The Qur'an answers this question directly and more than once, which is unusual.
17:15 is the principle: AND WE NEVER PUNISH UNTIL WE HAVE SENT A MESSENGER. It comes attached to two other statements in the same verse - that going right or wrong is to one's own account, and that no soul bears another's load.
28:59 applies it to communities and tightens it: never destroyed a township until a messenger was raised in its mother-town RECITING UNTO THEM OUR REVELATIONS. Not merely sent - reciting to them.
4:165 gives the reason messengers were sent at all, and it is remarkable: SO THAT MANKIND MIGHT HAVE NO ARGUMENT AGAINST GOD AFTER THE MESSENGERS. The text names an argument that people would otherwise have had, and describes the sending as the thing that removes it.
20:134 goes further and puts that argument in their mouths as a legitimate complaint: had We destroyed them before it, THEY WOULD HAVE SAID: OUR LORD, IF ONLY THOU HADST SENT US A MESSENGER. The text concedes the objection and describes the sending as forestalling it.
67:8-9 shows the question being asked at the Judgment - CAME THERE UNTO YOU NO WARNER? - and the answer given by those questioned is yes, one came, and we denied him.
And 35:24 makes the universal claim in the past tense: THERE IS NOT A NATION BUT A WARNER HATH PASSED AMONG THEM.
What the text does not do is say what happens to an individual who genuinely never heard. It states the principle, states the purpose, and reports that the warners came. The theological question the tradition built on this is not settled in these verses.

Wer der Rechtleitung folgt, so ist er nur zu seinem eigenen Vorteil rechtgeleitet. Und wer irregeht, so geht er nur zu seinem Nachteil irre. Und keine lasttragende (Seele) nimmt die Last einer anderen auf sich. Und Wir strafen nicht eher, bis Wir einen Gesandten geschickt haben.

And when we desired to destroy a city we bade the opulent ones thereof; and they wrought abomination therein; and its due sentence was pronounced; and we destroyed it with utter destruction

და არ არის შენი უფალი ისეთი, რომ დაღუპოს სოფლები [მათი მცხოვრებნი], სანამ არ წარგზავნიდა მათთან მოციქულს, რომელიც წაუკითხავს მათ ჩვენს სასწაულებს და ჩვენ არ ვართ ისეთნი, რომ დავღუპოთ სოფლები, გარდა იმ შემთხვევისა, როცა მათი მცხოვრებნი იყვნენ უსამართლონი.
Und dein Herr hätte nimmer die Ortschaften vernichtet, bevor Er nicht in ihrer (größten) Mitte einen Gesandten hätte erstehen lassen, der ihnen Unsere Zeichen verliest. Und Wir hätten die Ortschaften nimmer vernichtet, wenn ihre Bewohner nicht ungerecht gewesen wären.
Ο Κύριός σου (ω, Προφήτη) δε θα κατέστρεφε ποτέ τις κωμοπόλεις μέχρι να στείλει πρώτα στην κύρια κωμόπολη ανάμεσά τους, έναν Αγγελιαφόρο που θα τους απαγγέλλει τα Εδάφια Μας. Και δε θα καταστρέφαμε τις κωμοπόλεις, εκτός οι κάτοικοί τους να ήταν άδικοι.

59. Ir niekada jūsų Viešpats nenaikins miestų (gyventojų) kol Jis neatsiųs jų tėvynei Pasiuntinio, recituojančio jiems Mūsų Eilutes. Ir niekada Mes nenaikintume miestų, nebent jų žmonės yra iš Zalimūn (daugiadievių, bloga darančiųjų, netikinčiųjų Allaho Vienumą, engėjų ir tironų).
Rabbiin kee [warra] magaalotaa hanga irra guddoo ishee keessatti ergamaa keeyyattoota keenya isaan irratti dubbisu ergutti kan balleessu hin taane. Nuti (warra) magaalotaa qubattoonni ishee miidhaa hojjattoota ta’anii malee kan balleessinu hin taane.
Твой Господь не губил селений, пока не посылал в главное из них посланника, читающего им Наши аяты. И Мы не губили селений, если только их обитатели не были несправедливы.
А Господар твој никада није насеља уништавао док у њихов главни град посланика не би послао, да им речи и доказе Наше казује. И Ми смо насеља уништавали само онда кад су становници њихови незнанобошци били.
Na Mola wako Mlezi haangamizi miji mpaka ampeleke Mtume katika miji yake mikuu awasomee Ishara zetu. Wala hatuiangamizi miji mpaka watu wake wawe madhalimu.
Din Herre skulle aldrig förinta ett samhälle utan att först ha skickat ett sändebud till deras huvudort för att recitera våra budskap för dem. Och vi förintar endast samhällen vars invånare är djupt orättfärdiga.

