The Qur'an commands it constantly and never says how much.
The command is everywhere. 2:43 and 2:110 pair it with the prayer as a single expectation. 9:11 makes it, with prayer and repentance, the thing that makes someone your brother in religion - a mark of belonging, not an optional kindness. 9:103 tells the Prophet to TAKE it from their wealth, which is the language of collection rather than appeal.
And where the text does get specific, it gets very specific - about the RECIPIENTS. 9:60 lists eight categories and closes the list with a word that shuts it: the alms are ONLY for the poor, the needy, those employed to collect them, those whose hearts are to be reconciled, the freeing of captives, the debtors, the cause of God, and the wayfarer. That is the most detailed piece of fiscal instruction in the book.
So the text tells you it is obligatory, tells you who administers it, tells you exactly who receives it - and never states a rate.
The rate everybody knows is not in the Qur'an. Neither is the threshold of wealth below which nothing is owed, nor the period of possession, nor the separate schedules for different kinds of property. All of that comes from the Prophet's practice and the law built on it, which this platform cannot show you.
This platform cannot show it to you: no collection and no work of fiqh has cleared the rights audit here. So we say what the text has and name what it lacks.
It is worth noticing which half the text chose to fix. It left the rate to be established elsewhere, and it pinned down, in a closed list, WHO THE MONEY IS FOR.

And it offers no academic-historical reading: this study holds no such scholarship. Each of those is an absence with a named cause, not an omission.

Και να τελείτε την προσευχή (στις καθορισμένες ώρες τους) και να δίνετε τη Ζακά (ετήσια υποχρεωτική ελεημοσύνη), και ό,τι καλό κάνετε κατά την εγκόσμια ζωή σας (για να σας ωφελήσει κατά τη Μέλλουσα ζωή σας)– θα το βρείτε (δηλ. την ανταμοιβή του) με τον Αλλάχ. Στ’ αλήθεια, ο Αλλάχ βλέπει όλα όσα κάνετε.
तथा नमाज़ क़ायम करो और ज़कात दो और जो भी भलाई तुम अपने लिए आगे भेजोगे, उसे अल्लाह के पास पा लोगे। निःसंदेह अल्लाह जो कुछ तुम करते हो, उसे ख़ूब देखने वाला है।
110. Ir atlikite As-Salat (Ikamat-as-Salat), ir duokite Zakat, ir kad ir kokį gerą (Allaho mėgstamą darbą) jūs atliksite, rasite jį (t. y. atlygį) pas Allahą. Be abejonės, Allahas yra Matantis tai, ką jūs darote.
Salaata gadi dhaabaa; zakaa kennaa,Toltuu irraa waan lubbuulee teessaniif (dursitanii) dabarfattan (kamillee) Rabbiin biratti (guyyaa qiyaamaa) isa argattu. Dhugumatti, Rabbiin waan isin hojjattan akkaan argaadha.
Выстаивайте молитву и выплачивайте закят, и что бы вы ни приготовили для себя из благого, вы найдёте это у Аллаха. Воистину, Аллах — видящий то, что вы совершаете.

Na simamisheni Swala na toeni Zaka; na heri mtakazozitangulizia nafsi zenu, mtazikuta kwa Mwenyezi Mungu. Hakika Mwenyezi Mungu anayaona vyema mnayoyafanya.

Many of those unto whom the scriptures have been given, desire to render you again unbelievers, after ye have believed; out of envy from their souls, even after the truth is become manifest unto them; but forgive them, and avoid them, till God shall send his command; for God is omnipotent

