What does the Qur'an say about justice toward non-Muslims?

Key findingsEditorial

One finding for each passage this study carries, in the order the study reads them. Each is the reason that passage was signed into the study, in full and unedited - including, where the renderings disagree, the disagreement.

  1. 01 60:8–9 GOD FORBIDDETH YOU NOT THOSE WHO WARRED NOT AGAINST YOU ON ACCOUNT OF RELIGION AND DROVE YOU NOT OUT FROM YOUR HOMES, THAT YE SHOULD SHOW THEM KINDNESS AND DEAL JUSTLY WITH THEM. Lo, God loveth the just dealers. God forbiddeth you only those who warred against you on account of religion and have driven you out and helped to drive you out, that ye make friends of them. In as ONE PASSAGE because the two verses are one ruling with two halves - what is permitted and what is not - and the line between them is conduct, not creed.
  2. 02 5:8 Be steadfast witnesses for God in equity, and LET NOT HATRED OF ANY PEOPLE SEDUCE YOU THAT YE DEAL NOT JUSTLY. DEAL JUSTLY: THAT IS NEARER TO YOUR DUTY. In because it forbids exactly the failure this question is about, and it does so in a verse addressed to believers about their enemies. ALSO CARRIED by What does the Qur'an say about a just ruler and just governance? and by the study What does the Qur'an say about justice - even against yourself?, each with its own reason.
  3. 03 5:2 And let not your hatred of a folk who once stopped your going to the Inviolable Place of Worship SEDUCE YOU TO TRANSGRESS; but help ye one another unto righteousness and pious duty. Help not one another unto sin and transgression. In because it names a specific historical grievance and forbids letting it license transgression - the same rule as 5:8, with the grievance named.
  4. 04 4:135 Be ye staunch in justice, witnesses for God, EVEN THOUGH IT BE AGAINST YOURSELVES or your parents or your kindred. In because the standard is stated without any religious qualification on either side. DECLARED DUAL-PLACEMENT from the study What does the Qur'an say about justice - even against yourself?
  5. 05 6:108 REVILE NOT THOSE UNTO WHOM THEY PRAY BESIDE GOD, lest they wrongfully revile God through ignorance. In because it restrains speech about others' worship, and the reason given is consequential rather than doctrinal.
In plain wordsEditorial written by the editors, not a translation

Written by the editors. Not a translation, and not a source. It is an editorial restatement of the verses in this study and carries their name because someone has to answer for it.

The Qur'an's clearest statement on this is 60:8-9, and it should be read as one ruling in two halves.

The first half: GOD DOES NOT FORBID YOU, as regards those who did not fight you over religion and did not drive you from your homes, THAT YOU SHOULD DEAL KINDLY AND JUSTLY WITH THEM. And then: "Allah loveth the just dealers" (Pickthall).

The second half names the exception, and it is worth reading for what it does NOT say. God forbids you only those WHO FOUGHT YOU OVER RELIGION AND DROVE YOU OUT AND SUPPORTED YOUR EXPULSION - that you take them as friends. The category excluded is defined entirely by what people did, not by what they believe. Two people of the same religion fall on opposite sides of that line depending on their conduct.

5:8 and 5:2 both forbid the specific failure this question anticipates: letting hatred of a people push you into injustice. 5:2 is the sharper of the two because it names the grievance - a folk who had barred them from the Sacred Mosque - and still says: let it not seduce you to transgress.

6:108 extends the restraint to speech: DO NOT REVILE what they pray to. The reason offered is practical - lest they revile God in return, in ignorance - rather than a claim that the other worship deserves respect. The text is careful, and this study will not overstate it.

4:135's standard is carried here because it contains no religious qualifier at all.

Other verses in the same book are read against these, and this study does not stand in place of them. The studies Does the Qur'an forbid befriending non-Muslims?, Does the Qur'an tell Muslims to kill unbelievers wherever they find them?, Does the Qur'an call for holy war? and Does the Qur'an say non-Muslims are condemned to hell? carry that material; a reader who wants the whole picture needs them beside this one, not instead of it.

not a scholar — what this signature means

I am not a scholar, and nothing here asks you to treat me as one. The plain words on this site are my restatement of what the five translations shown above say, together with counts derived from the text itself — nothing more. I sign them so that a named person is accountable for every sentence, not so you'll take my word for anything. The authority on this page is the text and its translators. If my words don't match theirs, mine are the ones that are wrong.

