāt[26] è un bene, ma se la date in segreto ai bisognosi ﴾elargizione volontaria﴿, sarà meglio per voi, e cancellerà parte dei vostri peccati. E Allāh è a conoscenza di ciò che fate.
271. Jei jūs paskelbsite apie savo Sadakat (išmaldų davimą), - tai bus gerai. Tačiau jei jūs nuslėpsite tai ir duosite ją vargingiesiems, - tai geriau jums. (Allahas) atleis jums kai kurias iš jūsų nuodėmių. Ir Allahas yra Geriausiai Žinantis apie tai, ką jūs darote.
Sadaqaa yoo mul’iftanii (kennattan) isheen waa tolte; yoo ishee dhoksitanii hiyyeeyyiif kennitan isatu isiniif caala. diliiwwan keessanirraa isinirraa harcaasa. Rabbiin waan isin dalagdan keessa beekaadha.
Если вы открыто делаете пожертвования, то это прекрасно, а если вы скрываете это и отдаёте их бедным, то это лучше для вас. И Он искупит вам часть ваших прегрешений. Аллах — сведущий о том, что вы совершаете.
Ако јавно дајете милостињу то је лепо, али је за вас боље ако то прикријете и дате сиромасима, и Он ће да покрије нека ваша лоша дела. А Аллах добро зна оно што ви радите.
Mkizidhihirisha sadaka, basi hilo ni vizuri. Na mkizificha na mkawapa mafakiri kwa siri, basi hilo ni heri kwenu, na yatawaondolea katika maovu yenu. Na Mwenyezi Mungu ana habari ya mnayoyatenda.
Om ni skänker öppet är det förträffligt, men om ni döljer det och ger till de fattiga är det bättre för er. Han kommer då att ta bort en del av era synder. Gud är fullt medveten om vad ni gör.
Eğer sadakaları açık olarak verirseniz o, ne güzeldir. Şayet onu gizleyip de fakirlere verirseniz, o da sizin için (daha) hayırlıdır. (Allah bununla) günahlarınızı örtüp, bağışlar. Allah, yaptıklarınızdan tamamıyla haberdardır.
اگر تم صدقے خیرات کو ﻇاہر کرو تو وه بھی اچھا ہے اور اگر تم اسے پوشیده پوشیده مسکینوں کو دے دو تو یہ تمہارے حق میں بہتر ہے[1] ، اللہ تعالیٰ تمہارے گناہوں کو مٹا دے گا اور اللہ تعالیٰ تمہارے تمام اعمال کی خبر رکھنے واﻻ ہے،

It is for the poor; those who are restrained in the way of God, and unable to travel in the land. The unaware would think them rich, due to their dignity. You will recognize them by their features. They do not ask from people insistently. Whatever charity you give, God is aware of it.
(Alms are) for the poor who are straitened for the cause of Allah, who cannot travel in the land (for trade). The unthinking man accounteth them wealthy because of their restraint. Thou shalt know them by their mark: They do not beg of men with importunity. And whatsoever good thing ye spend, lo! Allah knoweth it
unto the poor who are straitened in God's way, and cannot knock about in the earth. The ignorant think them to be rich because of their modesty; you will know them by their mark, they do not beg from men importunately; but what ye spend of good God knows
There are among you the poor, who being shut up to fighting for the cause of God, have it not in their power to strike out into the earth for riches. Those who know them not, think them rich because of their modesty. By this their token thou shalt know them - they ask not of men with importunity: and of whatever good thing ye shall give them in alms, of a truth God will take knowledge
unto the poor who are wholly employed in fighting for the religion of God, and cannot go to and fro in the earth; whom the ignorant man thinketh rich, because of their modesty: Thou shalt know them by this mark, they ask not men with importunity; and what good ye shall give in alms, verily God knoweth it