Wenn sie aber bereuen, das Gebet verrichten und die Pflichtabgabe entrichten, dann sind sie eure Brüder in der Religion. Und Wir legen die Zeichen ausführlich dar für Leute, die Bescheid wissen.
Αν, όμως, στραφούν με μεταμέλεια προς τον Αλλάχ, τελούν την προσευχή και δίνουν τη Ζακά (ετήσια υποχρεωτική ελεημοσύνη), τότε είναι αδελφοί σας στη θρησκεία. Έτσι, διασαφηνίσουμε τα Εδάφια γι' εκείνους που γνωρίζουν (και θα τα αναλογιστούν).
अतः यदि वे तौबा कर लें और नमाज़ क़ायम करें और ज़कात दें, तो धर्म में तुम्हारे भाई हैं। और हम उन लोगों के लिए आयतें खोलकर बयान करते हैं, जो जानते हैं।
Se si pentono, e praticano la preghiera con devozione, e osservano la Zekēt ﴿وَأَقِيمُوا الصَّلَاة وَآتُوا الزَّكَاةَ﴾, loro sono vostri fratelli nella fede: Noi chiariamo i messaggi per il popolo sapiente.
11. Tačiau, jei jie atgailauja, atlieka As-Salat (Ikamat-as-Salat) ir duoda Zakat, tada jie yra jūsų broliai religijoje. (Tokiu būdu) Mes aiškiname Ajat (įrodymus, įkalčius, eilutes, pamokas, ženklus, apreiškimus ir t.t.) smulkiai žmonėms, kurie žino.

But if they break faith with you after their treaty, and taunt your religion, then fight the leaders of misbelief; verily, they have no faith, haply they may desist
But if, after alliance made, they break their oaths and revile your religion, then do battle with the ring-leaders of infidelity - for no oaths are binding with them that they may desist
But if they violate their oaths, after their league, and revile your religion, oppose the leaders of infidelity, -- for there is no trust in them, -- that they may desist from their treachery
أَلَا تُقَٰتِلُونَ قَوْمًا نَّكَثُوٓا۟ أَيْمَٰنَهُمْ وَهَمُّوا۟ بِإِخْرَاجِ ٱلرَّسُولِ وَهُم بَدَءُوكُمْ أَوَّلَ مَرَّةٍ أَتَخْشَوْنَهُمْ فَٱللَّهُ أَحَقُّ أَن تَخْشَوْهُ إِن كُنتُم مُّؤْمِنِينَ

Will you not fight a people who violated their oaths, and planned to exile the Messenger, and initiated hostilities against you? Do you fear them? It is God you should fear, if you are believers.
Will ye not fight a folk who broke their solemn pledges, and purposed to drive out the messenger and did attack you first? What! Fear ye them? Now Allah hath more right that ye should fear Him, if ye are believers
Will ye not fight a people who broke their oaths, and intended to expel the Apostle? They began with you at first, are ye afraid of them? God is more deserving that ye should fear Him! If ye be believers
What! will ye not fight against those Meccans who have broken their oaths and aimed to expel your Apostle, and attacked you first? Will ye dread them? God is more worthy of your fear, if ye are believers
Will ye not fight against people who have violated their oaths, and conspired to expel the apostle of God; and who of their own accord assaulted you the first time? Will ye fear them? But it is more just that ye should fear God, if ye are true believers

Lëmosha (zekati) është vetëm për të varfrit, për nevojtarët; për punonjësit e ngarkuar me këtë përgjegjësi, për ata që duhen përfituar zemrat e tyre (në Islam), për lirimin e robërve, për ata që kanë borxhe, për (luftë në) rrugën e Allahut dhe për udhëtarin e mbetur rrugës. Ky është caktim i detyrueshëm nga Allahu. Allahu është i Gjithëdijshëm dhe i Urtë.
নিশ্চয় সাদাকা (যাকাত) তো শুধু ফকীর(২৫), মিসকীন(২৬) ও যাকাত আদায়ের কাজে নিযুক্ত কর্মচারীদের জন্যে, যাদের অন্তর আকৃষ্ট করতে হয় তাদের জন্যে(২৭), দাসমুক্তিতে, ঋণ ভারাক্রান্তদের জন্যে, আল্লাহর পথে (মুজাহিদদেরকে তৈরি করার জন্যে) ও মুসাফিরদের(২৮) জন্যে। এটা আল্লাহর পক্ষ থেকেই নির্ধারিত বিধান। আর আল্লাহ সর্বজ্ঞ, প্রজ্ঞাময়।
Zekat pripada samo siromasima i nevoljnicima, i onima koji ga skupljaju, i onima čija srca treba pridobiti, i za otkup iz ropstva, i prezaduženima, i u svrhe na Allahovu putu, i putniku. Allah je odredio tako! – A Allah sve zna i mudar je.