Scope of this study

This platform shows the verse, its easy-read line, its translations, a plain-words reading, and each verse among its neighbours. It does not supply occasion of revelation, interpretation (tafsir) or history, and it never invents them.

What this study does not answer, and which source would be needed. It does not say on what occasion any of these verses was given: this study holds no source whose usage rights can be verified. It does not report how any commentator has read them: this study holds no either - the Arabic of , and is public domain by age, but no English edition with verifiable usage rights exists. And it offers no academic-historical reading: this study holds no such scholarship. Each of those is an absence with a named cause, not an omission.

What this rests on

Opens with 60:8–9, widening across 5 passages in all.

Easy-read is a simplified pronunciation, not authoritative — a rule-by-rule romanisation, not a reading. Each verse ends in its pause form, as it is said when you stop there. Pauses inside a verse and other tajwid rules are not shown. It is derived from the Tanzil Simple edition, while the Arabic above is the Uthmani edition; both are cleared, but they are not the same edition and their orthography differs.

The versesSource fact 5 passages, each with every cleared translation

5 passages, chosen for this question and signed as part of it. Each carries the reason it is here, and each renders in full: the Arabic, then every cleared translation of that verse under its translator's name.

Each verse opens on the translation that comes first in the site's fixed order, which runs from the newest translation to the oldest. The order is not a preference. Open Compare translations on any verse to read the others.

Talal Itani2012 O you who believe! When believing women come to you emigrating, test them. God is Aware of their faith. And if you find them to be faithful, do not send them back to the unbelievers. They are not lawful for them, nor are they lawful for them. But give them what they have spent. You are not at fault if you marry them, provided you give them their compensation. And do not hold on to ties with unbelieving women, but demand what you have spent, and let them demand what they have spent. This is the rule of God; He rules among you. God is Knowing and Wise.

Mohammed Marmaduke William Pickthall1930 O ye who believe! When believing women come unto you as fugitives, examine them. Allah is Best Aware of their faith. Then, if ye know them for true believers, send them not back unto the disbelievers. They are not lawful for them (the disbelievers), nor are they (the disbelievers) lawful for them. And give them (the disbelievers) that which they have spent (upon them). And it is no sin for you to marry such women when ye have given them their dues. And hold not to the ties of disbelieving women; and ask for (the return of) that which ye have spent; and let them (the disbelievers) ask for that which they have spent. That is the judgment of Allah. He judgeth between you. Allah is Knower, Wise

Edward Henry Palmer1880 O ye who believe! when there come believing women who have fled, then try them: God knows their faith. If ye know them to be believers do not send them back to the misbelievers;- they are not lawful for them, nor are the men lawful for these; - but give them what they have expended, and it shall be no crime against you that ye marry them, when ye have given them their hire. And do not ye retain a right over misbelieving women; but ask for what ye have spent, and let them ask for what they have spent. That is God's judgment: He judges between you, for God is knowing, wise

John Medows Rodwell1861 O Believers! when believing women come over to you as refugees (Mohadjers), then make TRIAL of them. God best knoweth their faith; but if ye have also ascertained their faith, let them not go back to the infidels; they are not lawful for them, nor are the unbelievers lawful for these women. But give them back what they have spent for their dowers. No crime shall it be in you to marry them, provided ye give them their dowers. Do not retain any right in the infidel women, but demand back what you have spent for their dowers, and let the unbelievers demand back what they have spent for their wives. This is the ordinance of God which He ordaineth among you: and God is Knowing, Wise

George Sale1734 O true believers, when believing women come unto you as refugees, try them: God well knoweth their faith. And if ye know them to be true believers, send them not back to the infidels: They are not lawful for the unbelievers to have in marriage; neither are the unbelievers lawful for them. But give their unbelieving husbands what they shall have expended for their dowers. Nor shall it be any crime in you if ye marry them, provided ye give them their dowries. And retain not the patronage of the unbelieving women: But demand back that which ye have expended for the dowry of such of your wives as go over to the unbelievers; and let them demand back that which they have expended for the dowry of those who come over to you. This is the judgment of God, which He establisheth among you: And God is knowing and wise

Mohammed Marmaduke William Pickthall1930 And if any of your wives have gone from you unto the disbelievers and afterward ye have your turn (of triumph), then give unto those whose wives have gone the like of that which they have spent, and keep your duty to Allah in Whom ye are believers

