And fight in the cause of God those who fight you, but do not commit aggression; God does not love the aggressors.
Does the Qur'an command fighting all non-Muslims?
In short
- The text says: fight in the cause of God those who fight you, and do not commit aggression (2:190); if they cease, no hostility except against the oppressors or wrongdoers (2:193); the idolaters are to be killed after the sacred months unless they repent (9:5); those of the People of the Book whom 9:29 describes are to be fought until they pay the due tax or tribute (9:29); the idolaters are to be fought all together as they fight all together, or, in Sale, in all the months (9:36); there is no way against those who withdraw, do not fight and offer peace (4:90); if they incline to peace, incline to it (8:61); and God does not forbid kindness and justice toward those who have not fought over religion nor driven people from their homes (60:8-9).
- The text does not say: that every non-Muslim is to be fought; each command here names a group - those who fight, the idolaters, or those of the People of the Book whom 9:29 describes - and 60:8 speaks of kindness toward those who have not fought.
- The rest comes from: how these commands bear on one another, and whether they still bind, is not settled by these verses; this study names no source outside the Qur'an.
Where the renderings split
9:36, Itani: "fight the polytheists collectively, as they fight you collectively"
9:36, Pickthall: "wage war on all of the idolaters as they are waging war on all of you"
9:36, Palmer: "fight the idolaters, one and all, as they fight you one and all"
9:36, Rodwell: "attack those who join gods with God in all, as they attack you in all"
9:36, Sale: "attack the idolaters in all the months, as they attack you in all"
Key findingsEditorial
One finding for each passage this study carries, in the order the study reads them. Each is the reason that passage was signed into the study, in full and unedited - including, where the renderings disagree, the disagreement.
- 01 2:190 Fight those who fight you, and do not commit aggression
- 02 2:193 If they cease, no hostility except against the oppressors or wrongdoers
- 03 9:5 The idolaters, after the sacred months, unless they repent
- 04 9:29 Those of the People of the Book the verse describes, until they pay the due tax or tribute
- 05 9:36 The idolaters, all together, as they fight all together; Sale reads it as in all the months
- 06 4:90 Those who withdraw, do not fight and offer peace: no way against them
- 07 8:61 If they incline to peace, incline to it
- 08 60:8–9 Kindness and justice toward those who have not fought over religion; friendship forbidden only with those who have
In plain wordsEditorial written by the editors, not a translation
The verses that command fighting each name whom. At 2:190 Pickthall has "Fight in the way of Allah against those who fight against you, but begin not hostilities". At 9:5 the idolaters are named, and the verse ends on those who repent: Palmer has "let them go their way". At 9:29 the command names those of the People of the Book who, in Itani's words, "do not believe in God, nor in the Last Day".
9:36 is the verse that sounds widest, and the five do not read it alike. Pickthall has "wage war on all of the idolaters as they are waging war on all of you" at 9:36; Sale has "attack the idolaters in all the months, as they attack you in all". In four renderings all describes the fighting on both sides; in Sale it is the months. In every one of them the command is given as they fight.
Beside these stand the verses that end or limit fighting. At 4:90 Itani has "If they withdraw from you, and do not fight you, and offer you peace, then God assigns no excuse for you against them". At 8:61 Pickthall has "if they incline to peace, incline thou also to it". At 60:8 Rodwell has "God doth not forbid you to deal with kindness and fairness toward those who have not made war upon you on account of your religion".
So these verses do not command fighting all non-Muslims. They command fighting named groups, on named conditions, and they name others toward whom kindness and justice are not forbidden. How the commands bear on one another, and whether they still bind, the verses do not settle, and this study does not.
Scope of this study
This platform shows the verse, its easy-read line, its translations, a plain-words reading, and each verse among its neighbours. It does not supply occasion of revelation, interpretation (tafsir) or history, and it never invents them.
What this rests on
Opens with 2:190, widening across 8 passages in all.
Easy-read is a simplified pronunciation, not authoritative — a rule-by-rule romanisation, not a reading. Each verse ends in its pause form, as it is said when you stop there. Pauses inside a verse and other tajwid rules are not shown. It is derived from the Tanzil Simple edition, while the Arabic above is the Uthmani edition; both are cleared, but they are not the same edition and their orthography differs.