უეჭველად, მოწყალებანი ღარიბთათვის და უპოვართათვის, და მისი შემგროვებლებისთვის, და მათთვის, ვისი გულებიც მიიზიდება ისლამისკენ[1], და მონების გასათავისუფლებლად, და მოვალეთათვის, და ალლაჰის გზაზე, და მგზავრთათვის. ეს ალლაჰის მიერ დადგენილი ვალდებულებაა. და ალლაჰი ყოვლისმცოდნე, ბრძენია.
Wahrlich, die (verpflichtenden) Almosen (also die Zakah) sind nur für die Armen und Bedürftigen und für die mit der Verwaltung (der Zakah) Beauftragten und für die, deren Herzen gewonnen werden sollen, und für die (Befreiung von) Sklaven und für die Schuldner, und auf dem Weg Allahs und für den Sohn des Weges; (dies ist) eine Vorschrift von Allah. Und Allah ist allwissend, allweise.
Στ’ αλήθεια, η ελεημοσύνη (η Ζακά -η ετήσια υποχρεωτική ελεημοσύνη-) είναι μόνο για: τους φτωχούς, τους ενδεείς, εκείνους που (τους στέλνει ο κυβερνήτης για να) τη συλλέξουν (τη Ζακά), τους μη-Μουσουλμάνους που οι καρδιές των οποίων κλίνουν προς το Ισλάμ, την απελευθέρωση των σκλάβων ή των αιχμαλώτων, όσους έχουν χρέη, την υποστήριξη (εκείνων που αγωνίζονται) στο δρόμο του Αλλάχ και τον οδοιπόρο (τον ταξιδιώτη που είναι αποκομμένος από όλα). Ένα καθήκον που επιβλήθηκε από τον Αλλάχ. Πράγματι, ο Αλλάχ είναι ‘Αλείμ (Παντογνώστης) και Χακείμ (Πάνσοφος).
ज़कात तो केवल फ़क़ीरों[24] और मिस्कीनों के लिए और उसपर नियुक्त कार्यकर्ताओं[25] के लिए तथा उनके लिए है जिनके दिलों को परचाना[26] अभीष्ट हो, और दास मुक्त करने में और क़र्ज़दारों एवं तावान भरने वालों में और अल्लाह के मार्ग में तथा यात्रियों के लिए है। यह अल्लाह की ओर से एक दायित्व है[27] और अल्लाह सब कुछ जानने वाला, पूर्ण हिकमत वाला है।
In verità l’elemosina (Sadeqàt الصَّدَقَاتِ) è solo per i poveri, i bisognosi, per chi la amministra, per quelli di cui bisogna conquistare i cuori, per liberare gli schiavi e aiutare gli indebitati, e per la causa di Allāh ، e per i viandanti. Questa è la legge di Allāh. E Allāh è Sapiente, Saggio.
60. As-Sadaka (čia tai reiškia Zakat) yra (skirta) tik Fukara (vargingiems) ir Al-Masakin (skurstantiems) ir tiems, kurie samdomi surinkti (lėšas), ir patraukti širdis tų, kurie buvo palinkę (link islamo), ir išlaisvinti belaisvius, ir tiems, kurie skoloje, ir vardan Allaho, ir pakeleivingiems (keliautojams, kurie atskirti nuo visko). Zakaawwan (kan qoodamtu) dhabeeyyiif, hiyyeeyyiif, warra ishee irratti hojjataniif, warra onneewwan isaanii (Islaamummaa) barsiifamtuuf, gabra bilisoomsuuf, warra idaan irra jiruuf, karaa Rabbii keessattiifi kara deemaadhaaf (qofa). Dirqama Rabbi irraa ta’e (qabadhaa). Rabbiin beekaa ogeessa. [21]
Воистину, [предписанные] пожертвования — лишь для бедных и нищих, для занимающихся [их сбором и распределением], для тех, чьи сердца следует расположить, для освобождения рабов, для должников, на пути Аллаха и для путника — как обязанность от Аллаха. Аллах — знающий, мудрый.
Обавезна милостиња припада само сиромасима и невољницима, и онима који је сакупљају, и онима чија срца треба да се придобију, и за откуп из ропства, и презадуженима, и у сврхе на Аллаховом путу, и путнику намернику. Аллах је одредио тако! А Аллах је свезнајући и мудар је.
Hakika sadaka ni za mafakiri tu, na masikini, na wanaozitumikia, na wa kutiwa nguvu nyoyo zao, na katika kukomboa watumwa, na waliogharamika, na katika Njia ya Mwenyezi Mungu, na wasafiri. Huu ni waajibu uliofaridhiwa na Mwenyezi Mungu. Na Mwenyezi Mungu ni Mwenye kujua vyema, Mwenye hekima.
[De förpliktade] allmosorna får endast ges till de fattiga, de behövande, de som arbetar med att samla in dem, de vars hjärtan ska vinnas [över till tron], de som ska friköpas ur slaveri, de skuldsatta, de som kämpar för Guds sak och de nödställda resande. Det är en föreskrift från Gud. Gud är allvetande, vis.
Sadakalar/zekâtlar, Allah’tan bir farz olarak fakirler, miskinler, onu toplayan memurlar, kalpleri (İslam’a) ısındırılanlar, köleler, borçlular, Allah yolunda (cihad edenler) ve yolda kalanlar içindir. Allah Alîm'dir, Hakîm'dir.

