In because it is the only place the formula is spoken to a named, frightened person in a specific emergency, and because what she is told to do is the most frightening thing available.

The formula NO FEAR SHALL COME UPON THEM, NEITHER SHALL THEY GRIEVE is one of the most repeated sentences in the Qur'an - fourteen near-identical instances are recorded as drops. Stated bare it is a promise attached to a condition, and the conditions vary: believing, spending, being upright, surrendering.
What makes a study of it worth having is the small number of verses that do something more than repeat it.
3:175 is the only diagnosis. IT IS ONLY THE DEVIL WHO WOULD MAKE MEN FEAR HIS PARTISANS - so the fear in question is described as manufactured. And the cure offered is not the removal of fear but its transfer: FEAR THEM NOT; FEAR ME. The text does not propose a life without fear; it proposes a change of object.
41:30-31 is the only place the reassurance is DELIVERED rather than stated. Angels descend on those who say our Lord is God and then go straight, and say: fear not, nor grieve. And they add something the formula elsewhere lacks - WE ARE YOUR PROTECTING FRIENDS in this life and the next.
Two verses put the words to frightened individuals, and both are more useful than the abstraction. 20:67 says Moses CONCEIVED A FEAR IN HIS MIND - a prophet, afraid, and the text says so. And 28:7 is the extraordinary one: the mother of Moses is told that WHEN SHE FEARS FOR HIM she is to put him in the river. The instruction is not that her fear is unfounded; it is that she should act, in the direction the fear points, and not grieve.
That is as close to a cure as the text comes: redirect the fear, and in one case, act inside it.

Let them not grieve thee who vie with each other in misbelief. Verily, they cannot hurt God at all. God wills not to make for them a portion in the future life; but for them is mighty woe

41:30 Wahrlich, diejenigen, die sagen: „Unser Herr ist Allah“, und sich hierauf recht verhalten, auf sie kommen die Engel herab (und sagen zu ihnen): „Fürchtet euch nicht, seid nicht traurig, und vernehmt die frohe Botschaft vom (Paradies)garten, der euch stets versprochen wurde.
41:31 Wir sind eure (unterstützenden) Gefolgsleute im diesseitigen Leben und im Jenseits. Ihr werdet darin haben, was eure Seelen begehren, und ihr werdet darin haben, was ihr erbetet,
41:30 Πράγματι, αυτοί που λένε: «Ο Κύριός μας είναι ο Αλλάχ», και μετά παραμένουν σταθεροί (στην αλήθεια και την υπακοή), οι Άγγελοι θα κατέβουν σ' αυτούς (την ώρα του θανάτου τους και θα τους πουν): «Μη φοβάστε, ούτε να λυπηθείτε, αλλά να χαρείτε για τον Παράδεισο, για τον οποίο λάβατε υπόσχεση.

41:30 निःसंदेह जिन लोगों ने कहा : हमारा पालनहार केवल अल्लाह है, फिर उसपर मज़बूती से जमे रहे[9], उनपर फ़रिश्ते उतरते[10] हैं कि भय न करो और न शोकाकुल हो तथा उस जन्नत से खुश हो जाओ, जिसका तुमसे वादा किया जाता था।
41:31 हम सांसारिक जीवन में भी तुम्हारे सहायक हैं तथा आख़िरत में भी,और तुम्हारे लिए उस (जन्नत) में वह कुछ है, जो तुम्हारे दिल चाहेंगे तथा उसमें तुम्हारे लिए वह कुछ है, जिसकी तुम माँग करोगे।
41:30 In verità su quelli che dissero: «Il nostro Dio è Allāh», poi si sono attenuti a ciò che hanno detto, scenderanno gli angeli: «Non temete e non rattristatevi, ma vi annunciamo il Paradiso che vi è stato promesso.
41:31 Noi siamo i vostri protettori nella vita terrena e nell’Aldilà e avrete ciò a cui tendono le vostre anime e dove avrete ciò che desidererete,

41:31 Sisi ni vipenzi vyenu katika maisha ya dunia na katika Akhera, na humo mtapata kinachotamaniwa na nafsi zenu, na humo mtapata mtakavyovitaka.