They ask you about the crescents. Say, "They are timetables for people, and for the Hajj." It is not virtuous that you approach homes from their backs, but virtue is to be pious. So approach homes from their doors, and observe God, that you may succeed.
They ask thee, (O Muhammad), of new moons, say: They are fixed seasons for mankind and for the pilgrimage. It is not righteousness that ye go to houses by the backs thereof (as do the idolaters at certain seasons), but the righteous man is he who wardeth off (evil). So go to houses by the gates thereof, and observe your duty to Allah, that ye may be successful
They will ask thee about the phases of the moon; say, 'They are indications of time for men and for the pilgrimage.' And it is not righteousness that ye should enter into your houses from behind them, but righteousness is he who fears; so enter into your houses by the doors thereof and fear God; haply ye may prosper yet
They will ask thee of the new moons. SAY: They are periods fixed for man's service and for the Pilgrimage. There is no piety in entering your houses at the back, but piety consists in the fear of God. Enter your houses then by their doors; and fear God that it may be well with you
They will ask thee concerning the phases of the moon: Answer, they are times appointed unto men, and to shew the season of the pilgrimage to Mecca. It is not righteousness that ye enter your houses by the back parts thereof, but righteousness is of him who feareth God. Therefore enter your houses by their doors; and fear God, that ye may be happy

And kill them wherever you overtake them, and expel them from where they had expelled you. Oppression is more serious than murder. But do not fight them at the Sacred Mosque, unless they fight you there. If they fight you, then kill them. Such is the retribution of the disbelievers.
And slay them wherever ye find them, and drive them out of the places whence they drove you out, for persecution is worse than slaughter. And fight not with them at the Inviolable Place of Worship until they first attack you there, but if they attack you (there) then slay them. Such is the reward of disbelievers
Kill them wherever ye find them, and drive them out from whence they drive you out; for sedition is worse than slaughter; but fight them not by the Sacred Mosque until they fight you there; then kill them, for such is the recompense of those that misbelieve
And kill them wherever ye shall find them, and eject them from whatever place they have ejected you; for civil discord is worse than carnage: yet attack them not at the sacred Mosque, unless they attack you therein; but if they attack you, slay them. Such the reward of the infidels
And kill them wherever ye find them, and turn them out of that whereof they have dispossessed you, for temptation to idolatry is more grievous than slaughter: Yet fight not against them in the holy temple, until they attack you therein; but if they attack you, slay them there. - Hafs/Kufan verse numbering, 6236 ayahs. The bismillah is delivered as a separate `bismillah` attribute on ayah 1 and is NOT fused into the ayah text. 112 surahs carry one: every surah except al-Fatiha, where the bismillah is ayah 1:1 itself, and at-Tawba, which has none. How shall the idolaters be admitted into a league with God and with his apostle; except those with whom ye entered into a league at the holy temple? So long as they behave with fidelity towards you, do ye also behave with fidelity towards them; for God loveth those who fear him

O you who believe! Many of the rabbis and priests consume people's wealth illicitly, and hinder from God's path. Those who hoard gold and silver, and do not spend them in God's cause, inform them of a painful punishment.
O ye who believe! Lo! many of the (Jewish) rabbis and the (Christian) monks devour the wealth of mankind wantonly and debar (men) from the way of Allah. They who hoard up gold and silver and spend it not in the way of Allah, unto them give tidings (O Muhammad) of a painful doom
O ye who believe! verily, many of the doctors and the monks devour the wealth of men openly, and turn folk from God's way; but those who store up gold and silver and expend it not in God's way,- give them glad tidings of grievous woe
O Believers! of a truth, many of the teachers and monks do devour man's substance in vanity, and turn them from the Way of God. But to those who treasure up gold and silver and expend it not in the Way of God, announce tidings of a grievous torment
O true believers, verily many of the priests and monks devour the substance of men in vanity, and obstruct the way of God. But unto whose who treasure up gold and silver, and employ it not for the advancement of God's true religion, denounce a grievous punishment

Postponement is an increase in disbelief-by which those who disbelieve are led astray. They allow it one year, and forbid it another year, in order to conform to the number made sacred by God, thus permitting what God has forbidden. The evil of their deeds seems good to them. God does not guide the disbelieving people.
Postponement (of a sacred month) is only an excess of disbelief whereby those who disbelieve are misled; they allow it one year and forbid it (another) year, that they may make up the number of the months which Allah hath hallowed, so that they allow that which Allah hath forbidden. The evil of their deeds is made fairseeming unto them. Allah guideth not the disbelieving folk
Verily, putting off is but an increase in misbelief to lead astray therewith those who misbelieve. They make it lawful one year, but they make it unlawful another year, that they may come to an understanding as to the number which God has made sacred, and make lawful what God has prohibited. Seemly to them are their evil works, but God guides not a misbelieving people
To carry over a sacred month to another, is only a growth of infidelity. The Infidels are led into error by it. They allow it one year, and forbid it another, that they may make good the number of months which God hath hallowed, and they allow that which God hath prohibited. The evil of their deeds hath been prepared for them by Satan: for God guideth not the people who do not believe
Verily the transferring of a sacred month to another month, is an additional infidelity. The unbelievers are led into an error thereby: They allow a month to be violated one year, and declare it sacred another year, that they may agree in the number of months which God hath commanded to be kept sacred; and they allow that which God hath forbidden. The evil of their actions hath been prepared for them: For God directeth not the unbelieving people

O you who believe! What is the matter with you, when it is said to you, "Mobilize in the cause of God," you cling heavily to the earth? Do you prefer the present life to the Hereafter? The enjoyment of the present life, compared to the Hereafter, is only a little.