And they say, "If we follow the guidance with you, we will be snatched from our land." Did We not establish for them a Safe Sanctuary, to which are brought all kinds of fruits, as provision from Ourselves? But most of them do not know.
And they say: If we were to follow the Guidance with thee we should be torn out of our land. Have We not established for them a sure sanctuary, whereunto the produce of all things is brought (in trade), a provision from Our presence? But most of them know not
And they say, 'If we follow the guidance we shall be snatched away from the land.' Have we not established for them a safe sanctuary, to which are imported the fruits of everything as a provision from us? but most of them do not know
But they say, "If we follow the way in which thou art guided, we shall be driven from our country." But have we not established for them a sacred secure precinct, to which fruits of every kind, our gift for their support, are gathered together? But most of them have no knowledge
The Meccans say, if we follow the same direction with thee, we shall be forcibly expelled our land. Have We not established for them a secure asylum; to which fruits of every sort are brought, as a provision of our bounty? But the greater part of them do not understand
وَكَمْ أَهْلَكْنَا مِن قَرْيَةٍۭ بَطِرَتْ مَعِيشَتَهَا فَتِلْكَ مَسَٰكِنُهُمْ لَمْ تُسْكَن مِّنۢ بَعْدِهِمْ إِلَّا قَلِيلًا وَكُنَّا نَحْنُ ٱلْوَٰرِثِينَ

How many a city have we destroyed that exulted in its means of subsistence? These are their dwellings, never dwelt in after them, except a little; for we were the heirs
And how many cities have we destroyed that flourished in wanton ease! And these their dwellings have not been inhabited since their time save by a few, and it is we who became their heirs
How many cities have We destroyed, whose inhabitants lived in ease and plenty? And these their dwellings are not inhabited after them, unless for a little while; and We were the inheritors of their wealth

Whatever thing ye may be given, it is a provision for this world's life and the adornment thereof; but what is with God is better and more enduring; have ye then no sense
And all that hath been bestowed on you is merely for enjoyment and pomp of this life present: but that which is with God is better and more lasting. Will ye not be wise
The things which are given you, are the provisions of this present life, and the pomp thereof; but that which is with God, is better and more durable: Will ye not therefore understand

Can someone to whom We have made a fine promise-which he will attain-be equal to someone to whom We have given enjoyments in this world, but who will be, on Resurrection Day, among the arraigned?
Is he whom We have promised a fair promise which he will find (true) like him whom We suffer to enjoy awhile the comfort of the life of the world, then on the Day of Resurrection he will be of those arraigned
Is He to whom we have promised a goodly promise, which he shall meet with, like him to whom we have given the enjoyment of the life of this world, and who upon the resurrection day shall be of the arraigned
Shall he then to whom we have promised a goodly promise and who obtaineth it, be as he on whom we have bestowed the enjoyments of this life present, and who on the day of Resurrection shall be brought up for punishment
Shall he then, unto whom We have promised an excellent promise of future happiness, and who shall attain the same, be as he on whom we have bestowed the provision of this present life, and who, on the day of resurrection, shall be one of those who are delivered up to eternal punishment

