God instructs you to give back things entrusted to you to their owners. And when you judge between people, judge with justice. God's instructions to you are excellent. God is All-Hearing, All-Seeing.
What does the Qur'an say about a just ruler and just governance?
Key findingsEditorial
One finding for each passage this study carries, in the order the study reads them. Each is the reason that passage was signed into the study, in full and unedited - including, where the renderings disagree, the disagreement.
- 01 4:58 God commandeth you that ye restore deposits to their owners, and, IF YE JUDGE BETWEEN MANKIND, THAT YE JUDGE JUSTLY. In because it is the plainest command to whoever decides, and it joins judging to keeping a trust. ALSO CARRIED by What does the Qur'an say about public office as a trust?, with a different reason there.
- 02 38:26 O David, We have set thee as a viceroy in the earth; therefor JUDGE ARIGHT BETWEEN MANKIND, and FOLLOW NOT DESIRE that it beguile thee from the way of God. In because it is the one place a named ruler is given the office and the standard together, and because the danger identified is his own appetite.
- 03 4:135 Be ye staunch in justice, witnesses for God, even though it be against yourselves or your parents or your kindred, whether the case be of a rich man or a poor man. In because it removes wealth and poverty as grounds either way. DECLARED DUAL-PLACEMENT from the study What does the Qur'an say about justice - even against yourself?
- 04 5:42 If then they have recourse unto thee, judge between them or disclaim jurisdiction... AND IF THOU JUDGEST, JUDGE BETWEEN THEM WITH EQUITY. Lo, God loveth the equitable. In because it permits declining a case and then binds the one who takes it.
- 05 5:8 Be steadfast witnesses for God in equity, and LET NOT HATRED OF ANY PEOPLE SEDUCE YOU that ye deal not justly. Deal justly, that is nearer to your duty. In because it closes the other exit. DECLARED DUAL-PLACEMENT from What does the Qur'an say about justice toward non-Muslims?
- 06 38:22–24 They said: be not afraid! Two litigants... judge aright between us and be not unjust... And David guessed that We had tried him, and he sought forgiveness of his Lord. In as ONE PASSAGE because it is the only scene in the Qur'an of a ruler judging badly and realising it - the two litigants come to him, he decides before hearing the second, and the passage ends in his repentance.
In plain wordsEditorial written by the editors, not a translation
Six passages, and the most useful thing in them is a scene in which a ruler gets it wrong.
38:22-24 is that scene. Two litigants climb into David's private chamber. One states his case - a man with ninety-nine ewes who wants his brother's one. David gives judgment immediately: he has wronged you. And then the passage says David GUESSED THAT WE HAD TRIED HIM, and he sought forgiveness and fell down bowing. He had decided before hearing the second party. The Qur'an's fullest treatment of judging is a prophet-king failing at it.
38:26 gives him the standard afterwards, and names the specific danger: judge aright between mankind, and FOLLOW NOT DESIRE, that it beguile thee from the way of God. What corrupts a ruler in this verse is not bribery but wanting something.
4:58 is the general command and it is joined to trusts - restore deposits to their owners, AND if you judge, judge justly. The two duties are one sentence, which is why What does the Qur'an say about public office as a trust? carries the same verse.
5:42 is procedurally interesting: a judge may DECLINE a case. But if he takes it, he is bound to equity.
The two verses that close the exits are carried here as declared dual-placements: 4:135 removes rich and poor as grounds for leaning, and 5:8 removes hatred of a people.
What is not here is a constitution. There is no verse on how a ruler is chosen, how long he serves, or what removes him. Consultation is taken up by the study What does the Qur'an say about consultation (shura) in decisions?, which found the text equally sparse.
Scope of this study
This platform shows the verse, its easy-read line, its translations, a plain-words reading, and each verse among its neighbours. It does not supply occasion of revelation, interpretation (tafsir) or history, and it never invents them.
What this study does not answer, and which source would be needed. It does not say on what occasion any of these verses was given: this study holds no source whose usage rights can be verified. It does not report how any commentator has read them: this study holds no either - the Arabic of , and is public domain by age, but no English edition with verifiable usage rights exists. And it offers no academic-historical reading: this study holds no such scholarship. Each of those is an absence with a named cause, not an omission.
What this rests on
Opens with 4:58, widening across 6 passages in all.
Easy-read is a simplified pronunciation, not authoritative — a rule-by-rule romanisation, not a reading. Each verse ends in its pause form, as it is said when you stop there. Pauses inside a verse and other tajwid rules are not shown. It is derived from the Tanzil Simple edition, while the Arabic above is the Uthmani edition; both are cleared, but they are not the same edition and their orthography differs.