ისინი, ვინც თავიანთ ქონებას ხარჯავენ ღამით და დღისით, ფარულად და აშკარად — მათთვის არის მათი ჯილდო მათი უფლისგან. არ იქნება მათზე შიში, და არც დამწუხრდებიან.
Diejenigen, die ihren Besitz bei Nacht und Tag, geheim oder offen, ausgeben, haben ihren Lohn bei ihrem Herrn, und keine Furcht soll sie überkommen, noch werden sie traurig sein.
Αυτοί που ξοδεύουν από την περιουσία τους (για χάρη του Αλλάχ) μέρα και νύχτα, κρυφά και φανερά, θα λάβουν την αμοιβή τους από τον Κύριό τους, και γι' αυτούς δεν υπάρχει φόβος (για την τιμωρία του Αλλάχ την Ημέρα της Κρίσεως), ούτε θα λυπηθούν (για οτιδήποτε παραμέλησαν από τις εγκόσμιες απολαύσεις).
जो लोग अपने धन रात और दिन, छिपे और खुले खर्च करते हैं, तो उनके लिए उनका प्रतिफल उनके पालनहार के पास है और उन्हें न कोई डर है और न वे शोकाकुल होंगे।
Quelli che donano il loro denaro di notte e di giorno, in segreto o apertamente, avranno una ricompensa dal loro Dio, e non avranno da temere né saranno tristi.
274. Tie, kurie leidžia savo turtą (vardan Allaho) dieną ir naktį, slaptai ir atvirai, jiems bus atlygis pas jų Viešpatį. Nebus jiems baimės, nei jie liūdės.
Warra qabeenyaalee isaanii halkaniifi guyyaa, dhoksaafi ifatti mul’isanii arjooman, isaaniif mindaan isaanii Gooftaa isaanii bira jira. Sodaan isaan irra hin jiru; isaan hin gaddan.
Те, которые расходуют своё имущество ночью и днём, тайно и открыто, — им их награда у их Господа, и не будет над ними страха, и они не опечалятся.
Онима који деле имовину своју ноћу и дању, тајно и јавно, припада награда код њиховог Господара. И за њих нема страха, нити ће они да се жалосте.
Wale wanaotoa mali zao usiku na mchana, kwa siri na dhahiri, wana ujira wao kwa Mola wao Mlezi; wala haitakuwa hofu juu yao, wala wao hawatahuzunika.
De som ger av vad de äger under natten och på dagen – både i hemlighet och öppet – ska få sin belöning av sin Herre. De kommer varken att känna fruktan eller tyngas av sorg.
Gece ve gündüz, gizli ve açık olarak mallarından verenler, işte onlar için Rableri katında mükâfatlar vardır! Onlara korku yoktur, mahzun da olmayacaklardır.
جو لوگ اپنے مالوں کو رات دن چھپے کھلے خرچ کرتے ہیں ان کے لئے ان کے رب تعالیٰ کے پاس اجر ہے اور نہ انہیں خوف ہے اور نہ غمگینی۔

It is for the poor; those who are restrained in the way of God, and unable to travel in the land. The unaware would think them rich, due to their dignity. You will recognize them by their features. They do not ask from people insistently. Whatever charity you give, God is aware of it.
(Alms are) for the poor who are straitened for the cause of Allah, who cannot travel in the land (for trade). The unthinking man accounteth them wealthy because of their restraint. Thou shalt know them by their mark: They do not beg of men with importunity. And whatsoever good thing ye spend, lo! Allah knoweth it

Those who swallow usury will not rise, except as someone driven mad by Satan's touch. That is because they say, "Commerce is like usury." But God has permitted commerce, and has forbidden usury. Whoever, on receiving advice from his Lord, refrains, may keep his past earnings, and his case rests with God. But whoever resumes-these are the dwellers of the Fire, wherein they will abide forever.

And among those around you of the wandering Arabs there are hypocrites, and among the townspeople of Al-Madinah (there are some who) persist in hypocrisy whom thou (O Muhammad) knowest not. We, We know them, and We shall chastise them twice; then they will be relegated to a painful doom
And of those who are round about you of the Arabs of the desert, some are hypocrites, and of the people of Medinah, some are stubborn in hypocrisy; thou dost not know them - we know them; we will torment them twice over; then shall they be sent off into mighty woe
And of the Arabs of the desert round about you, some are hypocrites: and of the people of Medina, some are stubborn in hypocrisy. Thou knowest them not, Muhammad: we know them: twice will we chastise them: then shall they be given over to a great chastisement
And of the Arabs of the desert who dwell round about you, there are hypocritical persons: And of the inhabitants of Medina there are some who are obstinate in hypocrisy. Thou knowest them not, O prophet, but We know them: We will surely punish them twice; afterwards shall they be sent to a grievous torment

And others have confessed their sins,- that they have mixed with a righteous action another evil action;- haply it may be God will turn again to them; verily, God is forgiving and merciful
Others have owned their faults, and with an action that is right they have mixed another that is wrong. God will haply be turned to them: for God is Forgiving, Merciful

Itani 2012, the fifth translation shown with these verses, was not consulted for this study.
How this set was arrived at. The verse set was chosen by the Editor before the study was written, and is NOT a search result. No word search was run, because on this question a word search would have found the wrong verses or missed the point of the passage. Every verse in that set was read in full before use and checked against the claim made for it; a verse whose text did not carry that claim was left out rather than forced.