(და ჩვენ ვუგზავნიდით ადამიანებს) მოციქულებს როგორც მახარობლებს, და როგორც გამაფრთხილებლებს ალლაჰის სასჯელის შესახებ, რათა მოციქულების შემდეგ ადამიანებს აღარ ჰქონოდათ ალლაჰის წინაშე რაიმე გამამართლებელი საბაბი. და ალლაჰი ძლევამოსილი, ბრძენია.
(Wir schickten) Gesandte als Verkünder froher Botschaft und als Überbringer von Warnungen, damit die Menschen nach den Gesandten kein Argument gegen Allah haben. Und Allah ist allmächtig und allweise.
(Αυτούς τους) Αγγελιαφόρους (τους στείλαμε) ως φορείς καλών ειδήσεων, καθώς και προειδοποιητές, έτσι ώστε η ανθρωπότητα να μην έχει καμία δικαιολογία απέναντι στον Αλλάχ αφότου (ο Αλλάχ έστειλε) τους Αγγελιαφόρους. Και ο Αλλάχ είναι ‘Αζείζ (Ανίκητος, Παντοδύναμος) και Χακείμ (Πάνσοφος).
ऐसे रसूल जो शुभ सूचना सुनाने वाले और डराने वाले थे। ताकि लोगों के पास रसूलों के बाद अल्लाह के मुक़ाबले में कोई तर्क न रह[102] जाए। और अल्लाह सदा से सब पर प्रभुत्वशाली, पूर्ण हिकमत वाला है।
[Inviammo] Messaggeri, annunciatori e ammonitori, così che gli uomini non avessero scuse dopo i Messaggeri, e Allāh è in verità Potente e Saggio.
165. Pasiuntiniai kaip gerų žinių nešėjai kaip ir perspėjėjai tam, kad žmonija neturėtų pasiteisinimo prieš Allahą po Pasiuntinių (atėjimo). Ir Allahas yra Visada Visa Galintis, Visa Išmanantis.
Gammachiisoofi dinniinoo taasifnee ergamtoota (ergine.), Akka Ergamtoota booda Rabbi irratti namaaf ragaan (rakkoo himatuun) hin argamneef. Rabbiin injifataa, ogeessa.tahee jira.
Посланников — благовестников и предостерегающих, чтобы после [прихода] посланников у людей не осталось довода против Аллаха. Аллах всегда был [и пребудет] могущественным, мудрым.

Mitume hao ni wabashiri na waonyaji, ili watu wasiwe na hoja juu ya Mwenyezi Mungu baada ya kuletewa Mitume. Na Mwenyezi Mungu ni Mwenye nguvu, Mwenye hekima.
Sändebud som förkunnare av glädjebudskap och varningar, för att människorna inte ska ha något argument mot Gud efter sändebuden. Gud är allsmäktig, vis.

Some messengers We have already told you about, while some messengers We have not told you about. And God spoke to Moses directly.
And messengers We have mentioned unto thee before and messengers We have not mentioned unto thee; and Allah spake directly unto Moses
Of apostles we have already told thee of some before; and of apostles some we have not told thee of;- But Moses did God speak to, speaking
Of some apostles we have told thee before: of other apostles we have not told thee - And discoursing did God discourse with Moses
Some apostles have We sent, whom We have formerly mentioned unto thee, and other apostles have We sent, whom We have not mentioned unto thee; and God spake unto Moses, discoursing with him

But God bears witness to what He revealed to you. He revealed it with His knowledge. And the angels bear witness. Though God is a sufficient witness.
But Allah (Himself) testifieth concerning that which He hath revealeth unto thee; in His knowledge hath He revealed it; and the angels also testify. And Allah is sufficient Witness
But God bears witness to what He has revealed to thee: He revealed it in His knowledge, and the angels bear witness too; though God is witness enough
But God is himself witness of what He hath sent down to thee: In His knowledge hath He sent it down to thee. The angels are also its witnesses: but God is a sufficient witness
God is witness of that revelation which He hath sent down unto thee; He sent it down with his special knowledge: The angels also are witnesses thereof; but God is a sufficient witness
إِنَّ ٱلَّذِينَ كَفَرُوا۟ وَصَدُّوا۟ عَن سَبِيلِ ٱللَّهِ قَدْ ضَلُّوا۟ ضَلَٰلًۢا بَعِيدًا

They who believe not, and turn aside others from the way of God, have erred in a wide mistake

Easy-read (simplified)walaw annaa ahlaknaahum bi'adhaabin min qablihi laqaaloo rabbanaa lawlaa arsalta ilaynaa rasoolan fanattabi'a aayaatika min qabli an nadhilla wanakhzaa
DIN 31635walaw ʾannā ʾahlaknāhum biʿaḏābin min qablihi laqālū rabbanā lawlā ʾarsalta ʾilaynā rasūlan fanattabiʿa ʾāyātika min qabli ʾan naḏilla wanaḫzā
Had We destroyed them with a punishment before him, they would have said, "Our Lord, if only You had sent us a messenger, we would have followed Your revelations before we were humiliated and disgraced."

