The Qur'an prescribes one penalty for this and states a number: 24:2, a hundred lashes, for the woman and the man alike.
Three features of that verse are usually left out.
The penalty is IDENTICAL for both parties. The verse names them together and prescribes the same for each.
It contains an instruction against leniency - LET NOT PITY FOR THE TWAIN WITHHOLD YOU - which tells you the text expected the punishment to be felt as harsh by those carrying it out.
And it requires witnesses to the punishment: LET A PARTY OF BELIEVERS WITNESS THEIR PUNISHMENT. Whatever else it is, it is not to be done privately.
Against that stands the evidentiary structure, which makes the offence extremely hard to prosecute. Four witnesses are required (4:15). An accuser who cannot produce them receives eighty lashes and permanent disqualification as a witness (24:4). The text sets the bar for conviction high and the penalty for a failed accusation almost as high as for the act.
4:15-16 is the earlier provision and it is unusual in the Qur'an for saying so. Confinement UNTIL DEATH TAKE THEM OR GOD APPOINT FOR THEM A WAY - the verse anticipates its own replacement. And it ends: IF THEY REPENT AND IMPROVE, THEN LET THEM BE.
17:32 is the prohibition proper, and it is wider than the penalty: COME NOT NEAR unto adultery.

Die Frau, die Unzucht begeht und der Mann, der Unzucht begeht, so peitscht jeden von ihnen mit hundert (Peitschen)hieben aus. Und lasst euch nicht von Mitleid mit ihnen beiden angesichts (der Rechtsbestimmungen) der Religion Allahs ergreifen, wenn ihr (wirklich) an Allah und an den Jüngsten Tag glaubt. Und bei (der Vollstreckung) ihrer Strafe soll ein Teil von den Gläubigen zugegen sein.

And the whoremonger shall marry none but a whore or an idolatress; and the whore shall none marry but an adulterer or an idolater; God has prohibited this to the believers
The whoremonger shall not marry other than a whore or an idolatress; and the whore shall not marry other than a whoremonger or an idolater. Such alliances are forbidden to the faithful
The whoremonger shall not marry any other than a harlot, or an idolatress. And a harlot shall no man take in marriage, except a whoremonger, or an idolater. And this kind of marriage is forbidden the true believers

but those who cast (imputations) on chaste women and then do not bring four witnesses, scourge them with eighty stripes, and do not receive any testimony of theirs ever, for these are the workers of abomination
They who defame virtuous women, and bring not four witnesses, scourge them with fourscore stripes, and receive ye not their testimony for ever, for these are perverse persons

وَلَا تَقْتُلُوٓا۟ أَوْلَٰدَكُمْ خَشْيَةَ إِمْلَٰقٍ نَّحْنُ نَرْزُقُهُمْ وَإِيَّاكُمْ إِنَّ قَتْلَهُمْ كَانَ خِطْـًٔا كَبِيرًا
Easy-read (simplified)walaa taqtuloo awlaadakum khashyata imlaaqin nahnu narzuquhum wa'iyyaakum inna qatlahum kaana khit'an kabeeraa
DIN 31635walā taqtulū ʾawlādakum ḫašyata ʾimlāqin naḥnu narzuquhum waʾiyyākum ʾinna qatlahum kāna ḫiṭʾan kabīran
And do not kill your children for fear of poverty. We provide for them, and for you. Killing them is a grave sin.
Slay not your children, fearing a fall to poverty, We shall provide for them and for you. Lo! the slaying of them is great sin
And slay not your children for fear of poverty; we will provide for them; beware! for to slay them is ever a great sin
Kill not your children for fear of want: for them and for you will we provide. Verily, the killing them is a great wickedness
Kill not your children for fear of being brought to want; We will provide for them and for you: Verily the killing them is a great sin