41:30 (واقعی) جن لوگوں نے کہا کہ ہمارا پروردگار اللہ ہے[1] پھر اسی پر قائم رہے[2] ان کے پاس فرشتے (یہ کہتے ہوئے آتے ہیں[3] کہ تم کچھ بھی اندیشہ اور غم نہ کرو[4] (بلکہ) اس جنت کی بشارت سن لو جس کا تم وعده دیئے گئے ہو.[5]
41:31 تمہاری دنیوی زندگی میں بھی ہم تمہارے رفیق تھے اور آخرت میں بھی رہیں گے[1] ، جس چیز کو تمہارا جی چاہے اور جو کچھ تم مانگو سب تمہارے لیے (جنت میں موجود﴾ ہے.

Those who disbelieved will say, "Our Lord, show us those who led us astray-among jinn and humans-and we will trample them under our feet, so they become among of the lowest."
And those who disbelieve will say: Our Lord! Show us those who beguiled us of the jinn and humankind. We will place them underneath our feet that they may be among the nethermost
And those who misbelieved say, 'Our Lord, show us those who have led us astray amongst the ginns and mankind; we will place them beneath our feet, and they shall both be amongst those who are put down
And they who believed not shall say, "O our Lord! shew us those of the Djinn and men who led us astray: both of them will we put under out feet, that they may be of the humbled
And the infidels shall say in hell, O Lord, shew us the two who seduced us, of the genii and men, and we will cast them under our feet, that they may become most base and despicable

لَهُمُ ٱلْبُشْرَىٰ فِى ٱلْحَيَوٰةِ ٱلدُّنْيَا وَفِى ٱلْـَٔاخِرَةِ لَا تَبْدِيلَ لِكَلِمَٰتِ ٱللَّهِ ذَٰلِكَ هُوَ ٱلْفَوْزُ ٱلْعَظِيمُ

10:63 რომელთაც ირწმუნეს და ღვთისმოშიშნი იყვნენ.

10:62 Sicherlich, über die Gefolgsleute Allahs soll keine Furcht kommen, noch sollen sie traurig sein.
10:63 (Sie sind) diejenigen, die glauben und (Allah) fürchten.
10:64 Für sie gibt es die frohe Botschaft im diesseitigen Leben und im Jenseits. Keine Abänderung gibt es für die Worte Allahs. Dies ist der gewaltige Erfolg.
10:62 Πράγματι, για τους Αουλιά’ (ευσεβείς πιστούς) του Αλλάχ, δε θα υπάρχει φόβος (για την τιμωρία του Αλλάχ την Ημέρα της Κρίσεως), ούτε θα λυπηθούν (για οτιδήποτε παραμέλησαν από τις εγκόσμιες απολαύσεις).
10:63 Οι οποίοι είναι αυτοί που πιστεύουν και φυλάσσονται από την τιμωρία του Αλλάχ (τηρώντας τις εντολές Του και απέχοντας από τις απαγορεύσεις Του).
10:64 Γι' αυτούς υπάρχουν τα χαρμόσυνα νέα στην εγκόσμια ζωή και στη Μέλλουσα Ζωή. Δεν υπάρχει αλλαγή στα Λόγια (ή στην υπόσχεση) του Αλλάχ. Πράγματι, αυτή είναι η μεγάλη επιτυχία.
10:62 सुन लो! निःसंदेह अल्लाह के मित्रों को न कोई भय है और न वे शोकाकुल होंगे।
10:63 वे लोग जो ईमान लाए और अल्लाह से डरते थे।

10:64 per quelli c’è una buona notizia in questa vita e nell’Aldilà – non c’è cambiamento nelle parole di Allāh – quello è di certo il più grande trionfo.