Lo! Allah commandeth you that ye restore deposits to their owners, and, if ye judge between mankind, that ye judge justly. Lo! comely is this which Allah admonisheth you. Lo! Allah is ever Hearer, Seer
Verily, God bids you pay your trusts to their owners, and when ye judge between men to judge with justice. Verily, God, excellent is what He admonishes you with; verily, God both hears and sees
Verily, God enjoineth you to give back your trusts to their owners, and when ye judge between men, to judge with fairness. Excellent is the practice to which God exhorteth you. God Heareth, Beholdeth
Moreover God commandeth you to restore what ye are trusted with, to the owners; and when ye judge between men, that ye judge according to equity: And surely an excellent virtue it is to which God exhorteth you; for God both heareth and seeth

Do ye not see those who pretend that they believe in what has been revealed to them, and what was revealed before thee; they wish to refer their judgment to Taghut, but they are bidden to disbelieve therein, and Satan wishes to lead them into a remote error

He said, "He has done you wrong by asking your ewe in addition to his ewes. Many partners take advantage of one another, except those who believe and do good deeds, but these are so few." David realized that We were testing him, so he sought forgiveness from his Lord, and fell down to his knees, and repented.
(David) said: He hath wronged thee in demanding thine ewe in addition to his ewes, and lo! many partners oppress one another, save such as believe and do good works, and they are few. And David guessed that We had tried him, and he sought forgiveness of his Lord, and he bowed himself and fell down prostrate and repented
Said he, 'He wronged thee in asking for thy ewe in addition to his own ewes. Verily, many associates do injure one another, except those who believe and do what is right, and very few are they!' And he thought that we were trying him; and he asked pardon of his Lord and fell down bowing, and did turn
He said, "Certainly he hath wronged thee in asking for thine ewe to add her to his own ewes: and truly many associates do one another wrong - except those who believe and do the things that are right; and few indeed are they!" And David perceived that we had tried him; so he asked pardon of his Lord, and fell down and bowed himself and repented
David answered, verily he hath wronged thee, in demanding thine ewe as an addition to his own sheep: And many of them who are concerned together in business, wrong one another, except those who believe and do that which is right; but how few are they! And David perceived that We had tried him by this parable, and he asked pardon of his Lord: And he fell down and bowed himself, and repented

O you who believe! Stand firmly for justice, as witnesses to God, even if against yourselves, or your parents, or your relatives. Whether one is rich or poor, God takes care of both. So do not follow your desires, lest you swerve. If you deviate, or turn away-then God is Aware of what you do.