And do not kill the soul which God has made sacred, except in the course of justice. If someone is killed unjustly, We have given his next of kin certain authority. But he should not be excessive in killing, for he will be supported.
And slay not the life which Allah hath forbidden save with right. Whoso is slain wrongfully, We have given power unto his heir, but let him not commit excess in slaying. Lo! he will be helped
And slay not the soul that God has forbidden you, except for just cause; for he who is slain unjustly we have given his next of kin authority; yet let him not exceed in slaying; verily, he is ever helped

4:15 Sa u përket atyre grave tuaja që bëjnë kurvëri, sillni katër dëshmitarë nga ju që të dëshmojnë kundër tyre[7]. Nëse ata dëshmojnë, atëherë ngujoni ato në shtëpi derisa t'i zërë vdekja ose të sjellë Allahu për to ndonjë zgjidhje tjetër.
4:16 Ata dy prej jush që e bëjnë atë (vepër kurvërie), ndëshkojini. Mirëpo, nëse ata pendohen dhe përmirësohen, atëherë lërini. Me të vërtetë, Allahu është Pranues i pendimit, Mëshirëplotë.
4:15 আর তোমাদের নারীদের মধ্যে যারা ব্যভিচার করেছে তাদের বিরুদ্ধে তোমাদের মধ্য থেকে (ন্যায়পরায়ণ) চারজন সাক্ষী উপস্থিত করাও। যদি তারা সাক্ষ্য দেয়, তবে তাদেরকে ঘরে অবরুদ্ধ করে রাখবে; যতোদিন না তাদের মৃত্যু হয় অথবা আল্লাহ তাদের জন্য অন্য কোনো বিধান নাযিল করেন।(৯)
4:16 আর তোমাদের মধ্যে (বিবাহিত কিংবা অবিবাহিত) যে দুজন এতে লিপ্ত হবে (প্রমাণিত হলে), তাদেরকে শাস্তি দাও। যদি তারা তাওবা করে এবং নিজেদেরকে সংশোধন করে নেয়, তবে তাদের (শাস্তি দেওয়া) থেকে বিরত থাকবে।(১০) নিশ্চয় আল্লাহ তাওবা কবুলকারী, পরম দয়ালু।
4:15 Za one žene iz vaše porodice koje preljubu počine, tražite da posvjedoče četverica između vas, pa ako posvjedoče protiv njih, držite ih u kućama sve dok ih smrt ne umori ili dok im Allah neki put ne nađe.
4:16 A ono dvoje koji to učine, izgrdite, pa ako se pokaju i poprave, onda ih na miru ostavite. Allah je, doista, Onaj Koji stalno prima pokajanja i milostiv je.