What will they think-those who fabricate lies and attribute them to God-on the Day of Resurrection? God is bountiful towards the people, but most of them do not give thanks.
And what think those who invent a lie concerning Allah (will be their plight) upon the Day of Resurrection? Lo! Allah truly is Bountiful toward mankind, but most of them give not thanks
What will those who forge lies against God think on the resurrection day? Verily, God is Lord of grace towards men, but most of them do not give thanks
But what on the day of Resurrection will be the thought of those who invent a lie on the part of God? Truly God is full of bounties to man; but most of them give not thanks
But what will be the opinion of those who devise a lie concerning God, on the day of the resurrection? Verily God is indued with beneficence towards mankind; but the greater part of them do not give thanks
وَمَا تَكُونُ فِى شَأْنٍ وَمَا تَتْلُوا۟ مِنْهُ مِن قُرْءَانٍ وَلَا تَعْمَلُونَ مِنْ عَمَلٍ إِلَّا كُنَّا عَلَيْكُمْ شُهُودًا إِذْ تُفِيضُونَ فِيهِ وَمَا يَعْزُبُ عَن رَّبِّكَ مِن مِّثْقَالِ ذَرَّةٍ فِى ٱلْأَرْضِ وَلَا فِى ٱلسَّمَآءِ وَلَآ أَصْغَرَ مِن ذَٰلِكَ وَلَآ أَكْبَرَ إِلَّا فِى كِتَٰبٍ مُّبِينٍ

You do not get into any situation, nor do you recite any Quran, nor do you do anything, but We are watching over you as you undertake it. Not even the weight of an atom, on earth or in the sky, escapes your Lord, nor is there anything smaller or larger, but is in a clear record.
And thou (Muhammad) art not occupied with any business and thou recitest not a Lecture from this (Scripture), and ye (mankind) perform no act, but We are Witness of you when ye are engaged therein. And not an atom's weight in the earth or in the sky escapeth your Lord, nor what is less than that or greater than that, but it is (written) in a clear Book
Nor shalt thou be in any affair, nor shalt thou recite concerning it a Qur'an - nor shall ye do a work, without our being witness against you, when ye are engaged therein: nor does the weight of an atom escape thy Lord in earth or in heaven; nor is there less than that or greater, but it is in the perspicuous Book
Thou shalt not be employed in affairs, nor shalt thou read a text out of the Koran, nor shall ye work any work, but we will be witnesses over you when ye are engaged therein: and not the weight of an atom on Earth or in Heaven escapeth thy Lord; nor is there aught that is less than this or greater, but it is in the perspicuous Book
Thou shalt be engaged in no business, neither shalt thou be employed in meditating on any passage of the Koran; nor shall ye do any action, but We will be witnesses over you, when ye are employed therein. Nor is so much as the weight of an ant hidden from thy Lord, in earth or in heaven: Neither is there any thing lesser than that, or greater, but it is written in the perspicuous book

Certainly, to God belongs everyone in the heavens and everyone on earth. Those who invoke other than God do not follow partners; they follow only assumptions, and they only guess.
Lo! is it not unto Allah that belongeth whosoever is in the heavens and whosoever is in the earth? Those who follow aught instead of Allah follow not (His) partners. They follow only a conjecture, and they do but guess
Is not, verily, whoever is in the heavens and whoever is in the earth God's? What then do they follow who call on associates other than God? Verily, they follow nothing but suspicion, and verily, they are telling naught but lies
Is not whoever is in the Heavens and the Earth subject to God? What then do they follow who, beside God, call upon deities they have joined with Him? They follow but a conceit, and they are but liars
Is not whoever dwelleth in heaven and on earth, subject unto God? What therefore do they follow, who invoke idols, besides God? They follow nothing but a vain opinion; and they only utter lies