O ye who believe! Be ye staunch in justice, witnesses for Allah, even though it be against yourselves or (your) parents or (your) kindred, whether (the case be of) a rich man or a poor man, for Allah is nearer unto both (them ye are). So follow not passion lest ye lapse (from truth) and if ye lapse or fall away, then lo! Allah is ever Informed of what ye do
O ye who believe! be ye steadfast in justice, witnessing before God though it be against yourselves, or your parents, or your kindred, be it rich or poor, for God is nearer akin than either. Follow not, then, lusts, so as to act partially; but if ye swerve or turn aside, God of what ye do is well aware
O ye who believe! stand fast to justice, when ye bear witness before God, though it be against yourselves, or your parents, or your kindred, whether the party be rich or poor. God is nearer than you to both. Therefore follow not passion, lest ye swerve from truth. And if ye wrest your testimony or stand aloof, God verily is well aware of what ye do
O true believers, observe justice when ye bear witness before God, although it be against your selves, or your parents, or relations; whether the party be rich, or whether he be poor; for God is more worthy than them both: Therefore follow not your own lust in bearing testimony, so that ye swerve from justice. And whether ye wrest your evidence, or decline giving it, God is well acquainted with that which ye do

O Messenger! Do not let those who are quick to disbelief grieve you-from among those who say with their mouths, "We believe," but their hearts do not believe; and from among the Jews-listeners to lies, listeners to other people who did not come to you. They distort words from their places, and they say, "If you are given this, accept it; but if you are not given it, beware." Whomever God has willed to divert, you have nothing for him from God. Those are they whose hearts God does not intend to purify. For them is disgrace in this world, and for them is a great punishment in the Hereafter.
O Messenger! Let not them grieve thee who vie one with another in the race to disbelief, of such as say with their mouths: "We believe," but their hearts believe not, and of the Jews: listeners for the sake of falsehood, listeners on behalf of other folk who come not unto thee, changing words from their context and saying: If this be given unto you, receive it, but if this be not given unto you, then beware! They shift the words of the law from their places, and say, "If this be brought to you, receive it; but if this be not brought to you, then beware of it." For him whom God would mislead, thou canst in no wise prevail with God! They whose hearts God shall not please to cleanse, shall suffer disgrace in this world, and in the next a grievous punishment
O apostle, let not them grieve thee, who hasten to infidelity, either of those who say, we believe, with their mouths, but whose hearts believe not; or of the Jews, who hearken to a lie, and hearken to other people; who come not unto thee: They pervert the words of the law from their true places, and say, if this be brought unto you, receive it; but if it be not brought unto you, beware of receiving ought else; and in behalf of him whom God shall resolve to seduce , thou shalt not prevail with God at all. We have revealed the Torah, wherein is guidance and light. The submissive prophets ruled the Jews according to it, so did the rabbis and the scholars, as they were required to protect God's Book, and were witnesses to it. So do not fear people, but fear Me. And do not sell My revelations for a cheap price. Those who do not rule according to what God revealed are the unbelievers.
Lo! We did reveal the Torah, wherein is guidance and a light, by which the prophets who surrendered (unto Allah) judged the Jews, and the rabbis and the priests (judged) by such of Allah's Scripture as they were bidden to observe, and thereunto were they witnesses. So fear not mankind, but fear Me. And My revelations for a little gain. Whoso judgeth not by that which Allah hath revealed: such are disbelievers
Verily, we have revealed the law in which is guidance and light; the prophets who we're resigned did judge thereby those who were Jews, as did the masters and doctors by what they remembered of the Book of God and by what they were witnesses of. Fear not men, but fear me, and sell not my signs for a little price; for whoso will not judge by what God has revealed, these be the misbelievers
Verily, we have sent down the law (Towrat) wherein are guidance and light. By it did the prophets who professed Islam judge the Jews; and the doctors and the teachers judged by that portion of the Book of God, of which they were the keepers and the witnesses. Therefore, O Jews! fear not men but fear Me; and barter not away my signs for a mean price! And whoso will not judge by what God hath sent down - such are the Infidels
We have surely sent down the law, containing direction, and light: Thereby did the prophets, who professed the true religion, judge those who Judaized; and the doctors and priests also judged by the book of God, which had been committed to their custody; and they were witnesses thereof. Therefore fear not men, but fear me; neither sell my signs for a small price. And whoso judgeth not according to what God hath revealed, they are infidels