And among them are those who criticize you in regard to charities. If they are given some of it, they become pleased; but if they are not given any, they grow resentful.
And of them is he who defameth thee in the matter of the alms. If they are given thereof they are content, and if they are not given thereof, behold! they are enraged
Of them are some who defame thee, with respect to alms; though if they are given a part thereof, they are content; and if they are not given a part thereof, then are they in a rage
Some of them also defame thee in regard to the alms; yet if a part be given them, they are content, but if no part be given them, behold, they are angry
There is of them also who spreadeth ill reports of thee, in relation to thy distribution of the alms: Yet if they receive part thereof, they are well pleased; but if they receive not a part thereof, behold, they are angry

If only they were content with what God and His Messenger have given them, and said, "God is sufficient for us; God will give us of His bounty, and so will His Messenger; to God we eagerly turn."
(How much more seemly) had they been content with that which Allah and His messenger had given them and had said: Allah sufficeth us. Allah will give us of His bounty, and (also) His messenger. Unto Allah we are suppliants
Would that they were content with what God and His Apostle had brought them, and would say, 'God is enough for us! God will bring us of His grace, and so will His Apostle; verily, unto God is our desire
Would that they were satisfied with that which God and His Apostle had given them, and would say "God sufficeth us! God will vouchsafe unto us of His favour, and so will His Apostle: verily unto God do we make our suit
But if they had been pleased with that which God and his apostle had given them, and had said, God is our support; God will give unto us of his abundance and his prophet also; verily unto God do we make our supplications: It would have been more decent

And of them are those who vex the Prophet and say: He is only a hearer. Say: A hearer of good for you, who believeth in Allah and is true to the believers, and a mercy for such of you as believe. Those who vex the messenger of Allah, for them there is a painful doom
And of them are some who are by the ears with the prophet, and say, 'He is all ear.' Say, 'An ear of good for you!' he believes in God, and believes in those who do believe, and is a mercy unto such of you as believe; but those who are by the ears with the Apostle of God, for them is grievous woe
There are some of them who injure the Prophet and say, "He is all ear." Say: An ear of good to you! He believeth in God, and believeth the believers: and is a mercy to such of you as believe: But they who injure the Apostle of God, shall suffer a dolorous chastisement
There are some of them who injure the prophet, and say, he is an ear: Answer, he is an ear of good unto you; he believeth in God, and giveth credit to the faithful, and is a mercy unto such of you who believe. But they who injure the apostle of God, shall suffer a painful punishment