Edward Henry Palmer1880 And if any of your wives escape from you to the misbelievers, and your turn comes, then give to those whose wives have gone away the like of what they have spent; and fear God, in whom it is that ye believe

John Medows Rodwell1861 And if any of your wives escape from you to the Infidels from whom ye afterwards take any spoil, then give to those whose wives shall have fled away, the like of what they shall have spent for their dowers; and fear God in whom ye believe

George Sale1734 If any of your wives escape from you to the unbelievers, and ye have your turn by the coming over of any of the unbelievers wives to you; give unto those believers whose wives shall have gone away, out of the dowries of the latter, so much as they shall have expended for the dowers of the former: And fear God, in whom ye believe

The bismillah is delivered as a separate `bismillah` attribute on ayah 1 and is NOT fused into the ayah text. 112 surahs carry one: every surah except al-Fatiha, where the bismillah is ayah 1:1 itself, and at-Tawba, which has none. Talal Itani2012 O you who believe! When you rise to pray, wash your faces and your hands and arms to the elbows, and wipe your heads, and your feet to the ankles. If you had intercourse, then purify yourselves. If you are ill, or travelling, or one of you returns from the toilet, or you had contact with women, and could not find water, then use some clean sand and wipe your faces and hands with it. God does not intend to burden you, but He intends to purify you, and to complete His blessing upon you, that you may be thankful.

Mohammed Marmaduke William Pickthall1930 O ye who believe! When ye rise up for prayer, wash you faces, and your hands up to the elbows, and lightly rub your heads and (wash) your feet up to the ankles. And if ye are unclean, purify yourselves. And if ye are sick or on a journey, or one of you cometh from the closet, or ye have had contact with women, and ye find not water, then go to clean, high ground and rub your faces and your hands with some of it. Allah would not place a burden on you, but He would purify you and would perfect His grace upon you, that ye may give thanks

Edward Henry Palmer1880 O ye who believe! when ye rise up to prayer wash your faces, and your hands as far as the elbows, and wipe - your heads, and your feet down to the ankles. And if ye are polluted, then purify yourselves. But if ye are sick, or on a journey, or if one of you comes from the privy, or if ye have touched women and cannot find water, then take fine surface sand and wipe your faces and your hands therewith. God does not wish to make any hindrance for you; but he wishes to purify you and to fulfill his favour upon you; haply ye may give thanks

John Medows Rodwell1861 O Believers! when ye address yourselves to prayer, wash your faces, and your hands up to the elbow, and wipe your heads, and your feet to the ankles. And if ye have become unclean, then purify yourselves. But if ye are sick, or on a journey, or if one of you come from the place of retirement, or if ye have touched women, and ye find no water, then take clean sand and rub your faces and your hands with it. God desireth not to lay a burden upon you, but he desireth to purify you, and He would fill up the measure of His favour upon you, that ye may be grateful

George Sale1734 O true believers, when ye prepare your selves to pray, wash your faces, and your hands unto the elbows; and rub your heads, and your feet unto the ancles; and if ye be polluted by having lain with a woman, wash your selves all over. But if ye be sick, or on a journey, or any of you cometh from the privy, or if ye have touched women, and ye find no water, take fine clean sand, and rub your faces and your hands therewith; God would not put a difficulty upon you; but he desireth to purify you, and to complete his favour upon you, that ye may give thanks

O you who believe! Do not violate God's sacraments, nor the Sacred Month, nor the offerings, nor the garlanded, nor those heading for the Sacred House seeking blessings from their Lord and approval. When you have left the pilgrim sanctity, you may hunt. And let not the hatred of people who barred you from the Sacred Mosque incite you to aggression. And cooperate with one another in virtuous conduct and conscience, and do not cooperate with one another in sin and hostility. And fear God. God is severe in punishment.