What is the matter with you, divided into two factions regarding the hypocrites, when God Himself has overwhelmed them on account of what they did? Do you want to guide those whom God has led astray? Whomever God leads astray-you will never find for him a way.
What aileth you that ye are become two parties regarding the hypocrites, when Allah cast them back (to disbelief) because of what they earned? Seek ye to guide him whom Allah hath sent astray? He whom Allah sendeth astray, for him thou (O MUhammad) canst not find a road
Why are ye two parties about the hypocrites, when God hath overturned them for what they earned? Do ye wish to guide those whom God hath led astray? Whoso God hath led astray ye shall not surely find for him a path

They would love to see you disbelieve, just as they disbelieve, so you would become equal. So do not befriend any of them, unless they emigrate in the way of God. If they turn away, seize them and execute them wherever you may find them; and do not take from among them allies or supporters.
They long that ye should disbelieve even as they disbelieve, that ye may be upon a level (with them). So choose not friends from them till they forsake their homes in the way of Allah; if they turn back (to enmity) then take them and kill them wherever ye find them, and choose no friend nor helper from among them
They would fain that ye misbelieve as they misbelieve, that ye might be alike; take ye not patrons from among them until they too flee in God's way; but if they turn their backs, then seize them and kill them wheresoever ye find them, and take from them neither patron nor help
They desire that ye should be infidels as they are infidels, and that ye should be alike. Take therefore none of them for friends, till they have fled their homes for the cause of God. If they turn back, then seize them, and slay them wherever ye find them; but take none of them as friends or helpers
They desire that ye should become infidels, as they are infidels, and that ye should be equally wicked with themselves. Therefore take not friends from among them, until they fly their country for the religion of God; and if they turn back from the faith, take them, and kill them where-ever ye find them; and take no friend from among them, nor any helper

Never should a believer kill another believer, unless by error. Anyone who kills a believer by error must set free a believing slave, and pay compensation to the victim's family, unless they remit it as charity. If the victim belonged to a people who are hostile to you, but is a believer, then the compensation is to free a believing slave. If he belonged to a people with whom you have a treaty, then compensation should be handed over to his family, and a believing slave set free. Anyone who lacks the means must fast for two consecutive months, by way of repentance to God. God is All-Knowing, Most Wise.
It is not for a believer to kill a believer unless (it be) by mistake. He who hath killed a believer by mistake must set free a believing slave, and pay the blood-money to the family of the slain, unless they remit it as a charity. If he (the victim) be of a people hostile unto you, and he is a believer, then (the penance is) to set free a believing slave. And if he cometh of a folk between whom and you there is a covenant, then the blood-money must be paid unto his folk and (also) a believing slave must be set free. And whoso hath not the wherewithal must fast two consecutive months. A penance from Allah. Allah is Knower, Wise
It is not for a believer to kill a believer save by mistake; and whosoever kills a believer by mistake then let him free a believing neck; and the blood-money must be paid to his people save what they shall remit as alms. But if he be from a tribe hostile to you and yet a believer, then let him free a believing neck. And if it be a tribe betwixt whom and you there is an alliance, then let the blood-money be paid to his friends, and let him free a believing neck; but he who cannot find the means, then let him fast for two consecutive months - a penance this from God, for God is knowing, wise
A believer killeth not a believer but by mischance: and whoso killeth a believer by mischance shall be bound to free a believer from slavery; and the blood-money shall be paid to the family of the slain, unless they convert it into alms. But if the slain believer be of a hostile people, then let him confer freedom on a slave who is a believer; and if he be of a people between whom and yourselves there is an alliance, then let the blood-money be paid to his family, and let him set free a slave who is a believer: and let him who hath not the means, fast two consecutive months. This is the penance enjoined by God; and God is Knowing, Wise
It is not lawful for a believer to kill a believer, unless it happen by mistake; and whoso killeth a believer by mistake, the penalty shall be the freeing of a believer from slavery, and a fine to be paid to the family of the deceased, unless they remit it as alms: And if the slain person be of a people at enmity with you, and be a true believer, the penalty shall be the freeing of a believer; but if he be of a people in confederacy with you, a fine to be paid to his family, and the freeing of a believer. And he who findeth not wherewith to do this, shall fast two months consecutively, as a penance enjoined from God; and God is knowing and wise

In verità Allāh ama i giusti.