აიღე (ო, მოციქულო) მათი ქონებიდან მოწყალება, რომლითაც შენ განწმენდ (ცოდვის სიბილწისგან) და გამოასწორებ მათ. და ილოცე მათთვის, რადგან შენი ლოცვა [ვედრება] სიმშვიდეა მათთვის. და ალლაჰი ყოვლისმსმენი, ყოვლისმცოდნეა.
Nimm von ihrem Besitz ein Almosen, mit dem du sie rein machst und läuterst, und bete für sie, denn dein (Bitt)gebet ist für sie eine Beruhigung! Und Allah ist allhörend und allwissend.
Πάρε (ω, Προφήτη) ελεημοσύνη από την περιουσία τους (εκείνων που στράφηκαν με μεταμέλεια προς τον Αλλάχ, και δώσε την στους φτωχούς) για να τους εξαγνίσεις (από τις αμαρτίες τους) και να τους υψώσεις μ' αυτήν (την ελεημοσύνη και να τους βγάλεις από τις θέσεις των υποκριτών) και επικαλέσου τον Αλλάχ να τους συγχωρήσει. Στ’ αλήθεια, οι επικλήσεις σου είναι έλεος και καθησύχαση γι’ αυτούς. Πράγματι, ο Αλλάχ είναι Σαμί‘ (Αυτός που ακούει τα πάντα) και ‘Αλείμ (Παντογνώστης).
आप उनके मालों में से दान लें, जिसके साथ आप उन्हें पवित्र और पाक-साफ़ करें, तथा उनके लिए दुआ करें। निःसंदेह आपकी दुआ उनके लिए शांति का कारण है और अल्लाह सब कुछ सुनने वाला, सब कुछ जानने वाला है।
Dai loro beni accetta l’elemosina, che li purifica e li rende prosperi, e benedicili; in verità le tue preghiere daranno loro tranquillità. E Allāh è Ascoltatore, Sapiente.
103. Paimk Sadaka (išmaldą) nuo jų turto tam, kad apvalytum juos ir apvalytum juos nuo nuodėmių su tuo, ir maldauk Allaho dėl jų. Iš tiesų, tavo maldavimai yra jų saugumo šaltinis. Ir Allahas yra Visa Girdintis, Visa Žinantis.
Qabeenya isaanii irraa sadaqaa isheedhaan isaan qulqulleessituufi isaaniif dabaltuun fuudhi. Rabbiin isaaniif kadhu; kadhaan kee isaaniif tasgabbiidha. Rabbiin dhagayaa, beekadha.[29]

Chukua sadaka katika mali zao, uwasafishe na uwatakase kwayo, na waombee dua. Hakika kuomba dua kwako ni utulivu kwao. Na Mwenyezi Mungu ni Mwenye kusikia vyema, Mwenye kujua yote
Ta emot [den obligatoriska] allmosan från deras rikedomar, för att rena dem och höja dem genom den, och be för dem; dina böner är en trygghet för dem. Gud hör allt, vet allt.
Onların mallarından, onları kendisiyle arındıracağın ve temizleyeceğin bir sadaka (zekât) al ve onlara dua et! Çünkü senin duan onlar için sükûnettir.(Onların kalplerini yatıştırır.) Allah, hakkıyla işitendir, hakkıyla bilendir.