Mohammed Marmaduke William Pickthall published 1930

O ye who believe! Profane not Allah's monuments nor the Sacred Month nor the offerings nor the garlands, nor those repairing to the Sacred House, seeking the grace and pleasure of their Lord. But when ye have left the sacred territory, then go hunting (if ye will). And let not your hatred of a folk who (once) stopped your going to the inviolable place of worship seduce you to transgress; but help ye one another unto righteousness and pious duty. Help not one another unto sin and transgression, but keep your duty to Allah. Lo! Allah is severe in punishment

Edward Henry Palmer published 1880

O ye who believe! do not deem the monuments of God to be lawful, nor the sacred month, nor the offering, nor its neck garlands, nor those who sojourn at the sacred house, craving grace from their Lord and His pleasure. But when ye are in lawful state again, then chase; and let not ill-will against the people who turned you from the Sacred Mosque make you transgress; but help one another in righteousness and piety, and do not help one another to sin and enmity; but fear God, - verily, God is keen to punish

John Medows Rodwell published 1861

O Believers! violate neither the rites of God, nor the sacred month Muharram, nor the offering, nor its ornaments, nor those who press on to the sacred house seeking favour from their Lord and his good pleasure in them. But when all is over, then take to the chase: and let not ill will at those who would have kept you from the sacred mosque lead you to transgress, but rather be helpful to one another according to goodness and piety, but be not helpful for evil and malice: and fear ye God. Verily, God is severe in punishing

George Sale published 1734

O true believers, violate not the holy rites of God, nor the sacred month, nor the offering, nor the ornaments hung thereon, nor those who are travelling to the holy house, seeking favour from their Lord, and to please Him. But when ye shall have finished your pilgrimage; then hunt. And let not the malice of some, in that they hindered you from entering the sacred temple, provoke you to transgress, by taking revenge on them in the sacred months. Assist one another according to justice and piety, but assist not one another in injustice and malice: Therefore fear God; for God is severe in punishing

Troende!

Talal Itani2012 Prohibited for you are carrion, blood, the flesh of swine, and animals dedicated to other than God; also the flesh of animals strangled, killed violently, killed by a fall, gored to death, mangled by wild animals-except what you rescue, and animals sacrificed on altars; and the practice of drawing lots. For it is immoral. Today, those who disbelieve have despaired of your religion, so do not fear them, but fear Me. Today I have perfected your religion for you, and have completed My favor upon you, and have approved Islam as a religion for you. But whoever is compelled by hunger, with no intent of wrongdoing-God is Forgiving and Merciful.

Mohammed Marmaduke William Pickthall1930 Forbidden unto you (for food) are carrion and blood and swineflesh, and that which hath been dedicated unto any other than Allah, and the strangled, and the dead through beating, and the dead through falling from a height, and that which hath been killed by (the goring of) horns, and the devoured of wild beasts, saving that which ye make lawful (by the death-stroke), and that which hath been immolated unto idols. And (forbidden is it) that ye swear by the divining arrows. This is an abomination. This day are those who disbelieve in despair of (ever harming) your religion; so fear them not, fear Me! This day have I perfected your religion for you and completed My favour unto you, and have chosen for you as religion al-Islam. Whoso is forced by hunger, not by will, to sin: (for him) lo! Allah is Forgiving, Merciful

Edward Henry Palmer1880 Forbidden to you is that which dies of itself, and blood, and the flesh of swine, and that which is devoted to other than God, and the strangled and the knocked down, and that which falls down, and the gored, and what wild beasts have eaten - except what ye slaughter in time - and what is sacrificed to idols, and dividing carcases by arrows. Today shall those who disbelieve in your religion despair; do ye not then fear them, but fear me - Today is perfected for you your religion, and fulfilled upon you is my favour, and I am pleased for you to have Islam for a religion. But he who is forced by hunger, not inclined willfully to sin, verily, God is forgiving, compassionate

John Medows Rodwell1861 That which dieth of itself, and blood, and swine's flesh, and all that hath been sacrificed under the invocation of any other name than that of God, and the strangled, and the killed by a blow, or by a fall, or by goring, and that which hath been eaten by beasts of prey, unless ye make it clean by giving the death-stroke yourselves, and that which hath been sacrificed on the blocks of stone, is forbidden you: and to make division of the slain by consulting the arrows, is impiety in you. Woe this day on those who forsake your religion! And fear them not, but fear Me. This day have I perfected your religion for you, and have filled up the measure of my favours upon you: and it is my pleasure that Islam be your religion; but whoso without wilful leanings to wrong shall be forced by hunger to transgress, to him, verily, will God be Indulgent, Merciful

George Sale1734 Ye are forbidden to eat that which dieth of it self, and blood, and swine's flesh, and that on which the name of any besides God, hath been invocated; and that which hath been strangled, or killed by a blow, or by a fall, or by the horns of another beast, and that which hath been eaten by a wild beast, except what ye shall kill your selves; and that which hath been sacrificed unto idols. It is likewise unlawful for you to make division by casting lots with arrows. This is an impiety. On this day, wo be unto those who have apostatized from their religion; therefore fear not them, but fear Me. This day have I perfected your religion for you, and have completed my mercy upon you; and I have chosen for you Islam, to be your religion. But whosoever shall be driven by necessity through hunger, to eat of what we have forbidden, not designing to sin, surely God will be indulgent and merciful unto him

You train them according to what God has taught you. So eat from what they catch for you, and pronounce God's name over it. And fear God. God is Swift in reckoning.

