"And inscribe for us goodness in this world, and in the Hereafter. We have turned to You." He said, "My punishment-I inflict it upon whomever I will, but My mercy encompasses all things. I will specify it for those who act righteously and practice regular charity, and those who believe in Our signs."
How does the Qur'an hold together God's mercy and His justice?
Key findingsEditorial
One finding for each passage this study carries, in the order the study reads them. Each is the reason that passage was signed into the study, in full and unedited - including, where the renderings disagree, the disagreement.
- 01 7:156 And My mercy embraceth all things. The widest statement of mercy in the set, and it is given inside a passage of judgment - I smite with My punishment whom I will - so the two are already in one sentence before this study puts them there.
- 02 39:53 O My slaves who have been prodigal to their own hurt! Despair not of the mercy of Allah, Who forgiveth ALL SINS. This is here because it is the most unconditional mercy verse in the four renderings and because it is addressed to the worst case, not the best.
- 03 6:12 He hath prescribed for Himself mercy. This is here because the grammar is the argument: mercy is described as something God has bound Himself to, not something He may be persuaded into.
- 04 6:54 Your Lord hath prescribed for Himself mercy, that whoso of you doeth evil through ignorance and repenteth afterward thereof and doeth right, lo! He is Forgiving, Merciful. The same self-binding clause, here with the condition attached - so the reader sees both the unconditioned and the conditioned form of the same phrase.
- 05 99:7–8 And whoso doeth good an atom's weight will see it then; and whoso doeth ill an atom's weight will see it then. In as ONE PASSAGE because the two lines are a matched pair and neither is the verse without the other.
- 06 4:40 Allah wrongeth not even of the weight of an ant. NOTE THE SPLIT: the same Arabic word is rendered ANT by Sale and Pickthall, ATOM by Palmer, and MOTE by Rodwell - and at 99:7 Rodwell and Pickthall both have atom. Four translators, three English words, one word underneath. The study names that and does not choose.
- 07 21:47 And We set a just balance for the Day of Resurrection so that no soul is wronged in aught. Though it be of the weight of a grain of mustard seed, We bring it. This is here because it states justice as a MEASURE rather than as a threat - the smallness of the unit is the point in all three of these verses.
- 08 15:49–50 Announce unto My slaves that verily I am the Forgiving, the Merciful - and that My doom is the dolorous doom. In as ONE PASSAGE because the two sentences are consecutive and the pairing is done by the text itself, not by this study. If there is a single verse-pair that answers the question as posed, it is this one.
In plain wordsEditorial written by the editors, not a translation
The question assumes a problem, and the text does not present one. It puts the two together itself, in the same breath, more than once.
The clearest case is 15:49-50, two consecutive sentences: announce to My servants that I am the Forgiving, the Merciful - AND that My punishment is the painful punishment. No verse in between. Whatever the relation between the two names is, the text is not embarrassed by it.
On the mercy side the language is unusually strong. 7:156 says My mercy embraces all things - and says it inside a passage about punishment. 39:53 tells those who have wronged themselves not to despair of God's mercy, and says He forgives all sins; it is addressed to the worst case rather than the best. And twice - 6:12 and 6:54 - the text uses a construction worth pausing on: He has PRESCRIBED FOR HIMSELF mercy. Mercy is put as something God has bound Himself to. 6:12 gives it unconditioned; 6:54 gives the same phrase with repentance and amendment attached. Both are in the book.
On the justice side the striking thing is the SIZE OF THE UNIT. 99:7-8: whoever does an atom's weight of good will see it, and whoever does an atom's weight of ill will see it. 4:40: God does not wrong by that weight. 21:47: a just balance, and though it be the weight of a grain of mustard seed, We bring it. The insistence is not on severity. It is on nothing being too small to count - which cuts both ways, and is offered as reassurance at least as often as warning.
One thing the reader should see here rather than be told. That tiny unit is a single Arabic word, and the four translators do not render it the same way. At 4:40 Sale and Pickthall have ANT, Palmer has ATOM, Rodwell has MOTE. At 99:7 Sale still has ant while Rodwell has moved to atom. This platform's job is to show you that and not to pick. Nothing in the argument turns on which is right; something in the reading does.
What this study does not do is resolve the two into a system - which name governs, whether mercy overrides judgment or bounds it. That is theology, argued for centuries by named schools, and none of that literature has cleared the rights audit here. The verses are what we can show. They hold the two together without apology, and so does this study.
Scope of this study
This platform shows the verse, its easy-read line, its translations, a plain-words reading, and each verse among its neighbours. It does not supply occasion of revelation, interpretation (tafsir) or history, and it never invents them.
What this study does not answer, and which source would be needed. It does not say on what occasion any of these verses was given: this study holds no source whose usage rights can be verified. It does not report how any commentator has read them: this study holds no either - the Arabic of , and is public domain by age, but no English edition with verifiable usage rights exists. And it offers no academic-historical reading: this study holds no such scholarship. Each of those is an absence with a named cause, not an omission.
What this rests on
Opens with 7:156, widening across 8 passages in all.
Easy-read is a simplified pronunciation, not authoritative — a rule-by-rule romanisation, not a reading. Each verse ends in its pause form, as it is said when you stop there. Pauses inside a verse and other tajwid rules are not shown. It is derived from the Tanzil Simple edition, while the Arabic above is the Uthmani edition; both are cleared, but they are not the same edition and their orthography differs.