4:16 Ɓen ɗiɗo gollooɓe fijuɓe [paŋkare ɗen] e mo'on, lorree ɓen. Si ɓe tuubii ɓe moƴƴinii, ɗuurnoɗon e maɓɓe. Pellet, Alla Laatike Jaɓoowo tuubuubuyee jurmotooɗo.
4:15 და თქვენს ქალთაგან ისინი, რომლებიც ჩაიდენენ სისაძაგლეს [მრუშობას], — მაშინ მათ შესახებ გადაწყვეტილების გამოტანისას მოწმეებად უნდა მოიყვანოთ თქვენგან [მორწმუნეთაგან] ოთხი (სამართლიანი მამაკაცი). და თუ ისინი [მოწმეები] დაამოწმებენ (რომ საკუთარი თვალით იხილეს მრუშობა), მაშინ შეაკავეთ ისინი [ეს ქალები] სახლებში, ვიდრე სიკვდილი არ ეწევათ, ან ვიდრე ალლაჰი არ გაუჩენს მათ სხვა გზას [სხვა გადაწყვეტას].
4:16 და თქვენგან ის ორი, ვინც ამას ჩაიდენს [მრუშობას], — დასაჯეთ ისინი [გაკიცხეთ, დასაჯეთ და გაშორდით მათ]. ხოლო თუ ორივე მოინანიებს და გამოსწორდება, მაშინ განერიდეთ მათ [ნუ მიაყენებთ მათ ტანჯვას]. ჭეშმარიტად, ალლაჰი სინანულის მიმღები, შემწყალებელია!
4:15 Und diejenigen von euren Frauen, die das Abscheuliche begehen, - so bringt vier Zeugen von euch gegen sie. Wenn sie (es) bezeugen sollten, dann haltet sie (also die Frauen) in den Häusern fest, bis der Tod sie abberuft oder Allah ihnen einen (Aus)weg schafft.
4:16 Und die beiden von euch, die es (also die Unzucht) begehen, - so züchtigt sie. Wenn sie (beide) dann bereuen sollten und sich bessern, dann lasst von ihnen ab. Wahrlich, Allah ist Reue-Annehmend und barmherzig.
4:15 Όσες από τις γυναίκες σας διαπράττουν μοιχεία, καλέστε τέσσερις μάρτυρες εναντίον τους από ανάμεσά σας (δίκαιους Μουσουλμάνους). Εάν μαρτυρήσουν (εναντίον τους), περιορίστε τες στα σπίτια τους (από μια ύποπτη έξοδο) μέχρι να τους έλθει ο θάνατος ή ο Αλλάχ να ορίσει γι' αυτές (άλλο) δρόμο.
4:16 Και εκείνοι οι δύο (ο άνδρας και η γυναίκα) από εσάς που τη διαπράττουν (τη μοιχεία), βλάψτε τους (με το να τους επιπλήξετε κλπ.). Αν, όμως, στράφηκαν με μεταμέλια (προς τον Αλλάχ) και πράττουν δίκαια, αφήστε τους ήσυχους (και μην τους βλάψετε). Πράγματι, ο Αλλάχ είναι Ταουάμπ (Αυτός που αποδέχεται τη μεταμέλεια) και Ραχείμ (Πολυεύσπλαχνος).
4:15 तथा तुम्हारी स्त्रियों में से जो व्यभिचार कर बैठें, उनपर अपनों में से चार पुरुषों को गवाह लाओ। यदि वे गवाही दे दें, तो उन औरतों को घरों में बंद रखो, यहाँ तक कि उन्हें मौत आ जाए या अल्लाह उनके लिए कोई रास्ता[13] निकाल दे।
4:16 और तुममें से जो दो पुरुष यह कर्म करें, उन्हें यातना दो। फिर यदि वे तौबा कर लें और अपने आपको सुधार लें, तो उन्हें छोड़ दो। निःसंदेह अल्लाह बड़ा क्षमाशील, दयावान् है।
4:15 In quanto a quelle tra le vostre donne colpevoli di nefandezze, fate testimoniare quattro dei vostri; se testimoniano, tenetele in casa finché non sopraggiunga la morte, o Allāh non darà loro una via di scampo.
4:16 In quanto alla coppia che lo commette, puniteli entrambi; ma se si pentono e si rifanno una vita, desistete, e in verità Allāh è Colui che accoglie il pentimento, il Misericordioso.
4:15 15. O tos iš jūsų moterų, kurios turi neteisėtus lytinius santykius, imkite keturių liudytojų iš jūsų tarpo parodymus prieš jas. Ir jei jie liudija, uždarykite jas (t. y. moteris) namuose iki mirtis ateina pas jas arba Allahas įsako joms kokį (kitą) būdą. [1]
4:16 16. Ir du asmenis (vyrą ir moterį) iš jūsų tarpo, kurie turi neteisėtus lytinius santykius, nubauskite juos abu. [2] O jei jie atgailauja (pažada Allahui niekdada nekartoti t. y. neturėti neteisėtų lytinių santykių ar nedaryti panašių nuodėmių) ir daro teisingus gerus darbus, palikite juos. 4:15 Dubartoota keessan irraas isaan hojii fokkataa (sagaggaalummaa) raawwatan, namoota afur kan isin irraa ta’an isaan irratti ragaa baasaa. Yoo isaan ragaa ba’an hanga duuti isaanitti dhufutti yookiin (hanga) Rabbiin karaa (biraa) isaanii godhutti manneen keessatti isaan qabaa. [8]
4:16 Isin irraa namoonni lamaan (dhiiraafi dubartii) isii (sagaggaalummaa) hojjatan isaan lamaanuu akkaan rakkisaa. Yoo isaan tawbatanii hojii gaarii hojjatan, isaan (rakkisuu) irraa gara galaa. Rabbiin akkaan tawbaa qeebalaa, rahmata godhaadha. [9]
4:15 Те из ваших женщин, кто совершает мерзость, — призовите против них четырёх свидетелей из вас. И если они засвидетельствуют, то держите их в домах, пока их не упокоит смерть или Аллах не устроит для них иной путь.
4:16 И тех двоих из вас, которые совершат это, — накажите их. Если они покаются и станут совершать праведные деяния, то оставьте их. Воистину, Аллах всегда был [и пребудет] принимающим покаяние, милующим.
4:15 За оне жене из ваше породице које прељубу почине, тражите да посведоче четворица између вас, па ако посведоче против њих, држите их у кућама све док их смрт не умори или док им Аллах неки пут не нађе.
4:16 А оно двоје који то учине, изгрдите их, па ако се покају и поправе, онда их на миру оставите. Аллах, заиста, стално прима покајања и милостив је.
4:15 Na wale ambao wanafanya uchafu miongoni mwa wanawake wenu, washuhudisheni watu wanne katika nyinyi. Watakaposhuhudia, basi wazuieni majumbani mpaka wafishwe na mauti au Mwenyezi Mungu awafanyie njia nyengine.
4:16 Na wawili kati yenu wafanyao hayo miongoni mwenu, waudhini. Na wakitubia wakatengenea, basi waacheni. Hakika, Mwenyezi Mungu ni Mwingi wa kupokea toba, Mwenye kurehemu.
4:15 Om någon av era kvinnor begår otukt, tillkalla då fyra vittnen bland er. Om de vittnar mot dem, håll dem då kvar i deras hem tills de dör, eller tills Gud ger dem en utväg.
4:16 Om två av er begår en sådan handling, ska ni bestraffa dem. Men om de ångrar sig och bättrar sig, låt dem då vara. Gud godtar ständigt ånger och är barmhärtig.
4:15 Kadınlarınızdan fuhuş (zina) yapanlara karşı içinizden dört şahit getirin. Eğer onlar şahitlik ederlerse, o kadınları ölüm alıp götürünceye veya Allah onlar hakkında bir yol açıncaya kadar kendilerini evlerde tutun (dışarı çıkarmayın).
4:16 Sizlerden zina edenlerin her ikisini de incitip eziyet edin. Eğer onlar tevbe edip ıslah olurlarsa, onları incitip eziyet etmekten vazgeçin. Çünkü Allah, tevbeleri çok kabul edendir, çok merhamet edendir.
4:15 تمہاری عورتوں میں سے جو بے حیائی کا کام کریں ان پر اپنے میں سے چار گواه طلب کرو، اگر وه گواہی دیں تو ان عورتوں کو گھروں میں قید رکھو، یہاں تک کہ موت ان کی عمریں پوری کردے[1] ، یا اللہ تعالیٰ ان کے لئے کوئی اور راستہ نکالے۔[2]
4:16 تم میں سے جو دو افراد ایسا کام کر لیں[1] انہیں ایذا دو[2] اگر وه توبہ اور اصلاح کر لیں تو ان سے منھ پھیر لو، بے شک اللہ تعالیٰ توبہ قبول کرنے واﻻ اور رحم کرنے واﻻ ہے۔