ვუბრძანეთ: «დაეშვით იქიდან (სამოთხიდან) ყველა ერთიანად! ვინც გაჰყვება ჩემგან ნაჩვენებ ჭეშმარიტ გზას მაშინ, როცა სწორი გზის მაჩვენებელი მოგევლინებათ, – მათთვის არც შიში იქნება, და არც დამწუხრდებიან».
Wir sagten: „Geht alle hinunter von ihm (also dem Paradiesgarten). Wenn euch nun von Mir Rechtleitung zukommt, dann soll über diejenigen, die Meiner Rechtleitung folgen, keine Furcht kommen, noch sollen sie traurig sein.“
Είπαμε: «Κατεβείτε απ' αυτό το μέρος (τον Παράδεισο), όλοι σας. Και όταν η καθοδήγηση έλθει σ' εσάς από Μένα (μέσω των αποστόλων Μου), όποιοι ακολουθήσουν την καθοδήγησή Μου, δεν θα υπάρξει φόβος γι' αυτούς (για την τιμωρία του Αλλάχ την Ημέρα της Κρίσεως), ούτε θα λυπηθούν (για οτιδήποτε παραμέλησαν από τις εγκόσμιες απολαύσεις).
हमने कहा : सब के सब इससे उतर जाओ। फिर यदि तुम्हारे पास मेरी ओर से कोई मार्गदर्शन आए, तो जिसने मेरे मार्गदर्शन का पालन किया, तो उनपर न कोई डर है और न वे शोकाकुल होंगे।

Dedik ki: "Hepiniz oradan (Cennet'ten) inin.Tarafımdan size bir yol gösterici gelir de kim ona uyarsa, onlar için hiçbir korku yoktur ve onlar üzülmeyeceklerdir."
ہم نے کہا تم سب یہاں سے چلے جاؤ، جب کبھی تمہارے پاس میری ہدایت پہنچے تو اس کی تابعداری کرنے والوں پر کوئی خوف وغم نہیں۔

DIN 31635faʾazallahumā š-šayṭānu ʿanhā faʾaḫraǧahumā mimmā kānā fīhi waqulnā hbiṭū baʿḍukum libaʿḍin ʿaduwwun walakum fī l-ʾarḍi mustaqarrun wamatāʿun ʾilā ḥīnin
But Satan caused them to slip from it, and caused them to depart the state they were in. We said, "Go down, some of you enemies of one another. And you will have residence on earth, and enjoyment for a while."
But Satan caused them to deflect therefrom and expelled them from the (happy) state in which they were; and We said: Fall down, one of you a foe unto the other! There shall be for you on earth a habitation and provision for a time
And Satan made them backslide therefrom and drove them out from what they were in, and we said, 'Go down, one of you the enemy of the other, and in the earth there is an abode and a provision for a time
But Satan made them slip from it, and caused their banishment from the place in which they were. And we said, "Get ye down, the one of you an enemy to the other: and there shall be for you in the earth a dwelling-place, and a provision for a time
But Satan caused them to forfeit paradise, and turned them out of the state of happiness wherein they had been; whereupon We said, get ye down, the one of you an enemy unto the other, and there shall be a dwelling place for you in earth, and a provision for a season
فَتَلَقَّىٰٓ ءَادَمُ مِن رَّبِّهِۦ كَلِمَٰتٍ فَتَابَ عَلَيْهِ إِنَّهُۥ هُوَ ٱلتَّوَّابُ ٱلرَّحِيمُ

Then Adam received words from his Lord, so He relented towards him. He is the Relenting, the Merciful.
Then Adam received from his Lord words (of revelation), and He relented toward him. Lo! He is the relenting, the Merciful
And Adam caught certain words from his Lord, and He turned towards him, for He is the compassionate one easily turned
And words of prayer learned Adam from his Lord: and God turned to him; for He loveth to turn, the Merciful
And Adam learned words of prayer from his Lord, and God turned unto him, for He is easy to be reconciled and merciful

وَٱلَّذِينَ كَفَرُوا۟ وَكَذَّبُوا۟ بِـَٔايَٰتِنَآ أُو۟لَٰٓئِكَ أَصْحَٰبُ ٱلنَّارِ هُمْ فِيهَا خَٰلِدُونَ