Among the Desert-Arabs around you there are some hypocrites, and among the inhabitants of Medina too. They have become adamant in hypocrisy. You do not know them, but We know them. We will punish them twice; then they will be returned to a severe torment.
And among those around you of the wandering Arabs there are hypocrites, and among the townspeople of Al-Madinah (there are some who) persist in hypocrisy whom thou (O Muhammad) knowest not. We, We know them, and We shall chastise them twice; then they will be relegated to a painful doom
And of those who are round about you of the Arabs of the desert, some are hypocrites, and of the people of Medinah, some are stubborn in hypocrisy; thou dost not know them - we know them; we will torment them twice over; then shall they be sent off into mighty woe
And of the Arabs of the desert round about you, some are hypocrites: and of the people of Medina, some are stubborn in hypocrisy. Thou knowest them not, Muhammad: we know them: twice will we chastise them: then shall they be given over to a great chastisement
And of the Arabs of the desert who dwell round about you, there are hypocritical persons: And of the inhabitants of Medina there are some who are obstinate in hypocrisy. Thou knowest them not, O prophet, but We know them: We will surely punish them twice; afterwards shall they be sent to a grievous torment
وَءَاخَرُونَ ٱعْتَرَفُوا۟ بِذُنُوبِهِمْ خَلَطُوا۟ عَمَلًا صَٰلِحًا وَءَاخَرَ سَيِّئًا عَسَى ٱللَّهُ أَن يَتُوبَ عَلَيْهِمْ إِنَّ ٱللَّهَ غَفُورٌ رَّحِيمٌ

DIN 31635waʾāḫarūna ʿtarafū biḏunūbihim ḫalaṭū ʿamalan ṣāliḥan waʾāḫara sayyiʾan ʿasā llāhu ʾan yatūba ʿalayhim ʾinna llāha ġafūrun raḥīmun
Others have confessed their sins, having mixed good deeds with bad deeds. Perhaps God will redeem them. God is Forgiving and Merciful.
And (there are) others who have acknowledged their faults. They mixed a righteous action with another that was bad. It may be that Allah will relent toward them. Lo! Allah is Forgiving, Merciful
And others have confessed their sins,- that they have mixed with a righteous action another evil action;- haply it may be God will turn again to them; verily, God is forgiving and merciful
Others have owned their faults, and with an action that is right they have mixed another that is wrong. God will haply be turned to them: for God is Forgiving, Merciful
And others have acknowledged their crimes. They have mixed a good action with another which is bad: Peradventure God will be turned unto them; for God is gracious and merciful

Know they not that Allah is He Who accepteth repentance from His bondmen and taketh the alms, and that Allah is He Who is the Relenting, the Merciful
Do they not know that God accepts repentance from His servants, and takes alms; and that God is He who is easily turned and merciful
Know they not that when his servants turn to Him with repentance, God accepteth it, and that He accepteth alms, and that God is He who turneth, the Merciful
Do they not know that God accepteth repentance from his servants, and accepteth alms; and that God is easy to be reconciled, and merciful
وَقُلِ ٱعْمَلُوا۟ فَسَيَرَى ٱللَّهُ عَمَلَكُمْ وَرَسُولُهُۥ وَٱلْمُؤْمِنُونَ وَسَتُرَدُّونَ إِلَىٰ عَٰلِمِ ٱلْغَيْبِ وَٱلشَّهَٰدَةِ فَيُنَبِّئُكُم بِمَا كُنتُمْ تَعْمَلُونَ

Read across the four public-domain translations - Sale 1734, Rodwell 1861, Palmer 1880, Pickthall 1930 - of 2:43, 2:110, 9:11, 9:60, 9:103, in full, and nothing else. This study consults no , no , no occasion of revelation and no biography, because none is yet available in an edition whose usage rights can be verified. Itani 2012, the fifth translation shown with these verses, was not consulted for this study.
How this set was arrived at. The verse set was chosen by the Editor before the study was written, and is NOT a search result. No word search was run, because on this question a word search would have found the wrong verses or missed the point of the passage. Every verse in that set was read in full before use and checked against the claim made for it; a verse whose text did not carry that claim was left out rather than forced.
Verses carried by more than one study. Some passages here also serve another study. Each carries its own reason in each place, and the reason states where else it appears.