DIN 31635tilka ḥudūdu llāhi waman yuṭiʿi llāha warasūlahu yudḫilhu ǧannātin taǧrī min taḥtihā l-ʾanhāru ḫālidīna fīhā waḏālika l-fawzu l-ʿaẓīmu
These are the bounds set by God. Whoever obeys God and His Messenger, He will admit him into Gardens beneath which rivers flow, to abide therein forever. That is the great attainment.
These are the limits (imposed by) Allah. Whoso obeyeth Allah and His messenger, He will make him enter Gardens underneath which rivers flow, where such will dwell for ever. That will be the great success
These be God's bounds, and whoso obeys God and the Apostle He will make him enter into gardens beneath which rivers flow, and they shall dwell therein for aye;- that is the mighty happiness
These are the precepts of God; and whoso obeyeth God and his prophet, him shall God bring into gardens beneath whose shades the rivers flow, therein to abide for ever: and this, the great blessedness
These are the statutes of God. And whoso obeyeth God and his apostle, God shall lead him into gardens wherein rivers flow, they shall continue therein for ever; and this shall be great happiness
وَمَن يَعْصِ ٱللَّهَ وَرَسُولَهُۥ وَيَتَعَدَّ حُدُودَهُۥ يُدْخِلْهُ نَارًا خَٰلِدًا فِيهَا وَلَهُۥ عَذَابٌ مُّهِينٌ