But they who disbelieve, and deny Our revelations, such are rightful Peoples of the Fire. They will abide therein
But those who misbelieve, and call our signs lies, they are the fellows of the Fire, they shall dwell therein for aye
But they who shall not believe, and treat our signs as false-hoods, these shall be inmates of the fire; in it shall they remain for ever
but they who shall be unbelievers, and accuse our signs of falsehood, they shall be the companions of hell fire, therein shall they remain for ever
يَٰبَنِىٓ إِسْرَٰٓءِيلَ ٱذْكُرُوا۟ نِعْمَتِىَ ٱلَّتِىٓ أَنْعَمْتُ عَلَيْكُمْ وَأَوْفُوا۟ بِعَهْدِىٓ أُوفِ بِعَهْدِكُمْ وَإِيَّٰىَ فَٱرْهَبُونِ
Easy-read (simplified)yaa banee israa'eela dhkuroo ni'matiya llatee an'amtu 'alaykum wa'awfoo bi'ahdee oofi bi'ahdikum wa'iyyaaya farhaboon

O Children of Israel! Remember My blessings which I bestowed upon you, and fulfill your pledge to Me, and I will fulfill My pledge to you, and fear Me.
O Children of Israel! Remember My favour wherewith I favoured you, and fulfil your (part of the) covenant, I shall fulfil My (part of the) covenant, and fear Me
O ye children of Israel! remember my favours which I have favoured you with; fulfil my covenant and I will fulfil your covenant; me therefore dread
O children of Israel! remember my favour wherewith I shewed favour upon you, and be true to your covenant with me; I will be true to my covenant with you; me therefore, revere me
O children of Israel, remember my favour wherewith I have favoured you; and perform your covenant with me, and I will perform my covenant with you; and revere me

We inspired the mother of Moses: "Nurse him; then, when you fear for him, cast him into the river, and do not fear, nor grieve; We will return him to you, and make him one of the messengers."

And we said by revelation to the mother of Moses, "Give him suck; and if thou fearest for him, launch him on the sea; and fear not, neither fret; for we will restore him to thee, and make him one of the apostles

I Mi nadahnusmo Musaovu majku: “Doji ga, a kad se uplašiš za njegov život, baci ga u rijeku, i ne strahuj i ne tuguj, Mi ćemo ti ga, doista, vratiti i poslanikom ga učiniti.”

და ჩვენ შთავაგონეთ მუსას დედას [როცა ის დაიბადა]: «(მშვიდად) აწოვე მას [შენს შვილს] ძუძუ, ხოლო როცა შეგეშინდება მის გამო [რომ შეიძლება ფარაონის ხალხმა მოკლას], მაშინ [ჩადე ის კიდობანში და] ჩააგდე ის წყალში [ნილოსში] და არ შეგეშინდეს, და არ დამწუხრდე! უეჭველად, ჩვენ დაგიბრუნებთ მას და ვჰქმით მას ერთ-ერთ მოციქულთაგან.
Und Wir gaben der Mutter Musas ein: „Stille ihn. Und wenn du um ihn fürchtest, dann setze ihn in den Fluss und fürchte dich nicht und sei nicht traurig. Wir werden ihn dir gewiss zurückbringen und ihn zu einem der Gesandten machen.“
Εμπνεύσαμε τη μητέρα του Μωυσή: «Θήλασέ τον, αλλά όταν φοβάσαι γι' αυτόν (από να τον σκοτώσει ο Φαραώ), βάλ' τον (σε ένα καλάθι) στο νερό [στο ποτάμι], και μη φοβάσαι, ούτε να λυπάσαι (ότι θα είναι μακριά σου). Πράγματι, θα τον επιστρέψουμε σε σένα, και θα τον κάνουμε έναν από τους Αγγελιαφόρους.»
और हमने मूसा की माँ की ओर वह़्य की[3] कि उसे दूध पिला, फिर जब तुझे उसके बारे में भय हो, तो उसे दरिया में डाल दे और न डर और न शोक कर। निःसंदेह हम उसे तेरी ओर वापस लाने वाले हैं और उसे रसूलों में से बनाने वाले हैं।
E abbiamo ispirato alla madre di Mūsā: «Allattalo, e se dovessi temere per lui, gettalo nel fiume e non avere paura e non rattristarti: in verità Noi te lo restituiremo e ne faremo uno tra i Messaggeri».
7. Ir Mes įkvėpėme Mūsos (Mozės) motiną (sakydami): „Žindyk jį [Mūsą (Mozę)], tačiau kai bijosi dėl jo, tada įmesk jį į upę ir nesibaimink, nei liūdėk. Iš tiesų, Mes grąžinsime jį tau ir padarysime jį vienu iš (Mūsų) Pasiuntinių.“