Those who follow the Messenger, the Unlettered Prophet, whom they find mentioned in the Torah and the Gospel in their possession. He directs them to righteousness, and deters them from evil, and allows for them all good things, and prohibits for them wickedness, and unloads the burdens and the shackles that are upon them. Those who believe in him, and respect him, and support him, and follow the light that came down with him-these are the successful.
Those who follow the messenger, the Prophet who can neither read nor write, whom they will find described in the Torah and the Gospel (which are) with them. He will enjoin on them that which is right and forbid them that which is wrong. He will make lawful for them all good things and prohibit for them only the foul; and he will relieve them of their burden and the fetters that they used to wear. Then those who believe in him, and honour him, and help him, and follow the light which is sent down with him: they are the successful
who follow the Apostle - the illiterate prophet, whom they find written down with them in the law and the gospel, bidding them what is reasonable and forbidding them what is wrong, and making lawful for them what is good, and making unlawful evil things; and setting down for them their burdens and the yokes which were upon them; - to those who believe in him and aid him and help him and follow the law which has been sent down with him - they shall be the prosperous
Who shall follow the Apostle, the unlettered Prophet - whom they shall find described with them in the Law and Evangel. What is right will he enjoin them, and forbid them what is wrong, and will allow them healthful viands and prohibit the impure, and will ease them of their burden, and of the yokes which were upon them; and those who shall believe in him, and strengthen him, and help him, and follow the light which hath been sent down with him, - these are they with whom it shall be well

But the evils that they earned smote them; and such of these as do wrong, the evils that they earn will smite them; they cannot escape
and there befell them the evil deeds of what they had earned: and those who do wrong of these (Meccans), there shall befall them too the evil deeds of what they had earned, nor shall they frustrate Him

Messengers (of Allah) have been derided before thee, but that whereat they scoffed surrounded such of them as did deride
There have been prophets before thee mocked at, but that encompassed them which the scoffers among them mocked at
Moreover, apostles before thee have been laughed to scorn: but that which they laughed to scorn encompassed the mockers among them
And surely the Messengers have been mocked at before thee, but that which they mocked at encompassed those of them who scoffed at it

God does not commit an atom's weight of injustice; and if there is a good deed, He doubles it, and gives from His Presence a sublime compensation.
Compare translations (4)
Lo! Allah wrongeth not even of the weight of an ant; and if there is a good deed, He will double it and will give (the doer) from His presence an immense reward
Verily, God would not wrong by the weight of an atom; and if it's a good work, He will double it and bring from Himself a mighty hire
God truly will not wrong any one of the weight of a mote; and if there be any good deed, he will repay it doubly; and from his presence shall be given a great recompense
Verily God will not wrong any one even the weight of an ant: And if it be a good action, he will double it, and will recompense it in his sight with a great reward

What this study rests on, and what it refusessigned with it3 of the 4 paragraphs signed with this study; the paragraph naming what it does not answer is at the top of the page
The selection above and this account of it are part of what was signed. Where the renderings disagree it says so; where the question runs past what has cleared the rights audit it says that too.
Read across the four public-domain translations - Sale 1734, Rodwell 1861, Palmer 1880, Pickthall 1930 - of 7:156, 39:53, 6:12, 6:54, 99:7-8, 4:40, 21:47, 15:49-50, in full, and nothing else. This study consults no , no , no occasion of revelation and no biography, because none is yet available in an edition whose usage rights can be verified. Itani 2012, the fifth translation shown with these verses, was not consulted for this study.
How this set was arrived at. The verse set was chosen by the Editor before the study was written, and is NOT a search result. No word search was run, because on this question a word search would have found the wrong verses or missed the point of the passage. Every verse in that set was read in full before use and checked against the claim made for it; a verse whose text did not carry that claim was left out rather than forced.
Where the translations part company, named rather than resolved. How differently the translations word each verse is shown on that verse's page, and the study names the differences it turns on rather than choosing between them.