Repentance is available from God for those who commit evil out of ignorance, and then repent soon after. These-God will relent towards them. God is Knowing and Wise.
Forgiveness is only incumbent on Allah toward those who do evil in ignorance (and) then turn quickly (in repentance) to Allah. These are they toward whom Allah relenteth. Allah is ever Knower, Wise
God is only bound to turn again towards those who do evil through ignorance and then turn again. Surely, these will God turn again to, for God is knowing, wise
With God himself will the repentance of those who have done evil ignorantly, and then turn speedily unto Him, be accepted. These! God will turn unto them: for God is Knowing, Wise
Verily repentance will be accepted with God, from those who do evil ignorantly, and then repent speedily; unto them will God be turned: For God is knowing and wise

და ისინი, რომელნიც ცილს სწამებენ პატიოსან ქალებს და მერე ვერ მოიყვანენ ოთხ მოწმეს, დაჰკარით მათ ოთხმოცი მათრახი და არასოდეს მიიღოთ მათი მოწმეობა. სწორედ ისინი არიან ბილწნი [ურჩნი].
Und diejenigen, die den ehrbaren Ehefrauen (Untreue) vorwerfen und hierauf nicht vier Zeugen beibringen, so peitscht sie mit achtzig (Peitschen)hieben aus und nehmt von ihnen niemals mehr eine Zeugenaussage an. Und jene sind die (wahren) Frevler!
Όσο γι' εκείνους που συκοφαντούν τις αγνές γυναίκες για μοιχεία, και δεν φέρνουν τέσσερις μάρτυρες (που είδαν τη μοιχεία ξεκάθαρα, χωρίς καμία αμφιβολία), χτυπήστε τους (ω, κυβερνήτες ή δικαστές) με ογδόντα μαστιγώματα, και μη δέχεστε ποτέ καμία μαρτυρία απ' αυτούς. Πράγματι, εκείνοι είναι οι ανυπάκουοι προς τον Αλλάχ.
तथा जो लोग सच्चरित्रा स्त्रियों पर व्यभिचार का आरोप[5] लगाएँ, फिर चार गवाह न लाएँ, तो उन्हें अस्सी कोड़े मारो और उनकी कोई गवाही कभी स्वीकार न करो और वही अवज्ञाकारी लोग हैं।
A quelli che accusano le donne oneste e non portano, poi, quattro testimoni, infliggete ottanta frustate e non accettate mai da loro nessuna testimonianza. E quelli sono i trasgressori,
4. O tie, kurie apkaltina skaisčias moteris ir nepateikia keturių liudytojų, išplakite juos aštuoniais kirčiais ir amžiams atmeskite jų liudijimus. Jie tikrai yra Fasikūn (melagiai, maištingieji, nepaklusnūs Allahui).
Isaan dubartoota qulqulluu darbatan (kabajaa ofii eegan sagaagalummaan maqaa isaanii xureessan), ergasii ragaa afur hinfidin, rukuttaa saddeettama isaan rukutaa, Ragummaa isaaniis gonkumaa irraa hin fuudhinaa, Isaan sun isaanumatu finciltoota. [4]
Тех, которые бросают обвинение целомудренным женщинам, но затем не приводят четырёх свидетелей, — высеките их восьмьюдесятью ударами и не принимайте от них свидетельства никогда. И такие — они и есть нечестивцы.