Till Moses mor ingav vi: ”Amma honom, men när du börjar frukta för honom [ska du lägga honom i en korg och] placera den i floden. Var inte rädd och sörj inte; vi ska återföra honom till dig och göra honom till ett av våra sändebud.”

And we were minded to shew favour to those who were brought low in the land, and to make them spiritual chiefs, and to make them Pharaoh's heirs
And We were minded to be gracious unto those who were weakened in the land, and to make them models of religion; and to make them the heirs of the wealth of Pharaoh and his people
وَنُمَكِّنَ لَهُمْ فِى ٱلْأَرْضِ وَنُرِىَ فِرْعَوْنَ وَهَٰمَٰنَ وَجُنُودَهُمَا مِنْهُم مَّا كَانُوا۟ يَحْذَرُونَ

And the wife of Pharaoh said: (He will be) a consolation for me and for thee. Kill him not. Peradventure he may be of use to us, or we may choose him for a son. And they perceived not
And Pharaoh's wife said, 'He is a cheering of the eye to me, and to thee. Kill him not; it may be that he will profit us, or that we may take him for a son;' for they did not perceive
And Pharaoh's wife said, "Joy of the eye to me and thee! put him not to death: haply he will be useful to us, or we may adopt him as a son." But they knew not what they did
And the wife of Pharaoh said, this child is a delight of the eye to me, and to thee: Kill him not; peradventure it may happen that he may be serviceable unto us; or we may adopt him for our son. And they perceived not the consequence of what they were doing

Cast forth then what is in thy right hand: it shall swallow up what they have produced: they have only produced the deceit of an enchanter: and come where he may, ill shall an enchanter fare

Read across the four public-domain translations - Sale 1734, Rodwell 1861, Palmer 1880, Pickthall 1930 - of 3:175, 41:30-31, 10:62-64, 2:38, 28:7, 20:67-68, in full, and nothing else. This study consults no , no , no occasion of revelation and no biography, because none is yet available in an edition whose usage rights can be verified. Itani 2012, the fifth translation shown with these verses, was not consulted for this study.
How this set was arrived at. The verses were found by a word search of the four public-domain translations, using terms chosen by the editor and listed here as they were searched - no + fear + come + upon + them + neither + grieve; fear + not + nor + grieve; friends + god + no + fear; fear + me + if + ye + believers. The search was a way of finding passages, not a judgement about what they mean: that several translators chose the same English word is not evidence about the Arabic. A different choice of terms gives a different set.
What was returned and not carried. 14 verse(s) the search qualified are recorded as not carried with a reason each, rather than silently discarded: 2:62 - the formula in a passage about salvation - it belongs to the study What does the Qur'an say about salvation for other faiths?; 2:112 - near-identical formula; 2:262 - the formula attached to charity; 2:274 - the same; 2:277 - the same; 3:28 - matched incidentally; 3:170 - carried by What does the Qur'an say about martyrs after death?; 5:69 - near-identical to 2:62; 6:48 - near-identical; 7:35 - near-identical; 7:49 - spoken in the Garden; 29:33 - near-identical to 20:67-68 in function; 39:61 - near-identical; 46:13 - near-identical to 41:30, which is kept with its second verse.
