  1. 01 16:98–100 AND WHEN THOU RECITEST THE QUR'AN, SEEK REFUGE IN GOD FROM SATAN THE OUTCAST. LO, HE HATH NO POWER OVER THOSE WHO BELIEVE AND PUT TRUST IN THEIR LORD. His power is only over those who make a friend of him, and those who ascribe partners unto Him. The instruction is followed immediately by a statement that what it guards against has no power over the person instructed, which is the shape of the whole passage.
  2. 02 7:200–201 And if a slander from the devil wound thee, THEN SEEK REFUGE IN GOD. Lo, He is Hearer, Knower. Lo, those who ward off evil, when a glamour from the devil troubleth them, they do but remember, and behold them seers. This passage gives the same instruction outside recitation, and describes its effect. The study on the whisper carries it too, for a different reason.
  3. 03 41:36 And if a whisper from the devil reach thee, then seek refuge in God. Lo, HE IS THE HEARER, THE KNOWER. This verse repeats the instruction inside a passage about repelling evil with good, which attaches it to conduct as well as to reading.
  4. 04 23:97–98 And say: MY LORD, I SEEK REFUGE IN THEE FROM SUGGESTIONS OF THE EVIL ONES, AND I SEEK REFUGE IN THEE, MY LORD, LEST THEY BE PRESENT WITH ME. This passage gives the words of such a request, and it asks for two things: protection from the suggestions, and from their presence.

Written by the editors. Not a translation, and not a source. It is an editorial restatement of the verses in this study and carries their name because someone has to answer for it.

Qur’an 16:98 instructs the reader to seek refuge in God from Satan before reciting the Qur’an. The next verses explain that Satan has no controlling authority over those who believe and trust their Lord, while his authority concerns those who take him as an ally and associate partners with God (16:99–100).

The Qur’an also supplies prayers of refuge in other settings, including protection from satanic suggestions and presence (23:97–98) and the two closing surahs, which seek refuge from created harms, envy and the whisperer (113–114). These passages establish the act and its direction: protection is sought from God.

The Qur’an does not prescribe one complete spoken formula in 16:98, specify whether it must be audible, or state that omission invalidates recitation. The familiar formula and detailed rulings come through recitational and legal tradition. The plain answer is that seeking refuge before recitation is Qur’anically instructed; its standard liturgical form is further specified outside this verse.

What this study does not answer, and which source would be needed. It does not say on what occasion any of these verses was given: this study holds no source whose usage rights can be verified. It does not report how any commentator has read them: this study holds no either - the Arabic of , and is public domain by age, but no English edition with verifiable usage rights exists. And it offers no academic-historical reading: this study holds no such scholarship. Each of those is an absence with a named cause, not an omission.

Read across the four public-domain translations - Sale 1734, Rodwell 1861, Palmer 1880, Pickthall 1930 - of 16:98-100, 7:200-201, 41:36, 23:97-98, in full, and nothing else. This study consults no , no , no occasion of revelation and no biography, because none is yet available in an edition whose usage rights can be verified. Itani 2012, the fifth translation shown with these verses, was not consulted for this study.

How this set was arrived at. The verses were found by a word search of the four public-domain translations, using terms chosen by the editor and listed here as they were searched - when + thou + recitest + the + qur'an + seek + refuge; seek + refuge + in + god + from + satan + the + outcast; he + hath + no + power + over + those + who + believe. The search was a way of finding passages, not a judgement about what they mean: that several translators chose the same English word is not evidence about the Arabic. A different choice of terms gives a different set.

What was returned and not carried. 1 verse(s) the search qualified are recorded as not carried with a reason each, rather than silently discarded: 3:36 - carried by the study What does the Qur'an say about Mary (Maryam)?

Verses carried by more than one study. Some passages here also serve another study. Each carries its own reason in each place, and the reason states where else it appears.

Where the translations part company, named rather than resolved. How differently the translations word each verse is shown on that verse's page, and the study names the differences it turns on rather than choosing between them.