"This brother of mine has ninety nine ewes, and I have one ewe, and he said, 'Entrust it to me,' and he pressured me with words."
Compare translations (4)
Lo! this my brother hath ninety and nine ewes while I had one ewe; and he said: Entrust it to me, and he conquered me in speech
Verily, this is my brother: he had ninety-nine ewes and I had one ewe; and he said, "Give her over to my charge;" and he overcame me in the discourse
Now this my brother had ninety and nine ewes, and I had but a single ewe; and he said, make me her keeper. And he over-persuaded me in the dispute
This my brother had ninety and nine sheep; and I had only one ewe: And he said, give her me to keep; and he prevailed against me in the discourse which we had together

38:22 Walipomuingilia Daudi, naye akawaogopa. Wakasema: Usiogope!

So We forgave him that; and lo! he had access to Our presence and a happy journey's end
and we pardoned him; for, verily, he has a near approach to us and an excellent resort
So we forgave him that his sin; and truly he shall have a high rank with Us, and an excellent retreat in Paradise
Wherefore We forgave him this fault; and he shall be admitted to approach near unto us, and shall have an excellent place of abode in paradise

"O David, We made you a ruler in the land, so judge between the people with justice, and do not follow desire, lest it diverts you from God's path. Those who stray from God's path will have a painful punishment, for having ignored the Day of Account."
(And it was said unto him): O David! Lo! We have set thee as a viceroy in the earth; therefor judge aright between mankind, and follow not desire that it beguile thee from the way of Allah. Lo! those who wander from the way of Allah have an awful doom, forasmuch as they forgot the Day of Reckoning
O David! verily, we have made thee a vicegerent, judge then between men with truth and follow not lust, for it will lead thee astray from the path of god. Verily, those who go astray from the path of God, for them is keen torment, for that they did forget the day of reckoning
O David! verily we have made thee our vicegerent upon earth. Judge therefore between men with truth, and follow not thy passions, lest they cause thee to err from the way of God. For they who err from the way of God shall meet with a grievous chastisement, for that they have forgotten the day of reckoning
O David, verily We have appointed thee a sovereign prince in the earth: Judge therefore between men with truth; and follow not thy own lust, lest it cause thee to err from the way of God: For those who err from the way of God, shall suffer a severe punishment, because they have forgotten the day of account

Read across the four public-domain translations - Sale 1734, Rodwell 1861, Palmer 1880, Pickthall 1930 - of 4:58, 38:26, 4:135, 5:42, 5:8, 38:22-24, in full, and nothing else. This study consults no , no , no occasion of revelation and no biography, because none is yet available in an edition whose usage rights can be verified. Itani 2012, the fifth translation shown with these verses, was not consulted for this study.
How this set was arrived at. The verses were found by a word search of the four public-domain translations, using terms chosen by the editor and listed here as they were searched - judge + between + men + justly; judge + with + justice; judge + by + that + which + god + revealed; rule + justly; david + judge + between. The search was a way of finding passages, not a judgement about what they mean: that several translators chose the same English word is not evidence about the Arabic. A different choice of terms gives a different set.
What was returned and not carried. 9 verse(s) the search qualified are recorded as not carried with a reason each, rather than silently discarded: 2:213 - the origin of revelation; 2:282 - carried by What does the Qur'an say about writing down debts and contracts?; 4:105 - on-topic; not carried because its occasion is a specific accusation; 5:44 - it belongs to the separate question of judging by revelation, not answered here; 5:45 - carried by What does the Qur'an say about retaliation and its limits (qisas)?; 5:47 - the same as 5:44; 5:48 - revelation; 5:49 - the same; 34:26 - divine judgment.
Verses carried by more than one study. Some passages here also serve another study. Each carries its own reason in each place, and the reason states where else it appears.
Where the translations part company, named rather than resolved. How differently the translations word each verse is shown on that verse's page, and the study names the differences it turns on rather than choosing between them.