But had we destroyed them with torment before it, they would have said, 'Unless Thou hadst sent to us an apostle, that we might follow Thy signs before we were abased and put to shame
And had We destroyed them by a chastisement before its time, they would surely have said, "O our Lord! How could we believe if thou didst not send unto us an Apostle that we might follow thy signs ere that we were humbled and disgraced
If we had destroyed them by a judgment before the same had been revealed, they would have said, at the resurrection, O Lord, how could we believe since thou didst not send unto us an apostle, that we might follow thy signs, before we were humbled and covered with shame

Und hätten Wir sie vor ihm (also dem Propheten) durch eine Strafe vernichtet, hätten sie ja gesagt: „Unser Herr, hättest Du doch einen Gesandten zu uns gesandt, sodass wir Deinen Zeichen hätten folgen können, bevor wir erniedrigt und in Schande gestürzt würden!“

They say, 'Unless he bring us a sign from his Lord - What! has there not come to them the manifest sign of what was in the pages of yore
But they say, "If he come not to us with a sign from his Lord . . .!" But have not clear proofs for the Koran come to them, in what is in the Books of old
The unbelievers say, unless he come unto us with a sign from his Lord, we will not believe on him. Hath not a plain declaration come unto them, of that which is contained in the former volumes of scripture, by the revelation of the Koran

And if they called thee liar, those before thee called their apostles liars too, who came to them with manifest signs, and the Scriptures, and the illuminating Book
And if they treat thee as a liar, so did those who were before them threat their Apostles who came to them with the proofs of their mission, and with the Scriptures and with the enlightening Book
If they charge thee with imposture, they who were before them likewise charged their apostles with imposture. Their apostles came unto them with evident miracles, and with divine writings, and with the enlightening book
ثُمَّ أَخَذْتُ ٱلَّذِينَ كَفَرُوا۟ فَكَيْفَ كَانَ نَكِيرِ

67:9 Sie werden sagen: „Doch, zu uns kam bereits ein Warner; aber wir haben (ihn) der Lüge bezichtigt und gesagt: ,Allah hat nichts hinabgesandt; ihr befindet euch nur in großem Irrtum.‘“

67:9 वे कहेंगे : क्यों नहीं, निश्चय हमारे पास सावधान करने वाला आया था। पर, हमने झुठला दिया और हमने कहा कि अल्लाह ने कुछ नहीं उतारा है। तुम तो बहुत बड़ी गुमराही में पड़े हुए हो।

Read across the four public-domain translations - Sale 1734, Rodwell 1861, Palmer 1880, Pickthall 1930 - of 17:15, 28:59, 4:165, 20:134, 35:24, 67:8-9, in full, and nothing else. This study consults no , no , no occasion of revelation and no biography, because none is yet available in an edition whose usage rights can be verified. Itani 2012, the fifth translation shown with these verses, was not consulted for this study.
How this set was arrived at. The verses were found by a word search of the four public-domain translations, using terms chosen by the editor and listed here as they were searched - we + never + punished + until + we + had + sent + a + messenger; never + destroyed + the + townships + till + he + had + raised + up; lest + they + should + say + no + messenger + came; no + warner + came + unto + us. The search was a way of finding passages, not a judgement about what they mean: that several translators chose the same English word is not evidence about the Arabic. A different choice of terms gives a different set.
What was returned and not carried. 2 verse(s) the search qualified are recorded as not carried with a reason each, rather than silently discarded: 5:19 - on-topic and close, stating the same lest-they-say reasoning; 35:37 - a plea from the Fire, not about the unreached.
Verses carried by more than one study. Some passages here also serve another study. Each carries its own reason in each place, and the reason states where else it appears.