Mohammed Marmaduke William Pickthall1930 They ask thee (O Muhammad) what is made lawful for them. Say: (all) good things are made lawful for you. And those beasts and birds of prey which ye have trained as hounds are trained, ye teach them that which Allah taught you; so eat of that which they catch for you and mention Allah's name upon it, and observe your duty to Allah. Lo! Allah is swift to take account

Edward Henry Palmer1880 They will ask thee what is lawful for them? say, 'Lawful for you are good things and what ye have taught beasts of prey (to catch), training them like dogs; - ye teach them as God taught you; - so eat of what they catch for you, and mention the name of God over it, and fear God, for verily, God is swift in reckoning up

John Medows Rodwell1861 They will ask thee what is made lawful for them. Eat, therefore, of what they shall catch for you, and make mention of the name of God over it, and fear God: Verily, Swift is God to reckon

George Sale1734 They will ask thee what is allowed them as lawful to eat? Answer, such things as are good are allowed you; and what ye shall teach animals of prey to catch, training them up for hunting after the manner of dogs, and teaching them according to the skill which God hath taught you. The bismillah is delivered as a separate `bismillah` attribute on ayah 1 and is NOT fused into the ayah text. 112 surahs carry one: every surah except al-Fatiha, where the bismillah is ayah 1:1 itself, and at-Tawba, which has none.

The bismillah is delivered as a separate `bismillah` attribute on ayah 1 and is NOT fused into the ayah text. 112 surahs carry one: every surah except al-Fatiha, where the bismillah is ayah 1:1 itself, and at-Tawba, which has none.

What this study rests on, and what it refusessigned with it5 of the 6 paragraphs signed with this study; the paragraph naming what it does not answer is at the top of the page

The selection above and this account of it are part of what was signed. Where the renderings disagree it says so; where the question runs past what has cleared the rights audit it says that too.

Read across the four public-domain translations - Sale 1734, Rodwell 1861, Palmer 1880, Pickthall 1930 - of 60:8-9, 5:8, 5:2, 4:135, 6:108, in full, and nothing else. This study consults no , no , no occasion of revelation and no biography, because none is yet available in an edition whose usage rights can be verified. Itani 2012, the fifth translation shown with these verses, was not consulted for this study.

How this set was arrived at. The verses were found by a word search of the four public-domain translations, using terms chosen by the editor and listed here as they were searched - god + forbiddeth + you + not; deal + kindly + justly; not + fought + against + you + religion; let + not + hatred + people; stand + out + firmly + justice. The search was a way of finding passages, not a judgement about what they mean: that several translators chose the same English word is not evidence about the Arabic. A different choice of terms gives a different set.

What was returned and not carried. 3 verse(s) the search qualified are recorded as not carried with a reason each, rather than silently discarded: 7:33 - carried by What does the Qur'an say about speaking about God without knowledge?; 8:72 - the subject is mutual protection among the emigrants; 59:7 - the distribution of spoils.

Verses carried by more than one study. Some passages here also serve another study. Each carries its own reason in each place, and the reason states where else it appears.

Where the translations part company, named rather than resolved. How differently the translations word each verse is shown on that verse's page, and the study names the differences it turns on rather than choosing between them.

A report that claims to preserve something the Prophet Muhammad said or did.

A note by the AALAMIN editors. The definition is their own wording, not quoted from a reference work. It follows the platform's standing distinction: the sunnah is the practice, and a hadith is a report claiming to preserve it.

asbab al-nuzul

Accounts of the circumstances in which particular verses of the Qur'an are reported to have been revealed ("occasion of revelation").

A note by the AALAMIN editors. The definition is their own wording, not quoted from a reference work. "Occasion of revelation", in the singular, is the wording the platform's studies use when they say what they rest on.