Na wanaowasingizia wanawake mahashumu, kisha wasilete mashahidi wanne, basi watandikeni bakora themanini, na msiwakubalie ushahidi wao tena. Na hao ndio wapotovu.
De som anklagar kyska kvinnor [för otukt] utan att kunna frambringa fyra vittnen ska straffas med åttio piskrapp, och deras vittnesmål ska aldrig mer accepteras. De är trotsiga syndare.
İffetli kadınlara iftira atan, sonra da dört şahit getiremeyen kimselere seksen değnek vurun ve bir daha onların şahitliklerini ebedî olarak kabul etmeyin. İşte onlar fasıkların ta kendileridir.
جو لوگ پاک دامن عورتوں پر زنا کی تہمت لگائیں پھر چار گواه نہ پیش کرسکیں تو انہیں اسی کوڑے لگاؤ اور کبھی بھی ان کی گواہی قبول نہ کرو۔ یہ فاسق لوگ ہیں.[1]

The adulterer shall marry none but an adulteress or an idolatress; and the adulteress shall marry none but an adulterer or an idolater. That has been prohibited for the believers.
The adulterer shall not marry save an adulteress or an idolatress, and the adulteress none shall marry save an adulterer or an idolater. All that is forbidden unto believers
And the whoremonger shall marry none but a whore or an idolatress; and the whore shall none marry but an adulterer or an idolater; God has prohibited this to the believers
The whoremonger shall not marry other than a whore or an idolatress; and the whore shall not marry other than a whoremonger or an idolater. Such alliances are forbidden to the faithful
The whoremonger shall not marry any other than a harlot, or an idolatress. And a harlot shall no man take in marriage, except a whoremonger, or an idolater. And this kind of marriage is forbidden the true believers
24:4 — the verse above
إِلَّا ٱلَّذِينَ تَابُوا۟ مِنۢ بَعْدِ ذَٰلِكَ وَأَصْلَحُوا۟ فَإِنَّ ٱللَّهَ غَفُورٌ رَّحِيمٌ

They who shall accuse their wives of adultery, and shall have no witnesses thereof besides themselves; the testimony which shall be required of one of them shall be, that he swear four times by God that he speaketh the truth

Read across the four public-domain translations - Sale 1734, Rodwell 1861, Palmer 1880, Pickthall 1930 - of 24:2, 17:32, 4:15-16, 24:4, in full, and nothing else. This study consults no , no , no occasion of revelation and no biography, because none is yet available in an edition whose usage rights can be verified. Itani 2012, the fifth translation shown with these verses, was not consulted for this study.
How this set was arrived at. The verses were found by a word search of the four public-domain translations, using terms chosen by the editor and listed here as they were searched - adulterer + adulteress + scourge; hundred + stripes; come + not + near + adultery; lewdness + way + evil. The search was a way of finding passages, not a judgement about what they mean: that several translators chose the same English word is not evidence about the Arabic. A different choice of terms gives a different set.
What was returned and not carried. 1 verse(s) the search qualified are recorded as not carried with a reason each, rather than silently discarded: 4:22 - prohibited degrees, which the study Whom does the Qur'an say a person may not marry? takes up.
Verses carried by more than one study. Some passages here also serve another study. Each carries its own reason in each place, and the reason states where else it appears.