Perhaps God will plant affection between you and those of them you consider enemies. God is Capable. God is Forgiving and Merciful.
It may be that Allah will ordain love between you and those of them with whom ye are at enmity. Allah is Mighty, and Allah is Forgiving, Merciful
Mayhap that God will place love between you and between those of them ye are hostile towards: for God is powerful, and God is forgiving, compassionate
God will, perhaps, establish good will between yourselves and those of them whom ye take to be your enemies: God is Powerful: and God is Gracious, Merciful
Peradventure God will establish friendship between yourselves and such of them as ye now hold for enemies: For God is powerful; and God is inclined to forgive, and merciful

O you who believe! When believing women come to you emigrating, test them. God is Aware of their faith. And if you find them to be faithful, do not send them back to the unbelievers. They are not lawful for them, nor are they lawful for them. But give them what they have spent. You are not at fault if you marry them, provided you give them their compensation. And do not hold on to ties with unbelieving women, but demand what you have spent, and let them demand what they have spent. This is the rule of God; He rules among you. God is Knowing and Wise.
O ye who believe! When believing women come unto you as fugitives, examine them. Allah is Best Aware of their faith. Then, if ye know them for true believers, send them not back unto the disbelievers. They are not lawful for them (the disbelievers), nor are they (the disbelievers) lawful for them. And give them (the disbelievers) that which they have spent (upon them). And it is no sin for you to marry such women when ye have given them their dues. And hold not to the ties of disbelieving women; and ask for (the return of) that which ye have spent; and let them (the disbelievers) ask for that which they have spent. That is the judgment of Allah. He judgeth between you. Allah is Knower, Wise
O ye who believe! when there come believing women who have fled, then try them: God knows their faith. If ye know them to be believers do not send them back to the misbelievers;- they are not lawful for them, nor are the men lawful for these; - but give them what they have expended, and it shall be no crime against you that ye marry them, when ye have given them their hire. And do not ye retain a right over misbelieving women; but ask for what ye have spent, and let them ask for what they have spent. That is God's judgment: He judges between you, for God is knowing, wise
O Believers! when believing women come over to you as refugees (Mohadjers), then make TRIAL of them. God best knoweth their faith; but if ye have also ascertained their faith, let them not go back to the infidels; they are not lawful for them, nor are the unbelievers lawful for these women. But give them back what they have spent for their dowers. No crime shall it be in you to marry them, provided ye give them their dowers. Do not retain any right in the infidel women, but demand back what you have spent for their dowers, and let the unbelievers demand back what they have spent for their wives. This is the ordinance of God which He ordaineth among you: and God is Knowing, Wise
O true believers, when believing women come unto you as refugees, try them: God well knoweth their faith. And if ye know them to be true believers, send them not back to the infidels: They are not lawful for the unbelievers to have in marriage; neither are the unbelievers lawful for them. But give their unbelieving husbands what they shall have expended for their dowers. Nor shall it be any crime in you if ye marry them, provided ye give them their dowries. And retain not the patronage of the unbelieving women: But demand back that which ye have expended for the dowry of such of your wives as go over to the unbelievers; and let them demand back that which they have expended for the dowry of those who come over to you. This is the judgment of God, which He establisheth among you: And God is knowing and wise

If any of your wives escape from you to the unbelievers, and ye have your turn by the coming over of any of the unbelievers wives to you; give unto those believers whose wives shall have gone away, out of the dowries of the latter, so much as they shall have expended for the dowers of the former: And fear God, in whom ye believe
What this study rests on, and what it refusessigned with it3 of the 3 paragraphs signed with this study
The selection above and this account of it are part of what was signed. Where the renderings disagree it says so; where the question runs past what has cleared the rights audit it says that too.
The question asks whether the Qur'an commands fighting all non-Muslims. The verses carried are the commands to fight whose renderings use a word for all or for a whole group (9:5, 9:29, 9:36), the first command to fight with its limit (2:190, 2:193), and the verses that end or limit fighting (4:90, 8:61, 60:8-9). 2:191, which says kill them wherever you find them, is recorded as not carried here and is read with 9:5 in the study Does the Qur'an tell Muslims to kill unbelievers wherever they find them?; 9:29 is read in Does the Qur'an command fighting Jews and Christians until they pay jizya (rendered 'tribute' or 'due tax', 9:29)?; the wider question in Does the Qur'an call for holy war?; and justice in What does the Qur'an say about justice toward non-Muslims?
At 9:36 Sale's rendering reads all as the months, not the people; the other four read it as the people fought and fighting. Both readings are shown.
This study names no source outside the Qur'an.
